8(a) Program: The Importance of Effective Fraud Prevention Controls
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the results of our prior investigation of the Small Business Administration's (SBA) 8(a) Business Development Program. SBA's 8(a) program, named for a section of the Small Business Act, is a development program created to help small, disadvantaged businesses compete in the American economy and access the federal procurement market. To participate in the program, a firm must be certified as meeting several criteria, including: be a small business as defined by SBA; be unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States; and show potential for success. Upon certification, firms can obtain federal contracts without competing fully and openly for the work. For example, agencies are permitted to enter into sole-source contracts after soliciting and negotiating with only one 8(a) company. They also can participate in restricted competitions for federal contracts, known as set-asides, open to only 8(a) companies. In March 2010, GAO issued two companion reports on the 8(a) program, one focused on internal control procedures and processes that SBA has implemented to ensure that only eligible firms participate in the program and one focused on fraud prevention. This testimony is based on the latter report, and addresses three issues: (1) whether ineligible firms were participating in the 8(a) program, (2) the results of our proactive testing of the application process, and (3) strengths and weaknesses in SBA's fraud prevention system."
401(k) Plans: Issues Involving Securities Lending in Plan Investments
Testimony issued by the Government Accountability Office with an abstract that begins "Securities lending can be a relatively straightforward way for plan sponsors and participants to increase their return on 401(k) investments. However, securities lending can also present a number of challenges to plan participants and plan sponsors. GAO was asked to explain how securities lending with cash collateral reinvestment works in relation to 401(k) plan investments, who bears the risks, and what are some of the challenges plan participants and plan sponsors face in understanding securities lending with cash collateral reinvestment. In this testimony, GAO discusses its recent work regarding securities lending with cash collateral reinvestment. GAO is making no new recommendations in this statement but continues to believe that the Department of Labor (Labor) can take action to help plan sponsors of 401(k) plans and plan participants to understand the role, risk, and benefits of securities lending with cash collateral reinvestment in relation to 401(k) plan investments. Specifically, GAO recommended that Labor provide more guidance to plan sponsors about fees and returns when plan assets are utilized in securities lending with cash collateral reinvestment, amend its participant disclosure regulation to include provisions specific to securities lending with cash collateral reinvestment information, and make cash collateral reinvestment a prohibited transaction unless the gains and losses for participants are more symmetrical."

2010 Census: Cooperation with Enumerators Is Critical to a Successful Headcount
Testimony issued by the Government Accountability Office with an abstract that begins "On May 1, 2010, the U.S. Census Bureau (Bureau) will launch its massive follow-up effort with the roughly 48 million households that did not mail back their census forms (130 million forms were delivered). As part of this nonresponse follow-up effort, over 600,000 enumerators will fan out across the country, personally contacting nonresponding housing units as many as six times in an effort to ensure everyone is counted. As requested, GAO's testimony in Los Angeles (L.A.) focuses on the importance of census participation, paying particular attention to (1) the Bureau's preparedness for nonresponse follow-up in terms of workload and staffing levels, (2) why it will be critical for Angelenos and others across the country to cooperate with enumerators during nonresponse follow-up, and (3) key steps the Bureau needs to take moving forward to ensure nonresponse follow-up is timely and accurate. 2010 Census: Operational Changes Made for 2010 Position the U.S. Census Bureau to More Accurately Classify and Identify Group Quarters
Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Census Bureau (Bureau) is tasked with conducting an accurate count of people living in dwellings known as group quarters as part of the 2010 Census. Group quarters consist of college dormitories, prisons, nursing homes, and other facilities typically owned or managed by an entity providing housing, services, or both for the residents. During the 2000 Census, for a variety of reasons, group quarters were sometimes counted more than once, missed, or included in the wrong location. As requested, this testimony will focus on (1) the extent to which the Bureau has strengthened its procedures for counting group quarters compared to the 2000 Census, and (2) particular challenges and opportunities for an accurate group quarters count in Brooklyn. 2010 Census: Preliminary Lessons Learned Highlight the Need for Fundamental Reforms
Testimony issued by the Government Accountability Office with an abstract that begins "GAO added the 2010 Census to its list of high-risk programs in 2008 in part because of (1) long-standing weaknesses in the Census Bureau's (Bureau) information technology (IT) acquisition and contract management function, (2) difficulties in developing reliable life-cycle cost estimates, and (3) key operations that were not tested under operational conditions. These issues jeopardized the Bureau's readiness for the count. Moreover, societal trends, such as concerns over privacy, have made a cost-effective census an increasingly difficult challenge. At about $13 billion, 2010 was the costliest U.S. Census in history. As requested, this testimony focuses on lessons learned from the 2010 Census, and initiatives that show promise for producing a more cost-effective population count in 2020. This testimony is based on completed and ongoing work, including an analysis of Bureau documents, interviews with Bureau officials, and field observations of census operations in urban and rural locations across the country."
