The Role of Departments and Agencies in Budget Development

Description: Federal departments and agencies play an integral role in the development of the President's budget. The Budget and Accounting Act of 1921 requires the President to prepare and submit a comprehensive federal budget to Congress each year. Due to the size and complexity of the federal budget, however, the President relies on departments and agencies to bear the primary responsibility for formulating their budget requests.

Northern Ireland: The Peace Process

Description: For years, the British and Irish governments sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two governments and the eight parties participating in peace talks announced an agreement on April 10, 1998. However, the implementation of the resulting Good Friday The agreement continues to be difficult. This report will be updated as events warrant.

Item Veto and Expanded Impoundment Proposals

Description: In recent years conflicting budget priorities and divided political control have accentuated the institutional tensions between the executive and legislative branches inherent in the federal budget process. President Bush, like his recent predecessors, has called for an item veto, or possibly expanded impoundment authority, to provide him with greater control over federal spending.

The Mid-Session Review of the President’s Budget: Timing Issues

Description: The Budget and Accounting Act of 1921 established for the first time the requirement that the President annually submit a budget to Congress. Under current law (31 U.S.C. 1105(a)), the President is required to submit his annual budget on or after the first Monday in January, but no later than the first Monday in February.

Description: From Preface: "The importance of fluorspar in the industrial development of this country, particularly in the open-hearth steel industry, has only begun to be realized fully, The World War showed that fluospar was an essential mineral and was not as abundant as has been supposed. Mr. Ladoo visited nearly all the important fluorspar mines and mills in the United States and obtained as much information as possible regarding foreign deposits, production and methods."

Suit

Description: Woman's suit consisting of three pieces, a coat, blouse, and skirt. Coat and skirt are made of navy blue wool. The coat has a center front opening, and long sleeves which end just above wrist. The skirt is slightly below mid-calf length. The blouse is made of rust-colored chiffon with rounded neck, and is decorated with beading and embroidery.
