Measurement approaches to support future warhead arms control transparency

Description: Transparency on warhead stockpiles, warhead dismantlement, and fissile material stockpiles in nuclear weapons states will become increasingly important in the move beyond START II toward lower quantities of warheads. Congressional support for further warhead reductions will likely depend on the degree of irreversibility, or in other words, the rapidity with which warhead inventories could be reconstituted. Whether irreversibility considerations can be satisfied will depend on monitoring dismant… more

The role of unattended ground sensors (UGS) in regional confidence building and arms control

Description: Although the Cold War has ended, the world has not become more peaceful. Without the stability provided by an international system dominated by two super-powers, local conflicts are more likely to escalate. Agreements to counter destabilizing pressures in regional conflicts can benefit from the use of cooperative monitoring. Cooperative monitoring is the collecting, analyzing, and sharing of information among parties to an agreement. Ground sensor technologies can contribute to the collection o… more

Joint Chiefs of Staff: Notes

Description: The purpose of the paper is to state the rationale upon which the Joint Chiefs of Staff (JCS) bases its opposition to further extension of the Limited Test Ban Treaty (LTBT). The argumentation of the paper is hinged primarily on the contention that the USSR is ahead of the US in nuclear weapon technology. Accordingly, there is much for the US to do, so that the Soviets do not, primarily through the deployment of an Anti-Ballistic Missile [ABM] system, alter the strategic balanc the US should no… more

Visual inspection for CTBT verification

Description: On-site visual inspection will play an essential role in future Comprehensive Test Ban Treaty (CTBT) verification. Although seismic and remote sensing techniques are the best understood and most developed methods for detection of evasive testing of nuclear weapons, visual inspection can greatly augment the certainty and detail of understanding provided by these more traditional methods. Not only can visual inspection offer ``ground truth`` in cases of suspected nuclear testing, but it also can … more

Development of a xenon detector for treaty verification. Final report

Description: The project objective was to determine the feasibility of the gas proportional scintillator detector (GPSD) technology to sensitively and selectively detect the decay products of the metastable xenon isotopes as a means of treaty verification for the CTBT. During the course of the project, the investigation involved both computer simulations and laboratory measurements with a GPSD. During the fourth quarter the authors have further investigated the dedicated GPSD response to x-rays and conversi… more

Applications of swept-frequency acoustic interferometer for nonintrusive detection and identification of chemical warfare compounds

Description: Swept-Frequency Acoustic Interferometry (SFAI) is a nonintrusive liquid characterization technique developed specifically for detecting and identifying chemical warfare (CW) compounds inside sealed munitions. The SFAI technique can rapidly (less than 20 seconds) and accurately determine sound speed and sound attenuation of a liquid inside a container over a wide frequency range (1 kHz-15 MHz). From the frequency-dependent sound attenuation measurement, liquid density is determined. These three … more

Testing the waveform correlation event detection system: Teleseismic, regional, and local distances

Description: Waveform Correlation Event Detection System (WCEDS) prototypes have now been developed for both global and regional networks and the authors have extensively tested them to assess the potential usefulness of this technology for CTBT (Comprehensive Test Ban Treaty) monitoring. In this paper they present the results of tests on data sets from the IDC (International Data Center) Primary Network and the New Mexico Tech Seismic Network. The data sets span a variety of event types and noise condition… more

Visualization tools for comprehensive test ban treaty research

Description: This paper focuses on tools used in Data Visualization efforts at Sandia National Laboratories under the Department of Energy CTBT R&D program. These tools provide interactive techniques for the examination and interpretation of scientific data, and can be used for many types of CTBT research and development projects. We will discuss the benefits and drawbacks of using the tools to display and analyze CTBT scientific data. While the tools may be used for everyday applications, our discussion wi… more

An evaluation of generalized likelihood Ratio Outlier Detection to identification of seismic events in Western China

Description: The Generalized Likelihood Ratio Outlier Detection Technique for seismic event identification is evaluated using synthetic test data and frequency-dependent P{sub g}/L{sub g} measurements from western China. For most seismic stations that are to be part of the proposed International Monitoring System for the Comprehensive Test Ban Treaty, there will be few or no nuclear explosions in the magnitude range of interest (e.g. M{sub b} < 4) on which to base an event-identification system using tradit… more

The White Pine Mine explosively induced, controlled collapse experiment

Description: On September 3, 1995, the White Pine Mine, which is owned by Copper Range Company, conducted the first of a planned series of explosive removal of existing pillars in their underground mining operations. The purpose of this operation is to evaluate the effectiveness of pillar rubbilization and roof collapse for planned in-situ leaching of the copper ore from the rock mass. This type of seismic source is unique in that a large, delay fired, explosive source was expected to be followed by collaps… more

The waveform correlation event detection system project, Phase I: Issues in prototype development and testing

Description: A study using long-period seismic data showed that seismic events can be detected and located based on correlations of processed waveform profiles with the profile expected for an event. In this technique both time and space are discretized and events are found by forming profiles and calculating correlations for all time-distance points. events are declared at points with large correlations. In the first phase of the Waveform Correlation Event Detection System (WCEDS) Project at Sandia Labs we… more

Infrasonic signals from an accidental chemical explosion

Description: A series of large accidental explosions occurred at a chemical plant in Henderson, Nevada on May 4, 1988. The explosions were produced by the ignition of stores of ammonium perchlorate produced for solid rocket fuel at the Pacific Engineering and Production Co. This material, prior to the incident, had been believed to be non- explosive. The blasts destroyed the plant and caused one death. There was a series of explosions over a period of time with two major explosions which we will identify as… more

Estimates of infrasonic array gain patterns

Description: Infrasonic array gain patterns are discussed and estimated for the infrasonic frequency range and array geometries under consideration by the Conference on Disarmament in the International Monitoring System (IMS). The larger array spacing being considered for the IMS infrasonic arrays is found to be appropriate in maintaining directivity of the steered beam at lower frequencies. A modestly filled array is found to offer great improvement in narrow band side- lobe suppression at higher frequenci… more

Statistical algorithms for a comprehensive test ban treaty discrimination framework

Description: Seismic discrimination is the process of identifying a candidate seismic event as an earthquake or explosion using information from seismic waveform features (seismic discriminants). In the CTBT setting, low energy seismic activity must be detected and identified. A defensible CTBT discrimination decision requires an understanding of false-negative (declaring an event to be an earthquake given it is an explosion) and false-position (declaring an event to be an explosion given it is an earthquak… more