2010 Resubmission of the U.S.-Russia Nuclear Cooperation Agreement: Further Actions Needed by State and Other Agencies to Improve the Review of the Classified Nuclear Proliferation Assessment
Correspondence issued by the Government Accountability Office with an abstract that begins "On May 10, 2010, the President resubmitted to Congress a proposed Agreement Between the Government of the United States of America and the Government of the Russian Federation for Cooperation in the Field of Peaceful Uses of Nuclear Energy (henceforth referred to as the U.S.-Russia nuclear cooperation agreement or the agreement) in accordance with the review requirements established under section 123 of the Atomic Energy Act of 1954 (AEA), as amended. The proposed agreement with Russia would, among other things, establish the legal basis for the Department of Energy (DOE) to work with Russia on large-scale development of nuclear energy. The United States has 25 agreements in force for peaceful nuclear cooperation with foreign countries, the European Atomic Energy Community (EURATOM), the International Atomic Energy Agency (IAEA), and Taiwan. Such agreements provide the framework and authorization for civilian nuclear cooperation but do not guarantee that cooperation will take place or that nuclear material or technology transfers will occur. On May 13, 2008, President Bush originally submitted the agreement to Congress with the statutorily required presidential determination that this agreement would promote, and would not constitute an unreasonable risk to, the common defense and security. President Bush determined on September 8, 2008 that his May 13, 2008 determination was no longer effective--essentially ending further congressional consideration of the agreement at that time--in response to Russian military actions against Georgia. In 2010, President Obama concluded that the situation in Georgia no longer prevented proceeding with the agreement and that the level and scope of U.S.-Russia cooperation on Iran justified resubmitting the agreement. The 2011 Gordon Conference on Dynamics at Surfaces is the 32nd anniversary of a meeting held every two years that is attended by leading researchers in the area of experimental and theoretical dynamics at liquid and solid surfaces. The conference focuses on the dynamics of the interaction of molecules with either liquid or solid surfaces, the dynamics of the outermost layer of liquid and solid surfaces and the dynamics at the liquid-solid interface. Specific topics that are featured include state-to-state scattering dynamics, chemical reaction dynamics, non-adiabatic effects in reactive and inelastic scattering of molecules from surfaces, single molecule dynamics at surfaces, surface photochemistry, ultrafast dynamics at surfaces, and dynamics at water interfaces. 2011 Photosynthesis Gordon Research Conference & Seminar (June 11-17, 2011, Davidson College, Davidson, North Carolina)
Photosynthesis is the biological process that converts solar energy into chemical energy. Elucidation of the mechanisms of photosynthetic energy conversion at a molecular level is fundamentally important for understanding the biology of photosynthetic organisms, for optimizing biological solar fuels production, and for developing biologically inspired approaches to solar energy conversion. The 2011 Gordon Conference on Photosynthesis will present cutting-edge research focusing on the biochemical aspects of photosynthesis, including: (1) structure, assembly, and function of photosynthetic complexes; (2) the mechanism of water splitting by PSII; (3) light harvesting and quenching; (4) alternative electron transport pathways; (5) biosynthesis of pigments and cofactors; and (6) improvement of photosynthesis for bioenergy and food production. Reflecting the interdisciplinary nature of photosynthesis research, a diverse group of invited speakers will represent a variety of scientific approaches to investigate photosynthesis, such as biochemistry, molecular genetics, structural biology, systems biology, and spectroscopy. Highly interactive poster sessions provide opportunities for graduate students and postdocs to present their work and exchange ideas with leaders in the field. One of the highlights of the Conference is a session featuring short talks by junior investigators selected from the poster presentations. The collegial atmosphere of the Photosynthesis GRC, with programmed discussion sessions as well as informal gatherings in the afternoons and evenings, enables participants to brainstorm, exchange ideas, and forge new collaborations. For the second time, this Conference will be immediately preceded by a Gordon Research Seminar on Photosynthesis (June 11-12, 2011, at the same location), with a focus on 'Photosynthesis, Bioenergy, and the Environment.' The GRS provides an additional opportunity for graduate students and postdocs to present their research, and it provides a mechanism to encourage active participation by junior scientists interested in photosynthesis and its applications.

