Prospects for space arms control

Description: At the recent Wyoming Ministerial, US Secretary of State Baker and Soviet Foreign Minister Shevardnadze signed a memorandum of understanding on a bilateral verification experiment and data exchange related to a prohibition on chemical weapons, an agreement on advance notification of certain strategic exercises, and an umbrella agreement on START trial verification and stability measures. Uranium enrichment export control guide: Gaseous diffusion

Description: This document was prepared to serve as a guide for export control officials in their interpretation, understanding, and implementation of export laws that relate to the Zangger International Trigger List for gaseous diffusion uranium enrichment process components, equipment, and materials. Particular emphasis is focused on items that are especially designed or prepared since export controls are required for these by States that are party to the International Nuclear Nonproliferation Treaty.

The purposes, achievements, and priorities of arms control

Description: Arms control purposes include strengthening the framework of deterrence and reducing the threat of the use of nuclear weapons, reducing the dangers of attack and accidental nuclear war, and allowing more resources for the civilian economy. The paper briefly describes achievements in arms control since World War II. These include the Limited Test Ban Treaty (LTBT), Nonproliferation Treaty (NPT), Anti-Ballistic Missile Treaty (ABMT)-SALT I, SALT II, Threshold Test Ban Treaty (TTBT), Peaceful Nucl… more

Array analysis of regional Pn and Pg wavefields from the Nevada Test Site

Description: Small-aperture high-frequency seismic arrays with dimensions of a few kilometers or less, can improve our ability to seismically monitor compliance with a low-yield Threshold Test Ban Treaty. This work studies the characteristics and effectiveness of array processing of the regional Pn and Pg wavefields generated by underground nuclear explosions at the Nevada Test Site. Waveform data from the explosion HARDIN (m{sub b} = 5.5) is recorded at a temporary 12-element, 3-component, 1.5 km-aperture … more

Start 2: Thinking one move ahead

Description: At their summit meeting in the spring of 1990, Presidents Bush and Gorbachev issued a joint statement expressing their intentions to continue the process of strategic arms control beyond the Strategic Arms Reduction Treaty (START), which was eventually signed in July 1991, toward agreement on further reductions. They set general goals for negotiation of a follow-on treaty to START, which has been called START II. President Bush's historic speech on September 27, 1991, reinforced those goals and… more

IAEA Safeguards and technical support programs: POTAS in the 1990s

Description: The US Program of Technical Assistance to IAEA Safeguards (POTAS) has since 1978 provided technology and technical assistance to the IAEA to support its nuclear safeguards activities. The present level of support, $6.9 million per year, equals 10% of the Department of Safeguards annual budget. During the next decade, the International Atomic Energy Agency (IAEA) will face new technical challenges in carrying out its verification activities. To help the IAEA acquire the technology and other tech… more

Biological Diversity Treaty: Fact Sheet

Description: As human activity continues to change and modify natural areas, widespread extinctions of plants, animals, and other types of species result. In 1992, negotiations conducted under the auspices of the United Nations Environment Programme (UNEP) were completed on a comprehensive global treaty to protect biological diversity (biodiversity). In June 1993, President Clinton signed the treaty and sent it to the Senate for advice and consent. It is not pending in the Senate. The treaty entered into fo… more

Strategic Arms Control After START: Issues and Options

Description: The United States and Soviet Union signed the Strategic Arms Reduction Treaty in 1991; it entered into force in December 1994 and is due to expire in December 2009. The United States and Russia have held several meetings to discuss options for continuing their arms control relationship. This report provides background information about the START Treaty and reviews the discussions about a possible successor to START. It also presents a range of alternatives that the United States and Russia migh… more

Thoughts on Verification of Nuclear Disarmament

Description: It is my pleasure to be here to day to participate in this Conference. My thanks to the organizers for preparing such an interesting agenda on a very difficult topic. My effort in preparing my presentation was performed under the auspices of the U.S. Department of Energy by University of California, Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. And as many of you know Lawrence Livermore National Laboratory is now, as of Oct 1st, under contract to the Lawrence Livermore Na… more

An investigation of the usefulness of extremely low-frequency electromagnetic measurements for treaty verification

Description: From FY 1986 through FY 1988, we monitored extremely low-frequency (ELF) electromagnetic (EM) fields to determine whether these signals could be detected from underground nuclear explosions. Signals clearly related to underground tests were detected only when the ELF field sensors were located within 10 km of surface ground zero. Theoretical analysis, based on the results of these measurements, shows that the ELF impulse signals from underground nuclear tests are of longer duration than those f… more

Selected legal and regulatory concerns affecting domestic energy transportation systems

Description: This report provides assessments of eight legal and regulatory concerns that may affect energy material transportation in the US during the rest of the century: state authority to regulate nuclear materials transport, divestiture of petroleum pipelines from major integrated oil companies, problems affecting the natural gas transportation system, capabilities of energy transportation systems during emergencies, Federal coal pipeline legislation, ability of Federal agencies to anticipate railroad… more

Treaty verification with an uncertain partner

Description: A simple model is used to analyze the performance of a system for verifying compliance with an arms control treaty. Blue and Red are partners in to a treaty. Blue prefers to comply, but is uncertain whether Red similarly prefers compliance (in the absence of threatened violation detection). Blue's uncertainty is modeled as a probability distribution over three different Red types: Violators, Compilers, and Deterrables. Criteria are derived to determine the level at which Blue should set his det… more

Arms Control past and future

Description: I am going to talk today about Arms Control. First, I want to go over the recent history of the process. Five years ago, the pace of arms control changed dramatically. From an outsider it probably didn't appear that way -- but those working it, the shift from the historic glacial speed normally associated with this process to one of pressures -- political and economic -- national and global -- to actually conclude meaningful, verifiable agreements was a major change. Then, I want to spend a few… more

The LLNL configurable seismic monitoring system

Description: Lawrence Livermore National Laboratory (LLNL) developed and tested a portable, high-quality seismic recording system for monitoring underground nuclear explosions. The configurable seismic monitoring system (CSMS) was designed to satisfy the designated seismic station (DSS) requirements for instrumentation to be deployed in a vault as set forth in the protocol of the Threshold Test Ban Treaty (TTBT). As a proof-of-concept test under treaty monitoring conditions, two configurations of this syste… more

Elements of a system for verifying a Comprehensive Test Ban

Description: The paper discusses the goals of a monitoring system for a CTB, its functions, the challenges to verification, discrimination techniques, and some recent developments. It is concluded technical, military and political efforts are required to establish and verify test ban treaties which will contribute to stability in the long term. It currently appears there will be a significant number of unidentified events. (ACR)

The CSMS (Configurable Seismic Monitoring System) Poorboy deployment: Seismic recording in Pinedale, Wyoming, of the Bullion NTS (Nevada Test Site) nuclear test under the verification provisions of the new TTBT protocol

Description: The Configurable Seismic Monitoring System (CSMS), developed at the Lawrence Livermore National Laboratory (LLNL) was deployed in a 13-m deep vault on the AFTAC facility at Pinedale, Wyoming to record the Bullion nuclear test. The purpose of the exercise was to meet all provisions of the new TTBT protocol on in-country seismic recording at a Designated Seismic Station (DSS). The CSMS successfully recorded the Bullion event consistent with and meeting all requirements in the new treaty protocol.… more
