Assessment of the Potential for the Direct Application of Renewable Resources. Staff Issue Paper

Description: This issue paper is intended to take a general look at the direct application of renewable resources. The focus of the paper is to provide background information on what is currently known about these resources. The Council is interested in comments to supplement the information discussed in this paper. Perhaps more importantly, the Council is looking for recommendations on how to treat these resources in the next power plan. The Council is faced with at least two important questions related to… more

Associated Particle Tagging (APT) in Magnetic Spectrometers

Description: Summary In Brief The Associated Particle Tagging (APT) project, a collaboration of Pacific Northwest National Laboratory (PNNL), Idaho National Laboratory (INL) and the Idaho State University (ISU)/Idaho Accelerator Center (IAC), has completed an exploratory study to assess the role of magnetic spectrometers as the linchpin technology in next-generation tagged-neutron and tagged-photon active interrogation (AI). The computational study considered two principle concepts: (1) the application of a… more

Azimuthal anisotropy of charged and identified high pT hadrons in Au+Au collisions at RHIC

Description: We report new results on v{sub 2}(p{sub T}) for Au+Au collisions at {radical}(S{sub NN}) = 200 GeV for charged hadrons, pions, kaons,(anti)protons, K{sub s}{sup 0}, and Lambda. The analysis is extended to p{sub T} = 12 GeV/c for charged hadrons and p{sub T} = 4 GeV/c for identified particles. A comparison of the azimuthal anisotropy of charged hadrons measured at sqrt {radical}(s{sub NN}) = 130 and 200 GeV is presented. The p{sub T}-dependence of baryon versus meson elliptic flow is discussed.

Beam Diagnostics Systems for the National Ignition Facility

Description: The National Ignition Facility (NIF) laser focuses 1.8 megajoules of ultraviolet light (wavelength 351 nanometers) from 192 beams into a 600-micrometer-diameter volume. Effective use of this output in target experiments requires that the power output from all of the beams match within 8% over their entire 20-nanosecond waveform. The scope of NIF beam diagnostics systems necessary to accomplish this task is unprecedented for laser facilities. Each beamline contains 110 major optical components d… more

Beauty and charm physics at CDF Run II

Description: Using the data samples collected with the CDF Run II detector during the year 2002 and early 2003, new measurements of the production cross-sections and the masses, lifetimes and branching fractions of beauty and charm hadrons are presented. New measurements of the {Lambda}{sub b} mass, lifetime, and branching fractions have greatly improved the current knowledge of bottom baryon properties and decay dynamics. the large charm signals made available by the silicon vertex track trigger have enabl… more

Bound states and the Bekenstein bound

Description: We explore the validity of the generalized Bekenstein bound, S<= pi M a. We define the entropy S as the logarithm of the number of states which have energy eigenvalue below M and are localized to a flat space region of width alpha. If boundary conditions that localize field modes are imposed by fiat, then the bound encounters well-known difficulties with negative Casimir energy and large species number, as well as novel problems arising only in the generalized form. In realistic systems, how… more

Brazil’s WTO Case Against the U.S. Cotton Program

Description: The "Brazil cotton case" is a long-running World Trade Organization dispute settlement case initiated by Brazil - a major cotton export competitor - in 2002 against specific provisions of the U.S. cotton program. This report details the overview of the case, background on the U.S. cotton sector, a sequence of events in the case, specific claims of Brazil on the U.S. Cotton policy being against World Trade Organization ordinances, panel recommendations, and related information and figures.

Brief Summaries of Federal Animal Protection Status

Description: This report contains brief summaries of federal animal protection statutes, listed alphabetically. It does not include treaties, although it does include statutes enacted to implement treaties. It includes statutes concerning animals that are not entirely, or not at all, animal protection statutes. For example, it includes a statute authorizing the eradication of predators, because one of the statute’s purposes is to protect domestic and “game” animals; and it includes statutes to conserve fish… more

Brief Summaries of Federal Animal Protection Statutes

Description: This report contains brief summaries of federal animal protection statutes, listed alphabetically. It includes statutes enacted to implement treaties, those that protect certain groups of animals (e.g., protection of "game" animals rather than predators), statutes to conserve fish, statutes that allow the disabled to use service animals, and statutes aimed at acts of animal rights advocates (the Animal Enterprise Protection Act of 1992, and the Recreational Hunting Safety and Preservation Act o… more

CC Cryostat Cooldown Test Results

Description: A cooldown of the inner vessel of the Central Calorimeter cryostat to 77K was performed during the week of October 12 in order to 'cold shock' it, i.e., to check for insulating vacuum integrity with the inner vessel cold. The conclusion from our test results is that the vessel withstood the cold shock, and the insulating vacuum remained good. Cooldown was analyzed by J.D. Fuerst in D0 note 3740.000-EN-107, dated August 19. Warmup was analyzed by T. Peterson and B.Fitzpatrick in D0 Engineering N… more

Characterization of stainless steel 304 tubing

Description: Earlier studies have shown that stainless steel 304 (SS304) containing martensite is susceptible to hydrogen embrittlement. This generated concern regarding the structural integrity of SS304 tubing we use in the W87 pit tube. During surveillance operations, the pit tube undergoes a series of bending and straightening as it goes through a number of surveillance cycles. This motivated the study to characterize austenitic SS304 tubing obtained from Rocky Flats. The tubes continued to display struc… more

CNEA/ANL collaboration program to develop an optimized version of DART validation and assessment by means of U{sub 3}Si{sub x} and U{sub 3}O{sub 8-}Al dispersed CNEA miniplate irradiation behavior.

Description: The DART code is based upon a thermomechanical model that can predict swelling, recrystallization, fuel-meat interdiffusion and other issues related with MTR dispersed FE behavior under irradiation. As a part of a common effort to develop an optimized version of DART, a comparison between DART predictions and CNEA miniplates irradiation experimental data was made. The irradiation took place during 1981-82 for U3O8 miniplates and 1985-86 for U{sub 3}Si{sub x} at Oak Ridge Research Reactor (ORR).… more
