Community Assessment Tool for Public Health Emergencies Including Pandemic Influenza

Description: The Community Assessment Tool (CAT) for Public Health Emergencies Including Pandemic Influenza (hereafter referred to as the CAT) was developed as a result of feedback received from several communities. These communities participated in workshops focused on influenza pandemic planning and response. The 2008 through 2011 workshops were sponsored by the Centers for Disease Control and Prevention (CDC). Feedback during those workshops indicated the need for a tool that a community can use to assess its readiness for a disaster - readiness from a total healthcare perspective, not just hospitals, but the whole healthcare system. The CAT intends to do just that - help strengthen existing preparedness plans by allowing the healthcare system and other agencies to work together during an influenza pandemic. It helps reveal each core agency partners (sectors) capabilities and resources, and highlights cases of the same vendors being used for resource supplies (e.g., personal protective equipment [PPE] and oxygen) by the partners (e.g., public health departments, clinics, or hospitals). The CAT also addresses gaps in the community's capabilities or potential shortages in resources. Description: Researchers have envisioned an electron-ion collider with ion species up to heavy ions, high polarization of electrons and light ions, and a well-matched center-of-mass energy range as an ideal gluon microscope to explore new frontiers of nuclear science. In its most recent Long Range Plan, the Nuclear Science Advisory Committee (NSAC) of the US Department of Energy and the National Science Foundation endorsed such a collider in the form of a 'half-recommendation.' As a response to this science need, Jefferson Lab and its user community have been engaged in feasibility studies of a medium energy polarized electron-ion collider (MEIC), cost-effectively utilizing Jefferson Lab's already existing Continuous Electron Beam Accelerator Facility (CEBAF). In close collaboration, this community of nuclear physicists and accelerator scientists has rigorously explored the science case and design concept for this envisioned grand instrument of science. An electron-ion collider embodies the vision of reaching the next frontier in Quantum Chromodynamics - understanding the behavior of hadrons as complex bound states of quarks and gluons. Description: The financial analysis and summary results presented in this document represent a first cut at an economic assessment of the proposed Hull Offshore Wind Project. Wind turbine price increases have outpaced the materials and labor price pressures faced by nonrenewable power plant developers due to increased demands on a limited pool of turbine manufacturers and offshore installation companies. Moreover, given the size of the proposed offshore facility, it may be difficult to contract with turbine manufacturers and/or foundation companies given the size and scope of competing worldwide demand. The results described in this report assume that such conditions will not significantly impact the prices that will have to be received from the output of the project; rather, the project size may require as a prerequisite that Hull be able to piggyback on other offshore efforts. The financial estimates provided here necessarily feature a range due to uncertainty in a number of project assumptions as well as overall uncertainty in offshore wind costs. Nevertheless, taken together, the analysis provides a ballpark revenue requirement of approximately $157/MWh for the municipal financing option, with higher estimates possible assuming escalation in costs to levels higher than assumed here.

Description: The goal of this project has been to develop a lossless compression algorithm for message-passing libraries that can accelerate HPC systems by reducing the communication time. Because both compression and decompression have to be performed in software in real time, the algorithm has to be extremely fast while still delivering a good compression ratio. During the first half of this project, they designed a new compression algorithm called FPC for scientific double-precision data, made the source code available on the web, and published two papers describing its operation, the first in the proceedings of the Data Compression Conference and the second in the IEEE Transactions on Computers. At comparable average compression ratios, this algorithm compresses and decompresses 10 to 100 times faster than BZIP2, DFCM, FSD, GZIP, and PLMI on the three architectures tested. With prediction tables that fit into the CPU's L1 data acache, FPC delivers a guaranteed throughput of six gigabits per second on a 1.6 GHz Itanium 2 system. Description: This grant supported the exploratory synthesis of new actinide materials with all of the actinides from thorium to californium with the exceptions of protactinium and berkelium. We developed detailed structure-property relationships that allowed for the identification of novel materials with selective ion-exchange, selective oxidation, and long-range magnetic ordering. We found novel bonding motifs and identified periodic trends across the actinide series. We identified structural building units that would lead to desired structural features and novel topologies. We also characterized many different spectroscopic trends across the actinide series. The grant support the preparation of approximately 1200 new compounds all of which were structurally characterized.

