Description: A detailed analysis of six Clean Coal projects revealed that recoupment decisions made by the Department limited its ability to recover the taxpayers` investment. These decisions exempted foreign sales, excluded some domestic sales on certain projects, and lowered the repayment rate on some sales. As a result, the Department may not recoup an estimated $133.7 million of the taxpayers` $151 million investment in these six projects and may limit its opportunity to recover future investments in other energy technology programs. An analysis and justification of recoupment decisions would help ensure that the Department is balancing overall program goals of the clean coal program with their recoupment goal. Analysis and justification of recoupment decisions would also facilitate implementation of future Departmental technology transfer programs. These programs are required by the Energy Policy Act of 1992 to model their recoupment procedures after those of the Clean Coal Technology Program. Formal financial policies and procedures also had not been established to track, account for, and verify the accuracy of moneys due and collected from industry participants. Repayment policies and procedures would help ensure that the Department collects moneys from successfully commercialized clean coal projects. Audit of subsidized ancillary services at the Nevada Test site

Description: The Department and its contractors have participated in at least six reviews since 1991 encompassing aspects of subsidies at the test site. Several of these reviews resulted in reports recommending reductions to the housing, food, and bus services. A strategic planning report completed in November 1994, for example, recommended closing certain food service facilities, increasing housing rates to fair market value, and studying a bus depot system. Other reports echoed the same themes. The Department should be credited for recognizing that actions should be taken to reduce subsidy costs. Moreover, the Acting Manager, Nevada Operations office, has been proactive in reducing the busing subsidy by decreasing the number of buses and bus routes. The Acting Manager has also been fully supportive of the effort to further reduce subsidies. We appreciate these efforts.

Interest Rates on Subsidized Stafford Loans to Undergraduate Students

Description: Beginning July 1, 2012, Subsidized Stafford Loans will be available exclusively to undergraduate students. The federal government "subsidizes" these loans by relieving the borrower of the requirement to pay the interest that accrues while the borrower is in school and during other authorized periods. In the 112th Congress, proposals have been made to reduce the interest rate applicable to Subsidized Stafford Loans that will be made to undergraduate students during AY2012-2013 from 6.8% to 3.4%. Proposals include the Interest Rate Reduction Act and the Stop the Student Loan Interest Rate Hike Act of 2012. It is estimated that a reduction in the interest rate would benefit approximately 7.4 million students who are likely to borrow Subsidized Stafford Loans during the upcoming award year.