2016 USAID Staffing Report to Congress
The United States Agency for International Development (USAID) is pleased to provide the following report pursuant to House Report 114-154 accompanying H.R. 2772, which details “the number of people employed by USAID, the category of employment (direct hire, personal service contractor, Participating Agency Service Agreement, and similar categories), the veteran status of direct hires employed by USAID, the office or overseas post to which they are assigned or detailed, the appropriation account used to fund the employees, specific legislative authority needed to hire the employees, and, if hired by another Federal agency, the additional administrative expenses charged by that agency,” and, “staffing levels and position titles for all Washington-based and overseas employees by bureau, office or other unit.” USAID utilizes multiple hiring mechanisms to accomplish its work and deliver on its mission to end extreme poverty. Congress has provided authorities to USAID that allow for multiple employment arrangements. This allows the Agency to provide effective project design, implementation, and oversight of USAID-managed and co-managed programs. The nature of the work is usually the primary driver in determining the most appropriate type of employment mechanism. 2020 Census: Progress Report on the Census Bureau's Efforts to Contain Enumeration Costs
Testimony issued by the Government Accountability Office with an abstract that begins "In preparing for the 2020 Census, the U.S. Census Bureau (Bureau) has launched several initiatives aimed at organizational transformation, some of which show particular promise. For example, the Bureau is attempting to develop Bureau-wide, or "enterprise," standards, guidance, or tools in areas such as risk management and information technology (IT) investment management to reduce duplicative efforts across the Bureau. Although the Bureau has made progress in these and other areas, if the Bureau is to transform itself to better control costs and deliver an accurate national headcount in 2020, several areas will require continued oversight: cost estimation, integrated long-term planning, and stakeholder involvement. For example, while the Bureau has made progress with long-term planning by implementing some elements of GAO's recommendation that it develop a road map for 2020 planning, it still needs to pull together remaining planning elements, such as milestones for decisions and estimates of cost, into its roadmap."

36th Annual International Conference on Infrared Millimeter and Terahertz Waves
The Major Topic List of the 2011 conference featured a category entitled “IR, millimeter-wave, and THz spectroscopy,” another entitled “Gyro- Oscillators and Amplifiers, Plasma Diagnostics,” and a third called “Free Electron Lasers and Synchrotron Radiation.” Topical areas of interest to meeting participants include millimeter-wave electronics, high-power sources, high-frequency communications systems, and terahertz sensing and imaging, all of which are prominent in the research portfolios of the DOE. The development and study of new materials, components, and systems for use in the IR, THz, and MMW regions of the spectrum are of significant interest as well. a series of technical sessions were organized on the following topics:  terahertz metamaterials and plasmonics;  imaging techniques and applications;  graphene spectroscopy;  waveguide concepts;  gyrotron science and technology;  ultrafast terahertz measurements; and  quantum cascade lasers.
L.A. Courthouse: Initial Project Justification Is Outdated and Flawed
Testimony issued by the Government Accountability Office with an abstract that begins "Because of delays and cost increases, the General Services Administration (GSA) canceled the authorized 41-courtroom Los Angeles (L.A.), California, courthouse project in 2006. Since then, GSA and the judiciary have been slow to agree upon how to proceed with the project, for which about $366 million in appropriated funds remains available. In 2012, with the judiciary’s support, GSA issued a request for proposal for contractors to design and build a 24-courtoom, 32-chamber courthouse, which would be used in conjunction with 25 existing courtrooms in the Roybal Courthouse. However, this new plan will not address one of the principal justifications for the original project—that the L.A. Court be centralized at one site. Instead, it would increase the distance between the Roybal Courthouse and the planned second court location and the distance to the federal detention center from which prisoners must be transported."
