Controlling the atom. The beginnings of nuclear regulation 1946--1962
This book traces the early history of nuclear power regulation in the US. It focuses on the Atomic Energy Commission (AEC), the federal agency that until 1975 was primarily responsible for planning and carrying out programs to protect public health and safety from the hazards of the civilian use of nuclear energy. It also describes the role of other groups that figured significantly in the development of regulatory policies, including the congressional Joint Committee on Atomic Energy, federal agencies other than the AEC, state governments, the nuclear industry, and scientific organizations. And it considers changes in public perceptions of and attitudes toward atomic energy and the dangers of radiation exposure. The context in which regulatory programs evolved is a rich and complex mixture of political, legislative, legal, technological, scientific, and administrative history. The basic purpose of this book is to provide the Nuclear Regulatory Commission (NRC), which inherited responsibility for nuclear safety after Congress disbanded the AEC, and the general public with information on the historical antecedents and background of regulatory issues.

Cost saving system trade-offs for hot climates
This Building America fact sheet compares the energy performance of vented roofs versus unvented roofs and high performance windows versus conventional double glazed windows in homes in Tucson, Arizona. The houses are models in the Pulte Home Corporations' Retreat at the Bluffs housing development and have controlled mechanical ventilation to insure air exchange required for good indoor air quality. The design approach addresses the effect of air leakage in ductwork and air handlers in vented attics.

Current Abstracts Nuclear Reactors and Technology
This publication Nuclear Reactors and Technology (NRT) announces on a monthly basis the current worldwide information available from the open literature on nuclear reactors and technology, including all aspects of power reactors, components and accessories, fuel elements, control systems, and materials. This publication contains the abstracts of DOE reports, journal articles, conference papers, patents, theses, and monographs added to the Energy Science and Technology Database during the past month. Also included are US information obtained through acquisition programs or interagency agreements and international information obtained through acquisition programs or interagency agreements and international information obtained through the International Energy Agency`s Energy Technology Data Exchange or government-to-government agreements. The digests in NRT and other citations to information on nuclear reactors back to 1948 are available for online searching and retrieval on the Energy Science and Technology Database and Nuclear Science Abstracts (NSA) database. Current information, added daily to the Energy Science and Technology Database, is available to DOE and its contractors through the DOE Integrated Technical Information System. Customized profiles can be developed to provide current information to meet each user`s needs.
Development of a composite-reinforced aluminum conductor
Fact sheet written for the Inventions and Innovation Program about a new composite-reinforced aluminum conductor for utility transmission and distribution. The millions of people affected by a blackout in the western US, Canada, and parts of Mexico in July 1996 had no idea the power outage was caused by overloaded transmission lines sagging low enough to touch trees. Millions of New Englanders affected by power outages during the 1997--98 winter probably weren't aware that accumulations of ice and snow on transmission lines had caused the lines to snap. Yet, these two examples illustrate the urgent need to begin upgrading this country's aging electrical-power distribution systems. A key step in this process lies in improving the weight and conductivity characteristics of utility transmission and distribution lines. Conventional conductors used for overhead transmission and distribution lines are comprised of aluminum strands of wire wrapped around a steel core. The aluminum serves as the electrical conductor, while the steel provides mechanical support. This hybrid design results in an excellent weight-to-conductivity ratio, but it also yields a heavier product, which requires stronger and more costly support structures and limits conductivity. W. Brandt Goldsworthy and Associates, Inc., of Torrance, California, is developing a new composite-reinforced aluminum conductor to replace aging steel-core lines. The new composite conductor is lighter, stronger, and carries a higher current capacity than traditional power lines. The technology has been designed primarily for domestic utility transmission and distribution systems. This application takes the highest priority as utility deregulation continues to increase the demand for direct-power access. Subsequent applications exist through opportunities in the industrial power, building wire, telecommunications and data transmission, and high-temperature superconductor markets. Similar applications overseas also represent tremendous potential, with growth projected at 10 times that of the United States market.

