Description: The high volume of fertilizer and pesticides funneled through a relatively small number of distribution outlets has made these agribusiness sites potential sources of surface/groundwater contamination in watersheds surrounding the agrichemical facilities. The agrichemical industry came under increased pressures in the mid-1980s to implement environmentally sound management practices and to install containment structures around fertilizer and chemical storage/handling areas to prevent future contamination of existing sites or the movement of contaminants offsite. TVA`s long and successful history of technology transfer to the retail fertilizer industry, as well as the technical expertise of the Agency`s staff, made TVA ideally suited to handle the new environmental challenge. It was during this time period that TVA`s Model Site Demonstration Program (MSD) and Individual Technology Demonstration Program (ITD) were conceived. Since inception, the pollution prevention program and the technologies advanced by it have made a very positive impact on the US agrichemical industry, as well as on other TVA programs. This paper is an attempt to document these impacts, with primary focus being placed on the program`s impact on the agribusiness dealer who implements the pollution prevention technologies/practices recommended by TVA.

Description: Both fertilizers and pesticides are primary sources of surface and groundwater contamination in the US. The agrichemical industry came under increased pressures in the mid-1980s to implement environmentally sound management practices and to install containment structures around fertilizer and chemical storage/handling areas to prevent future contamination of existing sites or the movement of contaminants offsite. Description: Retail agrichemical dealers have become increasingly familiar with the concept of containment over the past several years. Currently, containment regulations are in place in 13 states, and are being drafted in 7 others. Agrichemical dealers in these states will be required to assess the potential environmental impact of their operating practices on the land under and around the retail production site. A recent survey of TVA model site and individual technology demonstration dealers attempted to gain insight into the impact these investments in containment structures, changing operating practices, and state containment regulations were having on annual production costs. The purpose of this paper is to (1) provide the agrichemical dealer a methodology for quickly estimating the potential impact that environmental investments will have on annual production costs, and (2) to evaluate the effectiveness of alternative management strategies employed to offset some, or in some cases, all of these additional costs.

Description: The Corrective Action Investigation Plan for Corrective Action Unit 232, Area 25 Sewage Lagoons, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the U.S. Department of Energy, Nevada Operations Office; the State of Nevada Division of Environmental Protection; and the U. S. Department of Defense. Corrective Action Unit 232 consists of Corrective Action Site 25-03-01, Sewage Lagoon. Corrective Action Unit 232, Area 25 Sewage Lagoons, received sanitary effluent from four buildings within the Test Cell ''C'' Facility from the mid-1960s through approximately 1996. The Test Cell ''C'' Facility was used to develop nuclear propulsion technology by conducting nuclear test reactor studies. Based on the site history collected to support the Data Quality Objectives process, contaminants of potential concern include volatile organic compounds, semivolatile organic compounds, Resource Conservation and Recovery Act metals, petroleum hydrocarbons, polychlorinated biphenyls, pesticides, herbicides, gamma emitting radionuclides, isotopic plutonium, isotopic uranium, and strontium-90. Corrective Action Unit 252 consists of Corrective Action Site (CAS) 25-07-02, Engine Test Stand-1 (ETS-1) Decontamination Pad. Located in Area 25 at the intersection of Road H and Road K at the Nevada Test Site, ETS-1 was designed for use as a mobile radiation checkpoint and for vehicle decontamination. The CAS consists of a concrete decontamination pad with a drain, a gravel-filled sump, two concrete trailer pads, and utility boxes. Constructed in 1966, the ETS-1 facility was part of the Nuclear Rocket Development Station (NRDS) complex and used to test nuclear rockets. The ETS-1 Decontamination Pad and mobile radiation check point was built in 1968. The NRDS complex ceased primary operations in 1973. Description: On February 11, 1993, EPA proposed to streamline the management requirements for certain hazardous wastes that were generated in large quantities by a variety of generators (i.e., residential, small businesses, industries, etc.). EPA`s intention was to facilitate the environmentally sound collection and disposal of these types of wastes. In this proposed rule, EPA termed these types of hazardous wastes ``universal wastes`` and developed a management system which was less stringent than the existing Subtitle C regulations. EPA proposed that the following three types of hazardous wastes be managed as universal wastes: batteries, certain pesticides, and thermostats. Because EPA believed that the authority to propose the promulgation of the universal waste rule was not significantly linked to HSWA provisions, the Agency proposed the promulgation of the universal waste rule under pre-HSWA authority. On May 11, 1995, at FR 25492, EPA promulgated a pre-HSWA rule that streamlined hazardous waste management regulations for universal wastes.

Description: On November 30, 1994, the Environmental Protection Agency (EPA) added 286 chemicals and chemical categories to the list of toxic chemicals subject to reporting under Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA) and Section 6607 of the Pollution Prevention Act of 1990 (PPA). In adding these new chemicals and chemical categories, EPA has exercised its authority to add chemicals based on their acute human health effects, carcinogenicity or other chronic human health effects, and/or their adverse effects on the environment. Most of these being added to the Toxic Chemical release Inventory (TRI) are pesticides. Facilities, including DOE facilities must begin reporting these newly listed chemicals and chemical categories in the 1995 calendar year.

Description: This section contains ecotoxicological profiles for the COPECs for the combined Remedial Investigation/Feasibility Study Report for the Clinch River/Poplar Crack (CR/PC) Operable Unit (OU). The ecotoxicological information is presented for only those endpoints for which the chemicals are COPECs. The CR/PC OU is located in Anderson and Roane Counties, Tennessee and consists of the Clinch River and several of its embayments in Melton Hill and Watts Bar Reservoirs. These waters have received hazardous substances released over a period of 50 years from the US Department of Energy`s Oak Ridge Reservation (ORR), a National Priority List site established under the Comprehensive Environmental Response, Compensation, and Liability Act. A remedial investigation has been conducted to determine the current nature and extent of any contamination and to assess the resulting risk to human health and the environment. The feasibility study evaluates remedial action alternatives to identify any that are feasible for implementation and that would effectively reduce risk. Historical studies had indicated that current problems would likely include {sup 137}Cs in sediment of the Clinch River, mercury in sediment and fish of Poplar Creek and PCBs and pesticides in fish from throughout the OU.
