FOREWORD TO THE HTGR EDITION
The HTGR Edition of the "Standard Format and Content of Safety
Analysis Reports for Nuclear Power Plants"* was prepared for the
purpose of supplying additional and supplementary guidance to the
preparation of Safety Analysis Reports for High Temperature Gas Cooled
Reactors (HTGR's). The HTGR Edition recognizes explicitly the unique
differences between HTGR's and water reactors, but retains the material
from the "Standard Format" that is generally applicable to both types.
The degree to which the various chapters or sections of chapters
have been modified differs according to the subject of the material
covered. The most extensive revisions appear in Chapter 4.0 - Reactor,
Chapter 5.0 - Reactor Coolant System, Chapter 6.0 - Engineered Safety
Features, Chapter 9.0 - Auxiliary Systems, Section 11.1 - Source Terms,
and Table 15-1 - Representative Types of Events to be Analyzed in
Chapter 15.0 of the SAR. Other sections contain changes that can be
regarded for the most part as editorial.
The wording of the HTGR Edition recognizes that certain of the
General Design Criteria (GDC) for Nuclear Power Plants (Appendix A to
10 CFR Part 50), several of the AEC Regulatory Guides, and various
codes and standards used for water reactors are not directly applicable
to HTGR's. For these cases the HTGR Edition uses the phrase "intent
of" rather than indicating direct compliance. Although revised versions
of these guidelines are being prepared for HTGR use, they may not be
available for early HTGR applications. In this circumstance, it is the
responsibility of the applicant to interpret the existing guidelines
in a manner that assures that its plant design and operating practices
will result in a degree of safety equivalent to that required for water
