Haiti: Efforts to Restore President Aristide, 1991-1994

Description: This report tracks the efforts to restore to office President Aristide of Haiti between the years 1991-1994. During this period, the main U.S. foreign policy concern was the restoration of the democratic process to Haiti. Closely related to this was the issue of Haitians attempting to flee to the United States by boat. Congressional concerns focused on human rights, Haitian migration, socioeconomic conditions, and drug trafficking.

National Security Implications of Airborne Early Warning (AEW) Aircraft

Description: This report examines the Airborne early warning (AEW) aircraft, which significantly improves the effectiveness of modern defensive and offensive air operations. Presently only a few countries manufacture such aircrafts. The demand for AEW aircraft, is growing however, as their utility is recognized. Nuclear Weapons: Comprehensive Test Ban Treaty

Description: A comprehensive test ban treaty, or CTBT, is the oldest item on the nuclear arms control agenda. Three treaties currently limit testing to underground only, with a maximum force equal to 150,000 tons of TNT. The Advanced Technology Program

Description: President Bush's FY2008 budget request did not include financing for ATP. The FY2008 Consolidated Appropriations Act, P.L. 110-161, replaces ATP with the Technology Innovation Program (TIP) and provides $65.2 million (with an additional $5 million in ATP FY2007 unobligated balances), 17.6% less than the previous fiscal year.
