Impact of Large Scale Energy Efficiency Programs On Consumer Tariffs and Utility Finances in India

Description: Large-scale EE programs would modestly increase tariffs but reduce consumers' electricity bills significantly. However, the primary benefit of EE programs is a significant reduction in power shortages, which might make these programs politically acceptable even if tariffs increase. To increase political support, utilities could pursue programs that would result in minimal tariff increases. This can be achieved in four ways: (a) focus only on low-cost programs (such as replacing electric water h… more

Movements of people, ideas, trade, and technology: Toward a peaceful coexistence of India and Pakistan

Description: The potential exists for peaceful and constructive bilateral relations between India and Pakistan. Domestic developments in both countries, the changing global economic and political environment, and structural changes in regional trading patterns have created new opportunities for replacing traditional Indian and Pakistani perceptions of hostility and suspicion with mutual understanding and trust. This substitution process can be accelerated by increasing people-to-people contact, the free flo… more

Freezing the fighting: Military disengagement on the Siachen Glacier

Description: Since 1984, India and Pakistan have confronted each other militarily for control over the Siachen Glacier and its approaches in the eastern Karakoram mountain range, adjacent to the borders of India, Pakistan, and China. The longest-running armed conflict between two regular armies in the twentieth century, the conflict in Siachen has resulted in hundreds of casualties, mainly because of adverse climatic conditions and harsh terrain. The economic cost of sustaining a conflict in that geographic… more

Using Cool Roofs to Reduce Energy Use, Greenhouse Gas Emissions, and Urban Heat-island Effects: Findings from an India Experiment

Description: Cool roofs, cool pavements, and urban vegetation reduce energy use in buildings, lower local air pollutant concentrations, and decrease greenhouse gas emissions from urban areas. This report summarizes the results of a detailed monitoring project in India and related simulations of meteorology and air quality in three developing countries. The field results quantified direct energy savings from installation of cool roofs on individual commercial buildings. The measured annual energy savings pot… more

Regional Heat Sources and the Active and Break Phases of Boreal Summer Intraseasonal Variability

Description: The boreal summer intraseasonal variability (BSISV) associated with the 30-50 day mode is represented by the co-existence of three components, poleward propagation of convection over the Indian and tropical west Pacific longitudes and eastward propagation along the equator. The hypothesis that the three components influence each other has been investigated using observed OLR, NCEP-NCAR reanalysis, and solutions from an idealized linear model. The null hypothesis is that the three components are… more

South Asian Summer Monsoon and Its Relationship with ENSO in the IPCC AR4 Simulations

Description: In this paper we use the extensive integrations produced for the IPCC Fourth Assessment Report (AR4) to examine the relationship between ENSO and the monsoon at interannual and decadal timescales. We begin with an analysis of the monsoon simulation in the 20th century integrations. Six of the 18 models were found to have a reasonably realistic representation of monsoon precipitation climatology. For each of these six models SST and anomalous precipitation evolution along the equatorial Pacific … more

Indian Renewable Energy Status Report: Background Report for DIREC 2010

Description: India has great potential to accelerate use of endowed renewable resources in powering its growing economy with a secure and affordable energy supply. The Government of India recognizes that development of local, renewable resources will be critical to ensure that India is able to meet both economic and environmental objectives and has supported the development of renewable energy through several policy actions. This paper describes the status of renewable energy in India as of DIREC 2010. It b… more

Final Report: Electric Power for India: A US-India Bilateral Study, January 1, 1998 - September 30, 1999

Description: The objective of this project is to study and evaluate various technology and policy options for improving the availability of electric power in India. This project was carried out in collaboration with a number of Indian experts who participated in a joint Indo-US meeting at the University of Warwick, UK, in September 1999. This group made recommendations on capital and finance, technology, and policy initiatives for Indian and US planners to consider. These recommendations are summarized in t… more

A brief survey on climate change effects on the Indian Monsoon

Description: Each year, Indian summer monsoon season begins in June and ends in September. Surface winds blow from the southwest during this season. The Indian summer monsoon typically covers large areas of India with western and central India receiving more than 90% of their total annual precipitation during this period, and southern and northwestern India receiving 50%-75% of their total annual rainfall. Overall, monthly totals average 200-300 mm over the country as a whole, with the largest values observ… more

Status of the mechanical design of the 650 MHz cavities for Project X

Description: In the high-energy section of the Project X Linac, acceleration of H{sup -} ions takes place in superconducting cavities operating at 650 MHz. Two families of five-cell elliptical cavities are planned: beta = 0.61 and beta = 0.9. A specific feature of the Project X Linac is low beam loading, and thus, low bandwidth and higher sensitivity to microphonics. Efforts to optimize the mechanical design of the cavities to improve their mechanical stability in response to the helium bath pressure fluctu… more

Partitioned Waveform Inversion Applied to Eurasia and Northern Africa

Description: This report summarizes the data analysis achieved during Heather Bedle's eleven-week Technical Scholar internship at Lawrence Livermore National Labs during the early summer 2006. The work completed during this internship resulted in constraints on the crustal and upper mantle S-velocity structure in Northern Africa, the Mediterranean, the Middle East, and Europe, through the fitting of regional waveform data. This data extends current raypath coverage and will be included in a joint inversion … more

Siachen Science Center: A concept for cooperation at the top of the world

Description: India and Pakistan have engaged in a long-running military dispute in the Siachen Glacier region of the northern Kashmir since 1984. In recent years, several unsuccessful attempts have been made to end the conflict. Despite continuing hostilities, there remains a strong interest in resolving the dispute and eliminating the human and financial costs associated with maintaining troops on the highest battlefield in the world. One resolution to the problem could be the establishment of a scientific… more

Present and future nuclear power generation as a reflection of individual countries' resources and objectives

Description: The nuclear reactor industry has been in a state of decline for more than a decade in most of the world. The reasons are numerous and often unique to the energy situation of individual countries. Two commonly cited issues influence decisions relating to construction of reactors: costs and the need, or lack thereof, for additional generating capacity. Public concern has ''politicized'' the nuclear industry in many non-communist countries, causing a profound effect on the economics of the option.… more

Modeling propagation effects from explosions in western China and India

Description: The authors report on the results of finite-difference simulations of regional seismic wave propagation from a 1995 explosion at the Chinese test site at Lop Nor and from the recent Indian test. These simulations provide insight into variations in explosion seismograms recorded for these events. Previous modeling efforts by App et al., 1996, and Jones et al., 1998, have shown that many features in seismograms from explosions and earthquakes received at various stations surrounding Lop Nor can b… more

India's Baseline Plan for Nuclear Energy Self-Sufficiency.

Description: India's nuclear energy strategy has traditionally strived for energy self-sufficiency, driven largely by necessity following trade restrictions imposed by the Nuclear Suppliers Group (NSG) following India's 'peaceful nuclear explosion' of 1974. On September 6, 2008, the NSG agreed to create an exception opening nuclear trade with India, which may create opportunities for India to modify its baseline strategy. The purpose of this document is to describe India's 'baseline plan,' which was develop… more
