The problem of this study has been an investigation and comparison of the school dropout rates of Mexican American and Anglo Students and their reasons for leaving school in a large metropolitan school district in Texas. The specific purposes were (1) to ascertain the dropout rates of Mexican American and Anglo students within similar socioeconomic status and to compare these rates; (2) to compare the reasons for dropping out of school given by Mexican American and Anglo students; and (3) to delineate the implications for the school district's instructional program and its operation. Based on an analysis of the findings of this study, the following conclusions were formulated: (1) the school district studied is not meeting the needs of Mexican American students, particularly Mexican American females; (2) it can be expected that Mexican American female students are more likely to drop out than are Anglo females; and (3) Mexican American and Anglo dropouts do not believe that there is anyone on the school staff in whom they can confide their decision to drop out.
The problem with which this investigation was concerned was that of determining the effects that an achievement motivation program had on changing the self-concepts and academic achievement among ninth-grade students in a triethnically mixed junior high school. The subjects for this study were ninth-grade students from a large southwestern city. The experimental program was conducted in a junior high school composed of Anglo, Mexican-American, and Negro students of approximately 30 per cent, 40 per cent, and 30 per cent ratios, respectively. The comparison school was an adjoining area with approximately the same ethnic mixture. In measuring changes in self-concept, the Piers-Harris Children's Self-Concept Scale was used. Teacher-assigned grades converted to numerical equivalents were used in measuring changes in academic achievement. All hypotheses were tested at the .05 level of confidence by using two by three analysis of covariance. All data were entered on computer cards, using computer services of North Texas State University.
This study was concerned with examining the process of educational policy-making at the central government level in the Republic of Korea through an application of systems analysis. The purposes of this study were (1) to examine the relationship existing between politics and education; (2) to construct a systems analysis for examining the process of educational policy-making; and (3) to identify problems and limitations in the educational policy-making process in the Republic of Korea. To accomplish these purposes analytic and descriptive methods were used as a research technique.
The problem with which this investigation is concerned is that of developing a scale for rating a public school superintendent in Texas in terms of his adherence to selected characteristics of administrative leadership. A secondary problem is to verify the hypothesis that very few schools in Texas, if any, use a rating scale to evaluate the performance of the superintendent. The purpose of this study will be to identify a set of administrative leadership characteristics which are accepted by members of Boards of Trustees, professors of educational leadership, and superintendents.
The problem with which this investigation is concerned is that of analyzing elementary school principals' perceptions of the Individually Guided Education process of staff development. A survey is made of 100 randomly selected principals from 18 states of the United States with regard to the problems of implementing the process in their schools.
The purpose of this study was to determine the effects that certain classroom management techniques would have on the self concepts and choice status of sixth grade students and to assess the potential of these techniques. All sixth grade students (86) enrolled in one elementary school participated in this study. There were four class sections, two of which made up the experimental group and two of which made up the control group. Only those students who were enrolled at the beginning of the study were included in the final data analysis. The IPAT Children's Personality Questionnaire, What You Do and What You Think (1963) provided a measurement of self concept. This instrument was reported to be a standardized self evaluation scale that assessed fourteen factors of personality. The sociometric test of specific criteria was used to identify students of low choice status. These two instruments were administered in January of 1972 and again in May of 1972.
Based on the position that perceptions about roles and functions within organizations affect the operational goals of those organizations, this study vas conducted to determine differences in perceptions among educational personnel in large Texas school districts as to the operation of purchasing departments. The data generated by the present study support the conclusions stated below: 1. All employee groups questioned feel that there is a significant discrepancy between current and ideal practices in purchasing departments. 2. Any tendency to protect the status quo appears to be limited to those involved with the purchasing system in its design and operation. 3. Being more closely associated with classroom operations causes a greater discrepancy in how purchasing department practices are viewed. 4. Secondary Teachers were either more intensely in favor of change or more willing to express opinions. 5. There exists the tendency to lose rapport with teachers the more removed one is from the classroom. 6. Communications gaps exist between purchasing departments and those in classroom operations.
