Description: The Rural Utilities Service (RUS) within the U.S. Department of Agriculture (USDA) houses the only two federal assistance programs exclusively dedicated to financing deployment of broadband Internet access in rural America. This report provides detailed background information on the RUS broadband loan and grant programs, outlines criticisms of how the RUS broadband program has been implemented thus far, and discusses issues that Congress considered during the reauthorization process.
