Description: Developments in wave, tidal, and in-stream energy generation technologies -- also referred to as hydrokinetic or marine energy -- are beginning to gain momentum. At the same time, their regulatory status is still evolving, as shown by recent changes in law aimed at clarifying hte federal role in ocean wave and renewable energy. Two federal agencies currently appear to have a lead role in offshore renewable energy projects -- the Department of the Interior's Minerals Management Service (MMS) and the Federal Energy Regulatory Commission (FERC).

Congress and the Fusion Energy Sciences Program: A Historical Analysis

Description: The U.S. government has been funding research into controlled thermonuclear fusion since 1951. Since 1957, when the program was declassified, a public record is available in the form of appropriations and authorization reports presenting congressional decisions about fusion research. This report analyzes that record in order to assess how the program may fare in the future. The program recently underwent a major restructuring at the direction of Congress, and is currently establishing plans about how to proceed toward the goal of developing a practical fusion powerplant. These plans are likely to be the subject of close congressional scrutiny during review of the FY2001 budget request from the Department of Energy

The Manhattan Project, the Apollo Program, and Federal Energy Technology R&D Programs: A Comparative Analysis

Description: Some policymakers have concluded that the energy challenges facing the United States are so critical that a concentrated investment in energy research and development (R&D) should be undertaken. The Manhattan project, which produced the atomic bomb, and the Apollo program, which landed American men on the moon, have been cited as examples of the success such R&D investments can yield. Investment in federal energy technology R&D programs of the 1970s, in response to two energy crises, have generally been viewed as less successful than the earlier two efforts. This report compares and contrasts the goals of, and the investments in, the three initiatives, which may provide useful insights for Congress as it assesses and debates the nation's energy policy.

Description: The Renewable Fuel Standard (RFS) was expanded under the Energy Independence and Security Act of 2007 (EISA; P.L. 110-140) in an effort to reduce dependence on foreign oil, promote biofuel use, and stabilize transportation fuel prices, among other goals. Over a 15-year period, the RFS seeks to establish a market for biofuels in the transportation sector by requiring that increasing amounts of biofuels-36 billion gallons by 2022-be blended into transportation fuel. The mandate is to be accomplished with an assortment of advanced biofuels, including cellulosic biofuels-fuels produced from cellulosic materials including grasses, trees, and agricultural and municipal wastes-which will ramp up over time to comprise some 44% of the RFS in 2022.
