Potential Displacement of Petroleum Imports by Solar Energy Technologies

Description: The United States currently imports close to half of its petroleum requirements. This report delineates the economic, social, and political costs of such a foreign oil dependency. These costs are often intangible, but combined they clearly constitute a greater price for imported petroleum than the strictly economic cost. If we can assume that imported oil imposes significant socioeconomic costs upon the American economy and society, one way to reduce these costs is to develop alternative, domes… more

Final report to the President on oil supply shortages during 1979

Description: Stockpile levels at the beginning of 1979, imports during the first half of the year, and inventory management were primarily responsible for the oil supply shortage in the spring and summer of 1979. There was a 3.1% reduction in oil supply in May to July of 1979 relative to the same period in 1978, and a 0.2% reduction relative to 1977. The reduction in available oil between 1979 and previous years was even greater than the reduction in supply. Domestic production of crude oil declined between… more

Transporting US oil imports: The impact of oil spill legislation on the tanker market

Description: The Oil Pollution Act of 1990 ( OPA'') and an even more problematic array of State pollution laws have raised the cost, and risk, of carrying oil into and out of the US. This report, prepared under contract to the US Department of energy's Office of Domestic and International Policy, examines the impact of Federal and State oil spill legislation on the tanker market. It reviews the role of marine transportation in US oil supply, explores the OPA and State oil spill laws, studies reactions to OP… more

Assessment of methane-related fuels for automotive fleet vehicles: technical, supply, and economic assessments

Description: The use of methane-related fuels, derived from a variety of sources, in highway vehicles is assessed. Methane, as used here, includes natural gas (NG) as well as synthetic natural gas (SNG). Methanol is included because it can be produced from NG or the same resources as SNG, and because it is a liquid fuel at normal ambient conditions. Technological, operational, efficiency, petroleum displacement, supply, safety, and economic issues are analyzed. In principle, both NG and methanol allow more … more

Comparative evaluation of surface and downhole steam-generation techniques

Description: It has long been recognized that the application of heat to reservoirs containing high API gravity oils can substantially improve recovery. Although steam injection is currently the principal thermal recovery method, heat transmission losses associated with delivery of the steam from the surface generators to the oil-bearing formation has limited conventional steam injection to shallow reservoirs. The objective of the Department of Energy's Project DEEP STEAM is to develop the technology requir… more

Review of petroleum transport network models and their applicability to a national refinery model

Description: This report examines four petroleum transport network models to determine whether parts of them can be incorporated into the transportation component of a national refinery model. Two questions in particular are addressed. (a) How do the models under examination represent the oil transport network, estimate link capacities, and calculate transport costs. (b) Are any of these network representations, capacity estimates, or cost functions suitable for inclusion in a linear programming model of oi… more

Preliminary examination of oil bonding at sand surfaces and its influence on hot water separation

Description: The efficiency of water-based separation of oil from sand particles is dependent on the nature of the oil-sand association and a preliminary examination of this bonding has been completed. The degree of hydration of the sand surface at the time of contact with oil was related to the subsequent efficiency of the oil-sand separation process. Variables which influence hot water separation were correlated by multiple linear regression, and a second order experimental model was obtained. The process… more
