The Integral Role of Training in the Implementation of Hate Crime Legislation

Description: This research focuses on the association between law enforcement training and implementation of hate crime legislation. The Anti-Defamation League's state hate crime statutory provisions and the Federal Bureau of Investigation's Hate Crime Reporting by States data are examined. Section one includes the following: What Constitutes Hate?, The History of Hate Crime Legislation, and Issues Facing Hate Crime Legislation. Section two surveys literature on both Hate Crime Legislation and the training of law enforcement officers. Section three discusses the Anti-Defamation League and FBI data in detail and explains the methods used to test the association between law enforcement training and reporting of hate crime legislation. Findings yield a statistically significant association between law enforcement training and reporting of hate crime legislation.

An Integrated Approach to Determine Phenomenological Equations in Metallic Systems

Description: It is highly desirable to be able to make predictions of properties in metallic materials based upon the composition of the material and the microstructure. Unfortunately, the complexity of real, multi-component, multi-phase engineering alloys makes the provision of constituent-based (i.e., composition or microstructure) phenomenological equations extremely difficult. Due to these difficulties, qualitative predictions are frequently used to study the influence of microstructure or composition on the properties. Neural networks were used as a tool to get a quantitative model from a database. However, the developed model is not a phenomenological model. In this study, a new method based upon the integration of three separate modeling approaches, specifically artificial neural networks, genetic algorithms, and monte carlo was proposed. These three methods, when coupled in the manner described in this study, allows for the extraction of phenomenological equations with a concurrent analysis of uncertainty. This approach has been applied to a multi-component, multi-phase microstructure exhibiting phases with varying spatial and morphological distributions. Specifically, this approach has been applied to derive a phenomenological equation for the prediction of yield strength in a+b processed Ti-6-4. Description: Extensive research has been conducted by the grid community to enable large-scale collaborations in pre-configured environments. grid collaborations can vary in scale and motivation resulting in a coarse classification of grids: national grid, project grid, enterprise grid, and volunteer grid. Despite the differences in scope and scale, all the traditional grids in practice share some common assumptions. They support mutually collaborative communities, adopt a centralized control for membership, and assume a well-defined non-changing collaboration. To support grid applications that do not confirm to these assumptions, we propose the concept of ad hoc grids. In the context of this research, we propose a novel architecture for ad hoc grids that integrates a suite of component frameworks. Specifically, our architecture combines the community management framework, security framework, abstraction framework, quality of service framework, and reputation framework. The overarching objective of our integrated architecture is to support a variety of grid applications in a self-controlled fashion with the help of a self-organizing ad hoc community. We introduce mechanisms in our architecture that successfully isolates malicious elements from the community, inherently improving the quality of grid services and extracting deterministic quality assurances from the underlying infrastructure. Description: The high energy lasers are emerging as an innovative material processing tool to effectively fabricate complex shapes on the hard and brittle structural ceramics, which previously had been near impossible to be machined effectively using various conventional machining techniques. In addition, the in-situ measurement of the thermo-physical properties in the severe laser machining conditions (high temperature, short time duration, and small interaction volume) is an extremely difficult task. As a consequence, it is extremely challenging to investigate the evolution of surface topography through experimental analyses. To address this issue, an integrated experimental and computational (multistep and multiphysics based finite-element modeling) approach was employed to understand the influence of laser processing parameters to effectively control the various thermo-physical effects (recoil pressure, Marangoni convection, and surface tension) during transient physical processes (melting, vaporization) for controlled surface topography (surface finish). The results indicated that the material lost due to evaporation causes an increase in crater depth of machined cavity, whereas liquid expulsion created by the recoil pressure increases the material pileup height around the lip of machined cavity, the major attributes of surface topography (roughness).
