Description: This report provides a summary of the State Unemployment Tax Acts (SUTA) Dumping Prevention Act of 2004, P.L. 108-295. The term "SUTA dumping" refers to a variety of tax planning strategies used by employers to minimize the tax burden of federally mandated state unemployment taxes.

Social Security Reform: Economic Issues

Description: This report tackles the issue of Social Security reform from an economic perspective that focuses not merely on reform that achieves programmatic sustainability (sustainability within the trust fund), but reform that achieves sustainability for the government and economy as a whole. The President has indicated that Social Security reform will be a major issue in the 109th Congress. For some time comprehensive reform has been an issue of debate in Congress, but no major action has occurred.

Disaster Unemployment Assistance (DUA)

Description: This report contains information on how to ascertain if an individual is eligible for Disaster Unemployment Assistance (DUA) benefits, which are available only to those individuals who have become unemployed as a direct result of a declared major disaster. DUA is funded through the Federal Emergency Management Agency (FEMA) and is administered by the Department of Labor (DOL) through each state's UC agency.

Long-Term Unemployment and Recessions

Description: This report analyzes the trend in long-term unemployment over the postwar period and offers explanations for its unusually high incidence during the most recent recession. It compares the individual, job, and household characteristics of the long-term unemployed during the latest recession (2007-2009) with the long-term unemployed at the end of the two previous recessions (1990-1991 and 2001).
