Agriculture Support Mechanisms in the European Union: A Comparison with the United States

Agriculture Support Mechanisms in the European Union: A Comparison with the United States

Date: July 31, 2002
Creator: Becker, Geoffrey S
Description: The European Union (EU), comprised of 15 member states (countries), is one of the United States’ chief agricultural trading partners and also a major competitor in world markets. Both heavily support their agricultural sectors, with a large share of such support concentrated on wheat, feed grains, cotton, oilseeds, sugar, dairy, and tobacco. However, the EU provides more extensive support to a broader range of farm and food products. According to the Organization for Economic Cooperation and Development (OECD), the EU and United States in 2001 together accounted for nearly two-thirds of all government support to agriculture among the major developed economies. However, EU agricultural spending generally is much higher than in the United States. Information comparing how the U.S. and EU governments support their producers is expected to be of interest to policymakers while negotiations are underway among world trading partners to further reform agricultural trade.

Date: January 16, 2004
Creator: Hanrahan, Charles E.
Description: This report discusses the African cotton initiative, over which disagreement has blocked progress on an agreement on agriculture in the current round of multilateral trade negotiations known as the Doha Development Agenda (DDA). In World Trade Organization (WTO) Negotiations on agriculture, a group of African countries have proposed that all subsidies for cotton be eliminated by the end of four years. The proposal also advocates compensating African cotton producing countries for revenues estimated to be lost due to cotton subsidies.

Average Farm Subsidy Payments, by State, 2002

Average Farm Subsidy Payments, by State, 2002

Date: September 16, 2004
Creator: Womach, Jasper
Description: The U.S. Department of Agriculture makes direct subsidy payments through the Commodity Credit Corporation to farmers for commodity price and income support, certain conservation and environmental activities, and some disaster losses. In 2002, these direct farm subsidy payments amounted to $12.151 billion. This report examines the distribution of these payments among states, calculates the average size of payments going to recipient farms in each state, and distinguishes between payments received by farm operators and landlords. This information is intended to aid in policy debates about subsidizing some farms but not others, changing per-person payment limits, and the altering eligibility rules for landlords to receive payments.
