Rebooting the Government Printing Office: Keeping America Informed in the Digital Age

Description: The Government Printing Office (GPO) opened its doors the day that Abraham Lincoln was inaugurated as the 16th President of the United States. For the past 152 years, the GPO has played a critical role in keeping the nation informed—ensuring permanent public access to authentic government information, including such historic documents as the Emancipation Proclamation and official journals of government such as the Congressional Record and the Federal Register. Like the rest of the publishing industry, the GPO of the 21st Century has been forced to manage the decline of print and the transition to digital publishing. At the same time, GPO has faced the challenge of performing broader government responsibilities in an increasingly digital world. Recognizing this changing environment, Congress mandated that the National Academy of Public Administration (the Academy) conduct a broad operational review of GPO. The Academy formed a five-member Panel of Fellows to conduct a ten-month study of the agency’s current role, its operations, and its future direction. The Panel concluded that GPO’s core mission remains valid, but that the agency—and the rest of the federal government—will need to continue to “reboot” for the digital age. Description: On January 14, 2004, President George W. Bush announced a new vision for America’s civil space program that calls for human and robotic missions to the Moon, Mars, and beyond. This vision set forth goals of: returning the Space Shuttle safely to flight; completing the International Space Station (ISS); phasing out the Space Shuttle when the ISS is complete (about 2010); sending a robotic orbiter and lander to the Moon; sending a human expedition to the Moon as early as 2015, but no later than 2020; conducting robotic missions to Mars in preparation for a future human expedition; and conducting robotic exploration across the solar system. Such a focus for the American space program has not existed since the Apollo era and establishes a much-needed direction and purpose for our national space efforts. The Commission sought extensive input for their deliberations, from within the U.S. government and directly from the public in the United States and abroad. The Commission held five televised public hearings, meeting in: Washington, D.C.; Dayton, Ohio; Atlanta, Georgia; San Francisco, California; and New York City. Description: The federal Commission on Long-Term Care. Established as part of the American Taxpayer Relief Act of 2012 and signed into law January 2, 2013, the commission's goal was to advise Congress on how comprehensive, high-quality long-term care can be better provided and financed for the nation's older adults and people with disabilities. The Commission is composed of 15 members of the Senate and House of Representatives and released this final report on September 18, 2013. In this document, the commission charted a vision of a fiscally sustainable and effective service delivery system built around concepts of person-and-family-centered care, with integration of long-term services and supports (LTSS) and medicare for both older and younger people with significant cognitive or physical functional limitations. The report provides a solid foundation from which Congress and federal agencies can initiate a more extensive effort to confront the identified LTSS challenges and to move forward on the development and implementation of a better, more comprehensive LTSS system.

Preparing for Drought in the 21st Century: Report of the National Drought Policy Commission.

Description: In 1998, Congress passed the National Drought Policy Act. The Act stated that this nation would benefit from national drought policy based on preparedness and mitigation to reduce the need for emergency relief. It acknowledged that this country has no consistent, comprehensive policy driving the federal role to help reduce the impacts of drought. The Act also created the National Drought Policy Commission to advise Congress on how best to: Integrate federal drought laws and programs with ongoing state,local, and tribal programs into a comprehensive national policy to mitigate the impacts of and respond to drought. Improve public awareness of the need for drought mitigation. Achieve a coordinated approach to drought mitigation and response by governments and nongovernmental entities, including academic, private, and nonprofit interests. This document constitutes the report of the National Drought Policy Commission. (Commission members were chosen according to provisions in the Act, which required representation of federal and nonfederal government entities and the private sector.) The report presents the basis for national drought policy and calls for commitment and resolve in providing sufficient resources to achieve the policy goals.