Abandoned Mines: Information on the Number of Hardrock Mines, Cost of Cleanup, and Value of Financial Assurances
Testimony issued by the Government Accountability Office with an abstract that begins "The General Mining Act of 1872 helped foster the development of the West by giving individuals exclusive rights to mine gold, silver, copper, and other hardrock minerals on federal land. However, miners often abandoned mines, leaving behind structures, safety hazards, and contaminated land and water. Four federal agencies--the Department of the Interior's Bureau of Land Management (BLM) and Office of Surface Mining Reclamation and Enforcement (OSM), the Department of Agriculture's Forest Service, and the Environmental Protection Agency (EPA)--fund the cleanup of some of these hardrock mine sites. From 2005 through 2009, GAO issued a number of reports and testimonies on various issues related to abandoned and current hardrock mining operations. This testimony summarizes some of the key findings of these reports and testimonies focusing on the (1) number of abandoned hardrock mines, (2) availability of information collected by federal agencies on general mining activities, (3) amount of funding spent by federal agencies on cleanup of abandoned mines, and (4) value of financial assurances for mining operations on federal land managed by BLM. In 2005, GAO recommended that BLM strengthen the management of its financial assurances, which BLM generally implemented. BLM also agreed to take steps to address additional concerns raised by GAO in 2008."

These applications include devices and technologies for medical diagnostics and therapy, energy production and exploration, safety and national security, and for the analysis of materials and environmental contaminants. This brochure by the Office of Nuclear Physics of the USDOE Office of Science discusses nuclear physics and ways in which its applications fuel our economic vitality, and make the world and our lives safer and healthier.
Accountability for U.S. Equipment Provided to Pakistani Security Forces in the Western Frontier Needs to Be Improved
Correspondence issued by the Government Accountability Office with an abstract that begins "Al Qaeda, the Taliban, and other extremists have used safe havens along Pakistan's Western Frontier (border) region to attack Pakistani, Afghan, U.S., and coalition troops; plan and train for attacks against U.S. interests and the U.S. homeland; destabilize Pakistan, a nuclear-armed U.S. ally; and spread radical Islamic ideologies that threaten U.S. interests. A key U.S. national security objective is to disrupt, dismantle, and defeat al Qaeda and its violent extremist affiliates in Pakistan and to deny them a safe haven. Since 2002, the United States has provided over $18 billion in assistance and reimbursement to Pakistan including (1) reimbursements to the Pakistani government for costs incurred in direct support of U.S. counterterrorism operations; (2) security assistance such as grants to Pakistan for the acquisition of military equipment; and (3) development, economic, and humanitarian assistance. Since 2006, this assistance has included $1.5 billion to improve the counterterrorism and counterinsurgency capabilities of Pakistani security forces operating along the country's border with Afghanistan, including $400 million for the Pakistan Counterinsurgency Fund (PCF) and $700 million for the Pakistan Counterinsurgency Capabilities Fund (PCCF). The President has requested an additional $1.2 billion for fiscal year (FY) 2011 and $1.1 billion for fiscal year 2012 to train and equip these forces. U.S. assistance under this initiative has provided military equipment, such as helicopters and night-vision devices; infrastructure, such as border coordination and training centers; and training. The Office of Defense Representative Pakistan (ODRP), under the U.S. Central Command (CENTCOM), manages this assistance. ODRP is responsible for the receipt and storage of U.S.-provided military equipment at a leased warehouse in Islamabad prior to the equipment's transfer to Pakistan. Acquisition Workforce: DOD's Efforts to Rebuild Capacity Have Shown Some Progress
Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) is the government's largest buying entity and has recognized that rebuilding the acquisition workforce is a strategic priority. The federal government's current budget and long-term fiscal pressures underscore the importance of a capable and well-functioning workforce. GAO and others have long recognized that the size and capabilities of the workforce across the government warrant the attention of the Congress. This statement discusses (1) DOD's progress in addressing challenges faced in rebuilding the capacity of the acquisition workforce, and (2) insights into the efforts by the Defense Contract Management Agency (DCMA) to rebuild its contract oversight capacity. This statement is drawn from our broad body of work on DOD contract management and acquisition workforce as well as a report issued earlier this month on DCMA's efforts to rebuild capacity. We also obtained updated information from DOD with regard to its acquisition workforce competency assessments and workforce hiring.."