MPSA2004 was the 15th in the series of MPSA international conferences on protein structure analysis that began in 1974. MPSA2004 was held on the campus of the University of Washington, Seattle, WA August 29 through September 2, 2004. Twenty-four internationally recognized speakers gave invited presentations; additional participants were chosen to present short talks in the 10 topics that were addressed. The aim of MPSA conferences is to communicate the latest, cutting-edge techniques in protein structure analysis and proteomics through science success stories as told by the scientific leaders who developed the technologies. Biotechnology vendors are present to explain currently available commercial technology through workshops and demonstrations booths. The overall aim is to provide a forum for exchanging the latest methods and ideas in protein structure analysis and proteomics to current and future practitioners. Description: The RACORO aerosol data (cloud condensation nuclei (CCN), condensation nuclei (CN) and aerosol size distributions) need further processing to be useful for model evaluation (e.g., GCM droplet nucleation parameterizations) and other investigations. These tasks include: (1) Identification and flagging of 'splash' contaminated Twin Otter aerosol data. (2) Calculation of actual supersaturation (SS) values in the two CCN columns flown on the Twin Otter. (3) Interpolation of CCN spectra from SGP and Twin Otter to 0.2% SS. (4) Process data for spatial variability studies. (5) Provide calculated light scattering from measured aerosol size distributions. Below we first briefly describe the measurements and then describe the results of several data processing tasks that which have been completed, paving the way for the scientific analyses for which the campaign was designed. The end result of this research will be several aerosol data sets which can be used to achieve some of the goals of the RACORO mission including the enhanced understanding of cloud-aerosol interactions and improved cloud simulations in climate models.

The door actuator includes a ball screw mounted horizontally on a rigid frame including a pair of door panel support rails. An electrically powered ball nut moves along the ball screw. The ball nut rotating device is attached to a carriage. The carriage attachment to the sliding door is horizontally pivoting. Additional alignment features include precision cam followers attached to the rails and rail guides attached to the carriage.

Description: The voltage or electric potential difference across the terminals of a cell when no current is drawn from it. The emf of a cell is the sum of the electric potential differences (PDs) produced by a separation of charges (electrons or ions) that can occur at each phase boundary (or interface) in the cell. The magnitude of each PD depends on the chemical nature of the two contacting phases. Thus, at the interface between two different metals, some electrons will have moved from the metal with a higher free energy of electrons to the metal with a lower free energy of electrons. The resultant charge separation will produce a PD (just as charge separation produces a voltage across a capacitor) that, at equilibrium, exactly opposes further electron flow. Similarly, PDs can be produced when electrons partition across a metal/solution interface or metal/solid interface, and when ions partition across a solution/membrane/solution interface.

Description: Closing report for project DOE-FG02-03ER15436. The project studied obligate autotrophy in the ammonia oxidizing bacterium Nitrosomonas europaea. Nitrosomonas europaea can obtain all of its energy and reductant for growth from the oxidation of ammonia to nitrite and is, therefore, classified as a chemolithotroph. This bacterium is also an autotroph, which can derive all cellular carbon from carbon dioxide. N. europaea seems incapable of growth with other carbon or energy sources. This restricted capability is surprising given that ammonia is a poor energy source. The main goal of the project was to examine the basis of autotrophy in N. europaea or, thought of another way, to determine the barriers to heterotrophy. The approach was enabled by the N. europaea genome sequence, stimulating new ways of thinking about this physiological paradox—an insistence on a single, albeit poor, energy source. Objective 1 was to examine the expression and regulation of the genes coding for alpha-ketoglutarate dehydrogenase, determine if the enzyme’s activity is present, and determine whether alteration of the expression levels influences autotrophic growth. Description: Final report on MAGGIE. We set ambitious goals to model the functions of individual organisms and their community from molecular to systems scale. These scientific goals are driving the development of sophisticated algorithms to analyze large amounts of experimental measurements made using high throughput technologies to explain and predict how the environment influences biological function at multiple scales and how the microbial systems in turn modify the environment. By experimentally evaluating predictions made using these models we will test the degree to which our quantitative multiscale understanding wilt help to rationally steer individual microbes and their communities towards specific tasks. Towards this end we have made substantial progress towards understanding evolution of gene families, transcriptional structures, detailed structures of keystone molecular assemblies (proteins and complexes), protein interactions, biological networks, microbial interactions, and community structure. Using comparative analysis we have tracked the evolutionary history of gene functions to understand how novel functions evolve.
