The failure to plan responsibly and regulate industry has led to the monopolistic practices which currently endanger the United States' natural resources. The state of the country's national resources calls for increased conservation.

Phase I of this regional assessment of climate change and its potential impacts on transportation systems addresses these questions for the region of the U.S. central Gulf Coast between Galveston, Texas and Mobile, Alabama.