Actions Needed to Improve the Transparency and Reliability of Labor's Data on the H-2A Program
Correspondence issued by the Government Accountability Office with an abstract that begins "The H-2A visa program allows U.S. employers that anticipate a shortage of domestic agricultural workers to hire foreign workers on a temporary basis. GAO issued a report on the process employers follow in applying for these workers and made several recommendations to the Department of Labor (Labor) for improving that process In pursuing work on that report, GAO found that the number of applications submitted by employers for H-2A worker positions, the number of H-2A worker positions requested, and the number of worker positions approved by Labor cited in Labor's annual reports from fiscal year 2006 and FY 2012 sometimes differed from the numbers reported by Labor in the data it makes available to the public on its website. GAO also found that much of the data Labor reported from applications submitted on behalf of multiple employers for this same period contained inconsistencies and that Labor lacked internal controls to monitor and prevent these inconsistencies. As a result, GAO was unable to rely on the data to draw conclusions about trends in usage of the H-2A program and, in some cases, found the data to be unreliable in terms of the number and identity of the employers seeking H-2A workers. Finally, GAO found that the new system Labor is using to allow employers to file their H-2A applications electronically, iCERT, does not contain data edit checks to ensure its accuracy. To inform users of the data's reliability and completeness and to improve the quality of future data, GAO recommends that Labor take steps to disclose the limitations of the H-2A data it posts on its website, and that Labor verify the data provided on multi-employer applications."

Additional Cost Transparency and Design Criteria Needed for National Aeronautics and Space Administration (NASA) Projects
Correspondence issued by the Government Accountability Office with an abstract that begins "GAO published its third annual assessment of selected large-scale NASA projects. During this assessment we identified several issues that merit NASA's management attention. The federal government faces real fiscal limitations and will have to make difficult choices about upcoming priorities. This reality makes it more important than ever that NASA manage its programs and projects as efficiently and effectively as possible and within a budget that over recent years has remained relatively constant. It will also require that NASA make tough decisions about which projects to fund among core missions in science, aeronautics, and human space flight and exploration. Our work over the past three years has shown that NASA's major projects are frequently approved without evidence of a sound business case--ensuring a match between requirements and resources--and, therefore, cost more and take longer to develop than planned. Our March 2011 assessment found that 13 NASA projects that established baselines prior to fiscal year 2009 had experienced an average cost growth of almost 55 percent, with a combined increase in development costs of almost $2.5 billion from their baselines established at their Confirmation Review. While NASA has taken steps over recent years to help improve its acquisition management through several initiatives aimed at improving cost estimating and management oversight, the overall outcomes of these efforts will take time to become apparent. Based on the findings of our past three assessments, we are recommending that NASA (1) provide increased transparency into project costs to the Congress to conduct oversight and ensure earlier accountability and (2) develop a common set of measurable and proven criteria to assess the design stability of projects before proceeding into later phases of development."

Afghanistan: Changes to Updated U.S. Civil-Military Strategic Framework Reflect Evolving U.S. Role

Afghanistan Development: USAID Continues to Face Challenges in Managing and Overseeing U.S. Development Assistance Programs
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses oversight of U.S. assistance programs in Afghanistan. Strengthening the Afghan economy through development assistance efforts is critical to the counterinsurgency strategy and a key part of the U.S Integrated Civilian-Military Campaign Plan for Afghanistan. Since fiscal year 2002, the U.S. Agency for International Development (USAID) has awarded over $11.5 billion in support of development assistance programs in Afghanistan. Since 2003, GAO has issued several reports and testimonies related to U.S. security, governance, and development efforts in Afghanistan. In addition to reviewing program planning and implementation, we have focused on efforts to ensure proper management and oversight of the U.S. investment, which are essential to reducing waste, fraud, and abuse. Over the course of this work, we have identified improvements that were needed, as well as many obstacles that have affected success and should be considered in program management and oversight. While drawing on past work relating to U.S. development efforts in Afghanistan, this testimony focuses on findings in our most recent report released yesterday on the USAID's management and oversight of its agricultural programs in Afghanistan. It will address (1) the challenges the United States faces in managing and overseeing development programs in Afghanistan; and (2) the extent to which USAID has followed its established performance management and evaluation procedures."