The problem of this study was to examine the selection process used in the appointment of high school principals in the forty-eight large-city school districts of the nation. The purposes of this study were (1) to examine how principals of high schools in large-city districts are selected, and (2) to determine the criteria considered important in the selection process. In order to conduct this investigation a questionnaire was developed. The questionnaire was validated by a twelve-member panel composed of eleven public school administrators and a former United States Commissioner of Education. Significant findings which tend to be supported by the data are: 1. Human relations skills were considered as being most important in selecting principals. 2. Superintendents placed little value on the personal traits of candidates. 3. Instructional skills ranked third in importance. 4. The selection process depended heavily on biographical data and the use of the interview. 5. Teaching experience and a master's degree are essential. 6. Assistant superintendents are involved in the selection process more often than any other group, but superintendents are most influential in the selection process. 7. School facilities, pupils, and parents are seldom involved in the selection process, and when involved, their influence is minimal. 8. Very little use is made of rating scales and standardized tests. 9. In the selection process six items were identified as being very important and five items were identified as being of little value. 10. The instrument was able to isolate five categories that are present in the selection process, and fourteen items were identified as being the underlying factors in these five categories.
The problem with which this investigation is concerned is that of determining the procedures and methods elementary school principals in Texas utilized to implement the state-supported kindergarten program. A questionnaire was developed and content validity established by five authorities in the field of early childhood education. The questionnaire was forwarded to 100 randomly selected elementary school principals in Texas, and 94 percent returned the completed form. This study has a twofold purpose. The first is to describe the most frequently used procedures to implement the state-supported kindergarten program. The second is to identify those procedures used that are not educationally beneficial to young children to assist in statewide planning.
This study initially was designed to produce an in-depth profile of minority students at North Texas State University. After the original dissertation proposal was presented and accepted the "Family Educational Rights and Privacy Act of 1974" was passed. Considerable time passed while NTSU officials developed a legal basis as to the kind of information that would be accessible to doctoral students. The problem of this study was to construct a profile of minority students at NTSU who enrolled during the Fall and Spring semesters, 1974-75. It appears, and very significantly so, that the population percentage for minority students at NTSU is quite disproportionate when compared with the minority population percentage of the State of Texas. For the period examined, one out of every four students of minority designation was Latin-American while three out of four were of Afro-American ethnicity. The average minority student is from a population center that may be designated as a medium sized city to a large metropolitan area. The average minority student at NTSU is admitted from a large urban area high school, and not much preference seems to be given to native Texans. It appears that most minority students are admitted on the same basis as students from the dominant group--Scholastic Achievement Test score of 675. Minority female students outnumber the males at NTSU. The average minority student expects to graduate on time from the university. Also, the average minority student is unmarried with a preponderance of their numbers being "Freshman" as relates to academic level.
This investigation determines students' attitudes toward a "humanized" work climate. The possibility that attitudes developed before entering the labor force contribute to the lack of such environments is the basis of the research design. A review of motivation theories, relevant research and experiences of some "humanized" firms precedes the development of a model for a humanized climate. The three main elements of the model--team activity, the product, and the self-concept--are interconnected by elements such as self-control, job performance, autonomy, goal definition, and learning. The research questionnaire, a thirty-onestatement, Likert-type instrument, elicits attitudes about the time-task aspect of Kahn's "Work-Module." A Cronbach Alpha Coefficient of 0.74 indicates an acceptable reliability. The subjects, all male, were seventy senior business students at North Texas State University, fifty-six high school senior academic students from the Richardson, Texas ISD, thirty-two high school vocational students from the Garland, Texas ISD, and twenty-nine college vocational students from the El Centro Branch of the Dallas County Community College System. A 2 x 2 analysis of variance revealed a significant difference (P = 0.0038) between attitudes of vocational and non-vocational students. Vocational students apparently value an autonomous work situation. They prefer a job which permits them to develop and use four or five work skills, because that type of job appeals to their self-concept and promises economic and vocational security. However, students in academic programs consider their economic and job security best protected by structured and specialized jobs. Individuals who aspire to own their own business also prefer the structured climate; others prefer the autonomous environment. The difference in attitude between the two education levels was significant at P < 0.20. This study was concerned with which competencies are considered necessary for success as a Texas public school superintendent, and the results were derived from responses to a questionnaire by practicing school superintendents in Texas during the spring of 1975. Summary of Findings: The literature reviewed and the data obtained from the survey instrument appeared to indicate that school superintendents in Texas do need certain competencies in order to adequately fulfill their role in the educational setting. This study was limited to seventy-five school superintendents in Texas. There were variations in their responses depending on: 1. Size according to pupil population. 2. Wealth according to the amount of taxable value located in the school district subject to taxation backing each pupil enrolled. 3. Experience of the superintendent surveyed. There was no effort to develop historically the concepts related to the competencies necessary for success as a school superintendent in Texas. Only opinions of writers and school superintendents of schools serving in Texas schools were used in this study.
