Sovereign Debt in Advanced Economies: Overview and Issues for Congress

Description: Sovereign debt, also called public debt or government debt, refers to debt incurred by governments. Since the global financial crisis of 2008-2009, public debt in advanced economies has increased substantially. A number of factors related to the financial crisis have fueled the increase, including fiscal stimulus packages, the nationalization of private-sector debt, and lower tax revenue. Even if economic growth reverses some of these trends, such as by boosting tax receipts and reducing spendi… more

SOWFA Super-Controller: A High-Fidelity Tool for Evaluating Wind Plant Control Approaches

Description: This paper presents a new tool for testing wind plant controllers in the Simulator for Offshore Wind Farm Applications (SOWFA). SOWFA is a high-fidelity simulator for the interaction between wind turbine dynamics and the fluid flow in a wind plant. The new super-controller testing environment in SOWFA allows for the implementation of the majority of the wind plant control strategies proposed in the literature.

SOWFA + Super Controller User's Manual

Description: SOWFA + Super Controller is a modification of the NREL's SOWFA tool which allows for a user to apply multiturbine or centralized wind plant control algorithms within the high-fidelity SOWFA simulation environment. The tool is currently a branch of the main SOWFA program, but will one day will be merged into a single version. This manual introduces the tool and provides examples such that a user can implement their own super controller and set up and run simulations. The manual only discusses en… more

Soybean Oil Derivatives for Fuel and Chemical Feedstocks

Description: Plant based sources of hydrocarbons are being considered as alternatives to petrochemicals because of the need to conserve petroleum resources for reasons of national security and climate change. Changes in fuel formulations to include ethanol from corn sugar and methyl esters from soybean oil are examples of this policy in the United States and elsewhere. Replacements for commodity chemicals are also being considered, as this value stream represents much of the profit for the oil industry and … more

Space Acquisitions: Acquisition Management Continues to Improve but Challenges Persist for Current and Future Programs

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Most of the Department of Defense's (DOD) major satellite acquisition programs are in later stages of acquisition, with the initial satellites having been designed, produced, and launched into orbit while additional satellites of the same design are being produced. A few other major space programs, however, have recently experienced setbacks. For example: the Missile Defense Agency's Precision Tracking Space … more

Space Acquisitions: Assessment of Overhead Persistent Infrared Technology Report

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "On October 11, 2013, DOD submitted to the congressional defense committees the OPIR Technology report. Upon reviewing the report, we determined that the OPIR report was comprehensive and appropriately identified its limitations. In particular, DOD, in consultation with the IC, provided a description of (1) the plan and budget for current and next generation OPIR systems and (2) OPIR technology requiremen… more

Space Acquisitions: Challenges in Commercializing Technologies Developed under the Small Business Innovation Research Program

Description: A letter report issued by the Government Accountability Office with an abstract that begins "To be competitive in the global economy, the United States relies heavily on innovation through research and development (R&D). The Small Business Innovation Development Act of 1982 established the Small Business Innovation Research (SBIR) Program to stimulate technological innovation among small businesses. SBIR offers one avenue for introducing technological innovation in the Department of Defense (DO… more

Space Acquisitions: Development and Oversight Challenges in Delivering Improved Space Situational Awareness Capabilities

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The United States' growing dependence on space systems makes them vulnerable to a range of threats. DOD has undertaken a variety of initiatives to provide space situational awareness (SSA)--the knowledge and characterization of space objects and the environment on which space operations depend. GAO was asked to (1) review key systems being planned and acquired to provide SSA, and their progress meeting … more

Space Acquisitions: DOD Delivering New Generations of Satellites, but Space System Acquisition Challenges Remain

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Despite decades of significant investment, most of the Department of Defense's (DOD) large space acquisition programs have collectively experienced billions of dollars in cost increases, stretched schedules, and increased technical risks. Significant schedule delays of as much as 9 years have resulted in potential capability gaps in missile warning, military communications, and weather monitoring. These probl… more

Space Acquisitions: DOD Faces Challenges in Fully Realizing Benefits of Satellite Acquisition Improvements

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Last year, GAO testified that though acquisition problems still existed in many space programs, the Department of Defense (DOD) was beginning to launch satellites that had long been lagging behind schedule and it had taken positive actions to instill better practices and more focused leadership for space. Progress has continued. Over the past year, DOD launched the first Navy Mobile User Objective System (MUO… more

Space Acquisitions: DOD Poised to Enhance Space Capabilities, but Persistent Challenges Remain in Developing Space Systems

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The majority of large-scale acquisition programs in the Department of Defense's (DOD) space portfolio have experienced problems during the past two decades that have driven up costs by billions of dollars, stretched schedules by years, and increased technical risks. To address the cost increases, DOD altered its acquisitions by reducing the number of satellites it intended to buy, reducing the capabilities of… more

Space Charge Compensation (SSC) in Hadron Beams

Description: Longitudinal space-charge fields can generate substantial distortion of the rf-generated potential wells, fill the extraction kicker gap in the beam, affect the incoherent synchrotron tune spread, and have the potential for causing instability and longitudinal emittance growth. The net effective voltage per turn resulting from the space-charge self voltage and the ring inductive wall impedance ?0L is proportional to the slope of the beam current distribution e{beta}c {lambda}(s) and can be expr… more

Space Charge Correction on Emittance Measurement of Low Energy Electron Beams

Description: The goal of any particle accelerator is to optimize the transport of a charged particle beam along a set path by confining the beam to a small region close to the design trajectory and directing it accurately along the beamline. To do so in the simplest fashion, accelerators use a system of magnets that exert approximately linear electromagnetic forces on the charged beam. These electromagnets bend the beam along the desired path, in the case of bending magnets, and constrain the beam to the de… more

Space charge effect of the high intensity proton beam during the resonance extraction for the Mu2e experiment at Fermilab

Description: The proposed Mu2e experiment to search for direct {mu} {yields} e conversion at Fermilab plans slow, resonant extraction of a beam with 3 x 10{sup 12} protons from the Debuncher ring. Space charge of this high intensity beam is a critical factor, since it induces significant betatron tune spread and consequently affects resonance extraction processes, such as spill uniformity and beam losses. This study shows the multi-particle simulation results in the early stages of resonance extraction and … more