Distributed generation
Distributed generation, locating electricity generators close to the point of consumption, provides some unique benefits to power companies and customers that are not available from centralized electricity generation. Photovoltaic (PV) technology is well suited to distributed applications and can, especially in concert with other distributed resources, provide a very close match to the customer demand for electricity, at a significantly lower cost than the alternatives. In addition to augmenting power from central-station generating plants, incorporating PV systems enables electric utilities to optimize the utilization of existing transmission and distribution.

The U.S. Department of Energy (DOE) is promoting the use of alternative fuels and alternative fuel vehicles (AFVs). The National Renewable Energy Laboratory (NREL) has been directed to conduct projects to evaluate the performance and acceptability of light-duty AFVs. This fact sheet describes the test results on a pair of 1998 Dodge Grand Caravans: a flexible-fuel vehicle (FFVs) operating on E85 (85{percent} ethanol and 15{percent} gasoline) and the other on gasoline only.

Abstract: The Electrical Science Fundamentals Handbook was developed to assist nuclear facility operating contractors provide operators, maintenance personnel, and the technical staff with the necessary fundamentals training to ensure a basic understanding of electrical theory, terminology, and application. The handbook includes information on alternating current (AC) and direct current (DC) theory, circuits, motors, and generators; AC power and reactive components; batteries; AC and DC voltage regulators; transformers; and electrical test instruments and measuring devices. This information will provide personnel with a foundation for understanding the basic operation of various types of DOE nuclear facility electrical equipment.

EVALUATING THE RISK OF AIR POLLUTION TO FORESTS IN CENTRAL AND EASTERN EUROPE
Foliar damage to trees by air pollution in Central and Eastern Europe has been a major scientific and political issue. Emissions of toxic gases such as sulfur dioxide and nitrogen oxides can have wide-ranging effects on local and regional vegetation that can be compounded by other environmental stresses to plant growth. Since uptake and physiological effects of these gases on tree leaves are largely mediated by stomata, surrogate methods for estimating pollutant conductances into leaves and forest canopies may lead to risk assessments for major vegetation types that can then be used in regional planning. Management options to ameliorate or mitigate air pollutant damage to forests and losses in productivity are likely to be more difficult to widely implement than on-the-stack emissions abatement, Informed management and policy decisions regarding Central and Eastern European forests are dependent on the development of quantitative tools and models for risk assessment of the effects of atmospheric pollutants on ecosystem health and productivity.
Excellence in biotechnology for fuels and chemicals
The Biotechnology Center for Fuels and Chemicals (BCFC) leads a national effort, in cooperation with industry, to develop innovative, market-driven biotechnologies for producing fuels and chemicals from renewable resources. The BCFC researchers focus on using bioprocesses to convert renewable biomass feedstocks into valuable products.
Experience with Bi-Fuel LPG Pickups in Texas
The State of Texas requires state agencies to purchase alternative fuel vehicles (AFVs). In 1996, Texas Department of Transportation (TxDOT) representatives added about 400 bi-fuel liquefied petroleum gas (LPG) pickup trucks to their fleet. The fleet managers were willing to share information about their fleets and the operation of these vehicles, so a study was launched to collect operations, maintenance, and cost data for selected LPG and gasoline vehicles (as controls) throughout 18 months of vehicle operation. This case study presents the results of that data collection and its subsequent analysis.
Fast Scintillators for High Radiation Levels
The development of new high luminosity hadron colliders (SSC and LHC) has posed a number of new challenges to traditional detector technologies. In addition to the expected problems of cost, project management, fast timing, energy resolution, occupancy levels, etc., some detectors (particularly calorimeters) face new problems due to the unusually high radiation levels expected in the forward regions of the beam-beam intersections. Although not alone in this category, scintillators face this last problem as probably the determining factor for their use in the high radiation areas, especially in the calorimetric detectors. This article is a review of ongoing developmental work to make scintillators a viable and important element of the next generation of high energy physics detector systems. Although the key problem is that of radiation tolerance, attention has to be paid to such questions as fast timing capability, energy resolution, light output, and photodetector spectral sensitivity and quantum efficiency in order to produce a realistic solution. It is the intent of the authors to show that although the final solutions may not exist at present, the achievements of the past few years show that the solution is probably realizable with proper effort and attention within the time scale envisioned for the construction of the new colliders.
