Energy conservation and energy decentralization: issues and prospects

Description: Views are presented of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system, appears not to be functioning in very-important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in… more

Matching renewable energy systems to village-level energy needs

Description: This report provides a five step process for matching alternative renewable energy technologies with energy needs in rural villages of developing countries. Analytic tools are given for each of the five steps as well as information that can be expected. Twelve characterization criteria are developed to assist in the matching process. Three of these criteria, called discrimination criteria, are used for preliminary screening of technology possibilities for each need. The other criteria address s… more

UTILIZING INNOVATIVE TECHNOLOGIES FOR ENVIRONMENTAL CLEAN-UP, SAVAHHAH RIVER SITE

Description: The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy nuclear facility located along the Savannah River near Aiken, South Carolina. During operations, which started in 1951, hazardous substances (chemicals and radionuclides) were released to the environment. The releases occurred as a result of inadvertent spills and waste disposal in unlined pits and basins which was common practice before environmental regulations existed. The hazardous substances have migrated… more

Technology choice in a least-cost expansion analysis framework: Implications for state regulators

Description: It is inevitable that new power plants will need to be constructed in the near future; however, it is unclear which technologies will be selected for these new plants. In a study for the US Department of Energy, the impacts of fuel prices, length of the planning period, and the characteristics of the generating system were examined for their influence on technology choice in 10 representative power pools. It was determined that natural gas combined-cycle technology was generally preferred for b… more

A summary of the status of biomass conversion technologies and opportunities for their use in developing countries

Description: Biomass plays a significant role in energy use in developing countries: however, these resources are often used very inefficiently. Recent technology developments have made possible improved conversion efficiencies for utility scale technologies. These developments may be of interest in the wake of recent policy changes occurring in several developing countries, with respect to independent power production. Efforts are also being directed at developing biomass conversion technologies that can i… more

Critique of Amory Lovins' soft energy path

Description: Our current energy policy is characterized by Amory Lovins as relying upon the rapid expansion of centralized ''hard'' technologies to increase supplies of energy, especially in the form of electricity: it is criticized for diverting large amounts of capital from other sectors of the economy, imposing undesirable life styles upon energy users, and enhancing the proliferation of nuclear weapons. An alternative policy is offered by Lovins that relies upon diverse, renewable energy sources. These … more
