Concurrent Receipt of Military Retirement and VA Disability Benefits: Budgetary Issues

Description: House and Senate conferees on the FY2003 National Defense Authorization Act (H.R. 4546) are currently considering provisions that would lift the longstanding prohibition on concurrent receipt (simultaneous payment) of Department of Defense (DoD) retired pay and Department of Veterans’ Affairs (VA) disability benefits. The House-passed bill would phase in partial concurrent receipt by providing both retirement and VA benefits for those with disabilities of 60 percent or above by FY2007. The Sena… more

Concurrent reduction and distillation: an improved technique for the recovery and chemical refinement of the isotopes of cadmium and zinc

Description: The Electromagnetic Isotope Separations Program of the Oak Ridge National Laboratory has been involved in the separation, chemical recovery, and refinement of the stable isotopes of cadmium and zinc since 1946. Traditionally, the chemical refinement procedures for these elements consisted of ion exchange separations using anion exchange resins followed by pH-controlled hydrogen sulfide precipitations. The procedures were quite time-consuming and made it difficult to remove trace quantities of s… more

Concurrent Single-Executable CCSM with MPH Library

Description: Community Climate System Model (CCSM) is currently a multi-executable system based on the Multi-Program Multi-Data (MPMD) mechanism. Each component is compiled into a separate executable. MPMD is normally cumbersome in usage and vendor support is sometimes limited or completely unavailable, such as on BlueGene/L. Also smaller groups and institutions would like to run CCSM locally, rather than relying on large computer centers. So, single-executable CCSM is under request. We are developing a mul… more

Concurrent solid state diffusion bonding and superplastic forming of aluminum alloy 7475

Description: Earlier studies on diffusion bonding (DB) of Al alloys have focused mostly in extrinsically changing the bonding conditions through the use of interlayers, surface etching, or environment. The problem with focusing on the extrinsic conditions only is that the benefits of the DB process are not fully utilized and instead, it can create problems for the base alloy. The approach we have taken to study solid state diffusion bondability of Al alloy is to utilize the intrinsic behavior of superplasti… more

Concurrent studies of enhanced heat transfer and materials for ocean thermal exchangers. Progress report

Description: Aluminum alloys 1100, 3003, 5052, and 6063 were examined for their compatibility with the proposed working fluids for Ocean Thermal Energy Conversion (OTEC), anhydrous ammonia, Freon 22 and propane, and mixtures of these with sea water. Such mixtures would occur if leaks develop in evaporator or condenser heat exchangers. These aluminum alloys are compatible with the anhydrous working fluids. In ammonia-sea water solutions only limited general corrosion is found in 0 to 30 percent ammonia, no c… more

Concurrent studies of enhanced heat transfer and materials for ocean thermal exchangers. Progress report, July 1, 1975--July 31, 1976

Description: To demonstrate the enhancement of heat transfer in OTEC exchangers by means of fine, axial flutes on the heat transfer surfaces, experiments have been performed on single internally or externally fluted tubes of 1-inch diameter. Internal flutes provide water-side enhancement of both heat transfer and friction to about the same extent. At moderate water velocities heat transfer coefficients and friction factors are greater than those of the comparable smooth tube by a multiplying factor about eq… more

Concurrent Studies of Enhanced Heat Transfer and Materials for Ocean Thermal Heat Exchangers. Semi-Annual Progress Report, March 1--August 31, 1978. [Oscar Code; Otec Steady-State and Control System Analysis Routines]

Description: The development of the OSCAR program (OTEC Steady-state and Control System Analysis Routines) to perform dynamic simulations for arbitrarily configured OTEC plants is described. The design goals for OSCAR are presented, and details about the initial plant equipment models are given. These models have two features: relative simplicity but with enough complexity to permit adequate simulation over a wide range of operating conditions. The most significant new work on modeling is for evaporators an… more

Concurrent Wind Cooling in Power Transmission Lines

Description: Idaho National Laboratory and the Idaho Power Company, with collaboration from Idaho State University, have been working on a project to monitor wind and other environmental data parameters along certain electrical transmission corridors. The combination of both real-time historical weather and environmental data is being used to model, validate, and recommend possibilities for dynamic operations of the transmission lines for power and energy carrying capacity. The planned results can also be u… more

Concussion in High School Sports: Overall Estimate of Occurrence Is Not Available, but Key State Laws and Nationwide Guidelines Address Injury Management

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Participation in school sports can benefit children but also carries a risk of injury, including concussion. Concussion is a brain injury that can affect memory, speech, and muscle coordination and can cause permanent disability or death. Concussion can be especially serious for children, who are more likely than adults both to sustain a concussion and to take longer to recover. These factors may affect retur… more

Condemnation of Private Property for Economic Development: Legal Comments on the House-Passed Bill (H.R. 4128) and Bond Amendment

Description: The prohibition on economic development condemnations extends not only to land taken for the explicit purpose of economic development but also to land subsequently so used. The latter coverage raises the possibility that although a parcel was initially condemned for a non-prohibited purpose, its use years later for a prohibited one would trigger the two-year cut-off of federal funds. Nor does there seem to be any proportionality requirement between the prohibited condemnations and the length an… more

Condensate induced water hammer in a steam distribution system results in fatality

Description: Water hammer event s in steam distribution piping interrupt service and have the potential to cause serious injury and property damage. Conditions of condensation induced water hammer are discussed and recommendations aimed to improve safety of steam systems are presented. Condensate induced water hammer events at Hanford, a DOE facility, are examined.

Condensate Mixtures and Tunneling

Description: The experimental study of condensate mixtures is a particularly exciting application of the recently developed atomic-trap Bose-Einstein condensate (BEC) technology: such multiple condensates represent the first laboratory systems of distinguishable boson superfluid mixtures. In addition, as the authors point out in this paper, the possibility of inter-condensate tunneling greatly enhances the richness of the condensate mixture physics. Not only does tunneling give rise to the oscillating parti… more

Condensate System. Section II. Fifth Core I, Seed 1. Test Results DL-S-105

Description: The purpose of the test was to fill the condensate storage tank and the Condensate System and obtain satisfactory preliminary operation. The components of the Condensate System performed adequately and satisfactorily with the exception of fill control valve (M9-VI). This valve (M9-VI) is not used in the current operation procedure.
