Mayor Angelo J. Rossi presents the keys to the city to the actors. Actress Glenda Farrell is appointed Mayor for the day and Actors Joe E. Brown and Warren William are named as Chief of Police and Fire Chief. Description: This educational film concerns educational techniques for teaching Spanish-language kindergarten students how to read in English. Techniques include teaching children to read in Spanish before learning to read in English. The film discusses a 3-year pilot program to teach these techniques at the Lamar School in Edinburg, Texas, which began in 1969. Kindergarten and first grade teachers Marcelia Reyes, Ninfa Guerra, Eva Corona, and Christina Chavez discuss their positive experiences with the bilingual education method discussed in the film. The narrator introduces Jacinto Lopez, a child who came from Mexico not knowing any English, went through the program, and now tested at the third grade level on the California Achievement and SPACHE tests. The film concludes with other students involved in the pilot program and their scores on the CAT and SPACHE tests.

In the first scene a man interviews a family in their kitchen, a small child eats while seated on the counter, and a group of young people are gathered next to what appears to be a police car or ambulance. In the second scene, men and women dressed in western or cowboy attire eat breakfast at an unknown event in Fort Worth. The story includes a close up of bacon frying, an unidentified man on horseback, a man in a police uniform being led into a jail in what appears to be a joke, a parade of men on horseback with a sign for Seymour's White Front Store in the background, and a close up of a man drinking a cup of coffee. In the third scene, the Moslah Shrine Chanters are seen at a train station and boarding a train. In the fourth, a man demonstrates the use of a piece of equipment for another man which appears to be a FCDA CD-V700 radiation survey meter or radiation detector.
