Description: As a result of the recent debate over guns, gun rights, and gun-related violence, there has been a marked increase in sales of many weapons as well as ammunition. Through an excise tax on firearms and ammunition, such sales have a marked beneficial effect on funding for state wildlife programs through the Wildlife Restoration Program (also known as Pittman-Robertson or P-R). This report examines these taxes, their allocation, and their use. It also examines the effects of sequestration of this account, pursuant to the Budget Control Act of 2011 (BCA, P.L. 112-25).

Description: In the ongoing energy debate in Congress, one issue has been whether to approve energy development in the Arctic National Wildlife Refuge (ANWR or Refuge) in northeastern Alaska or whether to continue to prohibit development to protect the area's biological, recreational, and subsistence values. ANWR is rich in fauna, flora, and oil and natural gas potential. Its development has been debated for more than 50 years, but sharp increases in energy prices from late 2000 to early 2001, in 2004-2008, and in 2011 from a variety of causes (e.g., terrorist attacks, oil spills, and energy infrastructure damage from hurricanes), have repeatedly intensified the debate. This primer provides background for analyzing the various claims through an examination of its history, and an analysis of its geological, biological, human, and economic resources.

Both versions, also known as the Conservation and Reinvestment Act (CARA), would have created a new fund, the CARA Fund. Both bills would have created and funded a new coastal energy impact assistance program, amended and funded the Land and Water Conservation Fund (LWCF), funded the Urban Park and Recreation Recovery Program and the Historic Preservation Fund, increased funding for wildlife conservation, funded land restoration and easement programs, and funded the Payment in Lieu of Taxes (PILT) Program.1 The SCR version would also have funded additional programs to protect natural and cultural resources.
