Weatherization Assistance Program Technical Assistance Center

Description: The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support… more

Comment on"Air Emissions Due to Wind and Solar Power" and Supporting Information

Description: Katzenstein and Apt investigate the important question of pollution emission reduction benefits from variable generation resources such as wind and solar. Their methodology, which couples an individual variable generator to a dedicated gas plant to produce a flat block of power is, however, inappropriate. For CO{sub 2}, the authors conclude that variable generators 'achieve {approx} 80% of the emission reductions expected if the power fluctuations caused no additional emissions.' They find even… more

Measurement of Black Carbon and Particle Number Emission Factors from Individual Heavy-Duty Trucks

Description: Emission factors for black carbon (BC) and particle number (PN) were measured from 226 individual heavy-duty (HD) diesel-fueled trucks driving through a 1 km-long California highway tunnel in August 2006. Emission factors were based on concurrent increases in BC, PN, and CO{sub 2}B concentrations (measured at 1 Hz) that corresponded to the passage of individual HD trucks. The distributions of BC and PN emission factors from individual HD trucks are skewed, meaning that a large fraction of pollu… more

West Valley Demonstration Project Annual Site Environmental Report Calendar Year 2008

Description: Annual Site Environmental Report for the West Valley Demonstration Project (WVDP) for Calendar Year 2008. The report summarizes the calendar year (CY) 2008 environmental monitoring program data at the WVDP so as to describe the performance of the WVDP’s environmental management system (EMS), confirm compliance with standards and regulations, and highlight important programs. Monitoring and surveillance of the facilities used by the DOE are conducted to verify protection of the environment, cont… more

Pulling of 3 mm diameter AlSb rods by micro-pulling down method

Description: We designed and supplied special crucibles for AlSb material. Thermal insulation and limitation of Sb losses were our first work. The protection of the growth environment was also one of our priority to avoid any pollution of the Fibercryst {mu}PD facility. When this work was achieved, the next step was the calibration of the heating power for these new crucibles. Then, it was the definition of single crystal growth conditions that oriented our research. Following our proposal, many growths att… more

Impacts of aerosol-cloud interactions on past and future changes in tropospheric composition

Description: The development of effective emissions control policies that are beneficial to both climate and air quality requires a detailed understanding of all the feedbacks in the atmospheric composition and climate system. We perform sensitivity studies with a global atmospheric composition-climate model to assess the impact of aerosols on tropospheric chemistry through their modification on clouds, aerosol-cloud interactions (ACI). The model includes coupling between both tropospheric gas-phase and aer… more

Aqueous and gaseous nitrogen losses induced by fertilizer application

Description: In recent years concern has grown over the contribution of nitrogen (N) fertilizer use to nitrate (NO{sub 3}{sup -}) water pollution and nitrous oxide (N{sub 2}O), nitric oxide (NO), and ammonia (NH{sub 3}) atmospheric pollution. Characterizing soil N effluxes is essential in developing a strategy to mitigate N leaching and emissions to the atmosphere. In this paper, a previously described and tested mechanistic N cycle model (TOUGHREACT-N) was successfully tested against additional observation… more

Mass Transport within Soils

Description: Contaminants in soil can impact human health and the environment through a complex web of interactions. Soils exist where the atmosphere, hydrosphere, geosphere, and biosphere converge. Soil is the thin outer zone of the earth's crust that supports rooted plants and is the product of climate and living organisms acting on rock. A true soil is a mixture of air, water, mineral, and organic components. The relative proportions of these components determine the value of the soil for agricultural an… more

Information technology and innovative drainage management practices for selenium load reduction from irrigated agriculture to provide stakeholder assurances and meet contaminant mass loading policy objectives

Description: Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative i… more