Afghanistan: Key Oversight Issues for USAID Development Efforts
Testimony issued by the Government Accountability Office with an abstract that begins "In 2010, the United States pledged to provide at least 50 percent of its development aid directly through the Afghan government budget within 2 years. This direct assistance is intended to help develop the capacity of Afghan government ministries to manage programs and funds. Using bilateral agreements and multilateral trust funds, the United States more than tripled its direct assistance awards to Afghanistan in the first year of the pledge, going from over $470 million in fiscal year 2009 to over $1.4 billion in fiscal year 2010. The U.S. Agency for International Development's (USAID) most current reporting shows that for fiscal year 2012 the agency provided over $800 million in mission funds through direct assistance. In 2013, GAO reported that while USAID had established and generally complied with various financial and other controls in its direct assistance agreements, it had not always assessed the risks in providing direct assistance before awarding funds. USAID has taken steps in response to GAO's recommendations to help ensure the accountability of direct assistance funds provided to the Afghan government. Recently, the Special Inspector General for Afghanistan Reconstruction (SIGAR) reported that USAID determined that seven ministries were unable to manage direct assistance funds without a risk mitigation strategy in place. However, SIGAR reported that USAID approved assistance for the ministries, but did not mitigate for all identified risks."
Afghanistan Security: Department of Defense Effort to Train Afghan Police Relies on Contractor Personnel to Fill Skill and Resource Gaps

These roles include: (1) serving as advisors and mentors to build ministerial capacity in areas such as financial and human resource management at the Afghan Ministry of Interior; (2) serving as mentors and trainers to develop Afghan commanders’ abilities to operate training sites and provide training to ANP recruits in areas such as criminal investigation, weapons, survival skills, and physical fitness; and (3) serving as embedded mentors to help deployed ANP units develop civilian policing skills. DOD contractor personnel also provide maintenance, logistics, and security support at training sites.As of November 2011, about 778 USG, non-USG coalition, and DOD contractor personnel provided ANP training and mentoring at 23 NATO-managed sites. Approximately 66 percent of these trainers and mentors were non-USG coalition personnel, 21 percent were USG personnel, and the remaining 13 percent were DOD contractor personnel. In addition, about 2,825 DOD contractor personnel provided maintenance, logistics, and security services at 12 NATO-managed training sites."
Afghanistan Security: Long-standing Challenges May Affect Progress and Sustainment of Afghan National Security Forces
Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) and the North Atlantic Treaty Organization (NATO) report progress developing capable Afghan National Security Forces (ANSF), but tools used to assess the performance of ANSF units have changed several times. In April 2012, DOD reported progress increasing the number and capability of ANSF, with 7 percent of army units and 9 percent of police units rated at the highest level of capability. GAO has previously found the tools used by DOD and NATO to assess ANSF reliable enough to support broad statements regarding capability. However, issues related to these tools exist. When GAO reported on ANA capability in January 2011, the highest capability rating level was “independent”—meaning that a unit was capable of executing the full spectrum of its missions without assistance from coalition forces. As of August 2011, the highest level had changed to “independent with advisors”—meaning that a unit was capable of executing its mission and can call for coalition forces when necessary. DOD reports, these changes, as well as the elimination of certain requirements for validating units, were partly responsible for the increase in ANSF units rated at the highest level."
