Description: This is the eleventh in a series of quarterly reports describing the activities performed under Contract No. DE-AC21-94MC31160. Analyses of Hot Gas Stream Cleanup (HGCU) ashes and descriptions of filter performance address aspects of filter operation that are apparently linked to the characteristics of the collected ash or the performance of the ceramic bed filter elements. Task 1 is designed to generate a data base of the key characteristics of ashes collected from operating advanced particle filters (APFS) and to relate these ash properties to the operation and performance of these filters. Task 2 concerns testing and failure analysis of ceramic filter elements. Under Task 1 during the past quarter, analyses were completed on samples obtained during a site visit to the Power Systems Development Facility (PSDF). Analyses are in progress on ash samples from the Advanced Particulate Filter (APF) at the Pressurized Fluidized-Bed Combustor (PFBC) that was in operation at Tidd and ash samples from the Pressurized Circulating Fluid Bed (PCFB) system located at Karhula, Finland. An additional analysis was performed on a particulate sample from the Transport Reactor Demonstration Unit (TRDU) located at the University of North Dakota Energy and Environmental Research Center. Description: This is the thirteenth quarterly report describing the activities performed under Contract No. DE-AC21-94MC31160. The analyses of Hot Gas Stream Cleanup (HGCU) ashes and descriptions of filter performance studied under this contract are designed to address problems with filter operation that are apparently linked to characteristics of the collected ash. Task 1 is designed to generate a data base of the key characteristics of ashes collected from operating advanced particle filters (APFS) and to relate these ash properties to the operation and performance of these filters and their components. APF operations have also been limited by the strength and durability of the ceramic materials that have served as barrier filters for the capture of entrained HGCU ashes. Task 2 concerns testing and failure analyses of ceramic filter elements currently used in operating APFs and the characterization and evaluation of new ceramic materials. Task I research activities during the past quarter included characterizations of additional ash samples from Pressurized Fluidized-Bed Combustion (PFBC) facilities to the HGCU data base. Description: Decommissioning activities enable the DOE to reuse all or part of a facility for future activities and reduce hazards to the general public and any future work force. The DOE Office of Environment, Health and Safety has prepared this document, which consists of decommissioning principles and acceptance criteria, in an attempt to establish a policy that is in agreement with the NRC policy. The purpose of this document is to assist individuals involved with decommissioning activities in determining their specific responsibilities as identified in Draft DOE Order 5820.DDD, ``Decommissioning of US Department of Energy Contaminated Surplus Facilities`` (Appendix A). This document is not intended to provide specific decommissioning methodology. The policies and principles of several international decommissioning programs are also summarized. These programs are from the IAEA, the NRC, and several foreign countries expecting to decommission nuclear facilities. They are included here to demonstrate the different policies that are to be followed throughout the world and to allow the reader to become familiar with the state of the art for environment, safety, and health (ES and H) aspects of nuclear decommissioning.

Description: The International Nuclear Waste Management Fact Book has been compiled to provide current data on fuel cycle and waste management facilities, R and D programs, and key personnel in 24 countries, including the US; four multinational agencies; and 20 nuclear societies. This document, which is in its second year of publication supersedes the previously issued International Nuclear Fuel Cycle Fact Book (PNL-3594), which appeared annually for 12 years. The content has been updated to reflect current information. The Fact Book is organized as follows: National summaries--a section for each country that summarizes nuclear policy, describes organizational relationships, and provides addresses and names of key personnel and information on facilities. International agencies--a section for each of the international agencies that has significant fuel cycle involvement and a list of nuclear societies. Glossary--a list of abbreviations/acronyms of organizations, facilities, and technical and other terms. The national summaries, in addition to the data described above, feature a small map for each country and some general information that is presented from the perspective of the Fact Book user in the US.

Description: In response to interest shown by the Nuclear Energy Agency (NEA), Principal Working Group I (PWG- 1) of the Committee on the Safety of Nuclear Installations (CSNI) conducted a generic study on the effects of aging of active components in nuclear power plants. (This focus on active components is consistent with PWG-l`s mandate; passive components are primarily within the mandate of PWG-3.) Representatives from France, Sweden, Finland, Japan, the United States, and the United Kingdom participated in the study by submitting reports documenting aging studies performed in their countries. This report consists of summaries of those reports, along with a comparison of the various statistical analysis methods used in the studies. The studies indicate that with some exceptions, active components generally do not present a significant aging problem in nuclear power plants. Design criteria and effective preventative maintenance programs, including timely replacement of components, are effective in mitigating potential aging problems. However, aging studies (such as qualitative and statistical analyses of failure modes and maintenance data) are an important part of efforts to identify and solve potential aging problems. Solving these problems typically includes such strategies as replacing suspect components with improved components, and implementing improved maintenance programs.

Description: Radiation and Nuclear Safety Authority (STUK), Helsinki, Finland and Sandia National Laboratories (SNL), working under the Finnish Support Program to IAEA Safeguards and the United States Department of Energy (DOE) funded International Remote Monitoring Program (Task FIN E 935), have undertaken a joint effort to demonstrate the use of remote monitoring for environmental air sampling and safeguards applications. The results of the task will be used by the IAEA to identify the feasibility, cost-effectiveness, reliability, advantages, and problems associated with remote environmental monitoring. An essential prerequisite for a reliable remote air sampling system is the protection of samples against tampering. Means must be developed to guarantee that the sampling itself has been performed as designed and the original samples are not substituted with samples produced with other equipment at another site. One such method is to label the samples with an unequivocal tag. In addition, the inspection personnel must have the capability to remotely monitor and access the automated environmental air sampling system through the use of various sensors and video imagery equipment. Description: Low-level radioactive waste (LLW) disposal technologies are an integral part of the waste management process. In the United States, commercial LLW disposal is the responsibility of the State or groups of States (compact regions). The United States defines LLW as all radioactive waste that is not classified as spent nuclear fuel, high- level radioactive waste, transuranic waste, or by-product material as defined in Section II(e)(2) of the Atomic Energy Act. LLW may contain some long-lived components in very low concentrations. Countries outside the United States, however, may define LLW differently and may use different disposal technologies. This paper outlines the LLW disposal technologies that are planned or being used in Canada, China, Finland, France, Germany, Japan, Sweden, Taiwan, and the United Kingdom (UK).

Application of the RESRAD computer code to VAMP scenario S

Description: The RESRAD computer code developed at Argonne National Laboratory was among 11 models from 11 countries participating in the international Scenario S validation of radiological assessment models with Chernobyl fallout data from southern Finland. The validation test was conducted by the Multiple Pathways Assessment Working Group of the Validation of Environmental Model Predictions (VAMP) program coordinated by the International Atomic Energy Agency. RESRAD was enhanced to provide an output of contaminant concentrations in environmental media and in food products to compare with measured data from southern Finland. Probability distributions for inputs that were judged to be most uncertain were obtained from the literature and from information provided in the scenario description prepared by the Finnish Centre for Radiation and Nuclear Safety. The deterministic version of RESRAD was run repeatedly to generate probability distributions for the required predictions. These predictions were used later to verify the probabilistic RESRAD code. The RESRAD predictions of radionuclide concentrations are compared with measured concentrations in selected food products. The radiological doses predicted by RESRAD are also compared with those estimated by the Finnish Centre for Radiation and Nuclear Safety.
