Description: Since 2008, more than 30 states have enacted laws relating to voter identification, with several containing photo ID requirements. Several states enacted voter identification laws that have either been struck down by courts or are not yet in effect. A number of bills with voter identification provisions have been introduced in the 113th Congress and one (S. 1945) has received committee consideration. This report examines this type of legislation and the legal issues regarding it.

Description: Members of the uniformed services and U.S. citizens who live abroad are eligible to register and vote absentee in federal elections under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA, P.L. 99-410, 42 U.S.C.1973ff) of 1986. The law was enacted to improve absentee registration and voting for this group of voters and to consolidate existing laws. Since 1942, a number of federal laws have been enacted to assist these voters: the Soldier Voting Act of 1942 (amended in 1944), the Federal Voting Assistance Act of 1955, the Overseas Citizens Voting Rights Act of 1975 (both the 1955 and 1975 laws were amended in 1978 to improve procedures), and the Uniformed and Overseas Citizens Absentee Voting Act of 1986. The law is administered by the Secretary of Defense, who delegates that responsibility to the director of the Federal Voting Assistance Program at the Department of Defense (DOD).

Description: This report discusses the Voluntary Voting System Guidelines (VVSG), which are a set of technical standards for voting systems that use computers to assist in recording or counting votes. Systems covered include most used in the United States—not only DREs (direct recording electronic systems) such as touchscreen voting machines, but also optical scan and punch card systems. Hand-counted paper-ballot and lever-machine systems, which do not involve computers, are not covered. However, they are used by a small and decreasing number of election jurisdictions.