Afghanistan: USAID Oversight of Assistance Funds and Programs
Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Agency for International Development (USAID) has experienced systemic challenges that have hindered its ability to manage and oversee contracts and assistance instruments in Afghanistan. Key challenges include gaps in planning for the use of contractors and assistance recipients and having visibility into their numbers. For example, GAO reported in April 2010 that, absent strategic planning for its use of contractors, individual offices within USAID often made case-by-case decisions on using contractors to support contract or grant administration and risks, such as possible conflicts of interest, were not always addressed. While having reliable data on contractors and assistance recipients is a starting point for informing agency decisions and ensuring proper management, GAO has also reported on limitations in USAID’s visibility into the number and value of contracts and assistance instruments in Afghanistan, as well as the number of personnel working under them. USAID, along with other agencies, has not implemented GAO’s recommendation to address such limitations. USAID, however, has taken other actions to mitigate risks associated with awarding contracts and assistance instruments in Afghanistan. In June 2011, GAO reported on USAID’s vendor vetting program, then in its early stages, which was designed to counter potential risks of U.S. funds being diverted to support criminal or insurgent activity. GAO recommended that USAID take a more risk-based approach to vet non-U.S. vendors and develop formal mechanisms to share vetting results with other agencies, both of which USAID agreed to do."
Afghanistan's Donor Dependence
Correspondence issued by the Government Accountability Office with an abstract that begins "The United States has allocated over $72 billion to secure, stabilize, and rebuild Afghanistan since 2002, and the President requested over $18 billion for these purposes for fiscal year 2012. GAO has on numerous occasions raised doubts about the Government of the Islamic Republic of Afghanistan's (GIRoA) ability to fund its public expenditures--funds spent to provide public services to the Afghan population, such as security, infrastructure projects, and government salaries. In 2005, we reported that Afghanistan had limited resources and recommended that the Secretaries of State and Defense develop plans for funding the Afghan national security forces (ANSF).1 In 2007 and 2008, we reported that it was essential to develop future funding requirements for the ANSF and a strategy for transitioning these responsibilities to GIRoA.2 In 2008, Congress also mandated that the Department of Defense provide a long-term plan for sustaining the ANSF, including future funding requirements. The Department of Defense, however, has yet to provide the Congress an estimate of the cost to sustain the Afghanistan National Security Forces.3 In 2011, we again recommended that the U.S. and international partners develop estimates of the future funding needed to grow the Afghan National Army.4 We have also raised concerns about Afghanistan's inability to fund planned government expenditures without foreign assistance and raised questions about the sustainability of U.S.-funded efforts to build and enhance Afghanistan's road, agriculture, and water infrastructures.5 During a related engagement, we reviewed U.S. efforts to strengthen Afghanistan's public financial management, a critical capability for Afghanistan's fiscal sustainability.6 The international community, including about 50 donor countries and international entities such as the World Bank and the United Nations, has also provided significant support to help stabilize and rebuild Afghanistan. Afghanistan's Security Environment
Correspondence issued by the Government Accountability Office with an abstract that begins "In December 2009, recognizing that the situation in Afghanistan had become more grave since the March 2009 announcement of the U.S. strategy for Afghanistan and Pakistan, the administration concluded a 10-week review of the strategy's goals and the methods needed to achieve them. In announcing the results of this review, the President reaffirmed the core strategic goal of disrupting, dismantling, and eventually defeating extremists in Afghanistan and Pakistan and preventing them from threatening the United States and its allies in the future. To meet this goal, the President announced his decision to rapidly deploy an additional 30,000 U.S. troops to Afghanistan. In addition, he pledged a "surge" of civilian experts to help enhance the capacity of Afghan government institutions and assist in the rehabilitation of key economic sectors. Since the President's December 2009 announcement, about 16,000 of the additional U.S. troops have gradually deployed to Afghanistan--including about 10,000 as of March 2010 and approximately another 6,000 since that time--and the number of U.S. government civilians present in country has grown by about 200. In February 2010, in what senior Department of Defense (DOD) officials have described as the first step in a prolonged effort to break the momentum of the insurgency where it has been the strongest--southern Afghanistan--U.S., coalition, and Afghan National Security Forces (ANSF) launched a campaign to clear insurgent safe havens in the central Helmand river valley. According to DOD officials, the intent of these operations was to pave the way for reconstitution of the Afghan government in Helmand province, and Defense has indicated that similar operations will follow in Kandahar province.
