Activities of the PNC Nuclear Safety Working Group

Description: The Nuclear Safety Working Group of the Pacific Nuclear Council promotes nuclear safety cooperation among its members. Status of safety research, emergency planning, development of lists of technical experts, severe accident prevention and mitigation have been the topics of discussion in the NSWG. This paper reviews and compares the severe accident prevention and mitigation program activities in some of the areas of the Pacific Basin region based on papers presented at a special session organiz… more

HEU age determination

Description: A technique has been developed to determine the Highly Enriched Uranium (HEU) Age which is defined as the time since the HEU was produced in an enrichment process. The HEU age is determined from the ratios of relevant uranium parents and their daughters viz {sup 230}Th/{sup 234}U and {sup 231}Pa/{sup 235}U. Uranium isotopes are quantitatively measured by their characteristic gammas and their daughters by alpha spectroscopy. In some of the samples where HEU is enriched more than 99%, the only mo… more

HEU age determination

Description: A criteria that a sample of highly enriched uranium (HEU) had come from a weapons stockpile and not newly produced in an enrichment plant is to show that the HEU had been produced a significant time in the past. The time since the HEU has produced in an enrichment plant is defined as the age of the HEU in this paper. The HEU age is determined by measuring quantitatively the daughter products {sup 230}Th and {sup 231}Pa of {sup 234}U and {sup 235}U, respectively, by first chemical separation of … more

Space reactor fuel element testing in upgraded TREAT

Description: The testing of candidate fuel elements at prototypic operating conditions with respect to temperature, power density, hydrogen coolant flow rate, etc., a crucial component in the development and qualification of nuclear rocket engines based on the Particle Bed Reactor (PBR), NERVA-derivative, and other concepts. Such testing may be performed at existing reactors, or at new facilities. A scoping study has been performed to assess the feasibility of testing PBR based fuel elements at the TREAT re… more

Statistical cluster analysis and diagnosis of nuclear system level performance

Description: The complexity of individual nuclear power plants and the importance of maintaining reliable and safe operations makes it desirable to complement the deterministic analyses of these plants by corresponding statistical surveys and diagnoses. Based on such investigations, one can then explore, statistically, the anticipation, prevention, and when necessary, the control of such failures and malfunctions. This paper, and the accompanying one by Samanta et al., describe some of the initial steps in … more

The High Level Vibration Test Program

Description: As part of cooperative agreements between the United States and Japan, tests have been performed on the seismic vibration table at the Tadotsu Engineering Laboratory of Nuclear Power Engineering Test Center (NUPEC) in Japan. The objective of the test program was to use the NUPEC vibration table to drive large diameter nuclear power piping to substantial plastic strain with an earthquake excitation and to compare the results with state-of-the-art analysis of the problem. The test model was desig… more

High level vibration test of nuclear power piping: Overall plan, input motion development and analysis

Description: As part of cooperative agreements between the United States and Japan, tests have been performed on the seismic vibration table at the Tadotsu Engineering Laboratory of Nuclear Power Engineering Test Center (NUPEC) in Japan. The tests involved increasing the excitation up to the limits of the vibration table in order to induce inelastic response in a reactor coolant system piping model. The model was subjected to a maximum acceleration well beyond what nuclear power plants are designed to withs… more

DOE Lab-to-Lab MPC&A workshop for cooperative tasks with Russian institutes: Focus on critical assemblies and item facilities

Description: Seventeen Russian scientists and engineers representing five different institutes participated in a Workshop on material control and accounting as part of the US-Russian Lab-to-Lab Cooperative Program in Nuclear Materials Protection, Control, and Accounting (MPC&A). In addition to presentations and discussions, the Workshop included an exercise at Brookhaven National Laboratory (BNL) and demonstrations at the Zero Power Physics Reactor (critical-assembly facility) of Argonne National Laboratory… more
