Building retrofit for cities

Description: The impact of high fuel prices on retrofit in the urban sector is discussed. Then, the benefits of a strong urban retrofit program are enumerated. Institutional, financial, informational, and attitudinal barriers that stand in the way of widespread implementation of energy conservation retrofit are discussed. Policy tools which can be used to implement a retrofit program consist of tax breaks, financing arrangements, mandatory building efficiency standards, and education programs.