The problem of this study was to determine competencies which are necessary for effective administration by secondary school principals. The sources of data included a review of the literature and supplemental materials. The survey technique, employing a jury-validated questionnaire, was used to collect the perceptions of superintendents, principals, teachers, and college professors in the State of Texas. A total of 316 educators responded to the questionnaire. The development and findings of this study are presented in five chapters. Chapter I presents an introduction to the study. In Chapter II, a survey of the literature is reported. Chapter III contains details of the procedures employed in collecting data for the study. Chapter IV presents the data gathered through the use of the questionnaire. Chapter V presents the summary, findings, conclusions, and recommendations resulting from the study. The study identified eight general areas of competency for secondary school principals. Those competency areas were (1) organization and administration, (2) curriculum design and improvement, (3) the instructional process, (4) business and financial management, (5) student management, (6) personnel management, (7) facilities, equipment, and supplies, and (8) communications. A total of ninety-five competencies was identified from the literature and from communications with college professors and practicing school administrators. The six-member jury panel validated ninety-one competencies for inclusion on the survey questionnaire. Eighty-eight of the ninety-one competencies submitted to the educator sample achieved the criterion level for acceptance. An analysis of variance procedure revealed that significant differences among group means appeared at the .01 level on eleven of the competency statements. The competency-based preparation and certification concept appears to be sound and to be in harmony with other movements in American education. The purposes of this study were to 1) compare the characteristics between the elections that were successful and unsuccessful; 2) identify the purpose of the school bond issue (demographic characteristics); 3) identify the financial resources and structure of the school districts (economic characteristics); 4) analyze the public relations and publicity techniques used in the school bond campaign (communications variables); 5) determine the degree of responsibility assumed by individuals and groups for the educational, building, and bond needs of the school districts (group involvement); 6) ascertain personal and professional information about the district superintendent as it related to voter influence in the bond campaign; 7) determine prior bond election experience. The major conclusions were that the trend of large or small eligible voter turnout was inconclusive, urban districts had more difficulty than rural or suburban districts in passing bond issues, and bond issues were passed mainly for new facilities. School districts with large assessed valuation per resident student had better results than others. The newspaper, "general talking it up," speakers, public meetings, and telephone committees were effective means of communication. The superintendent, board of education, faculty, principals, P.T.A., and lay groups assumed the most responsibility in the elections.
The problem with which this investigation is concerned is that of achieving reliability of administrative judgment in the selection of beginning teachers. This study has a threefold purpose. The first is to determine the type and extent of investigation necessary to achieve reliability of judgment in the ratings of teacher applicants. The second is to investigate the feasibility of a Regional Education Service Center's providing personnel selection services to independent school districts. The final purpose is to develop recommendations relating to reliability in teacher selection.
The problem of this study is the development of a model curriculum for high school metallurgy students. The study was made at the Skyline Career Development Center of the Dallas Independent School District, Dallas, Texas. The study has three purposes. In addition to providing a model curriculum for high school metallurgy students, a second purpose is to describe the developmental processes by which the curriculum was derived. The third purpose is the evaluation of the basis of the content of the model curriculum. It was found that of the 76 concept-relationships stated, 64 were true as originally written according to the established rating criteria. It was also found that 64 of the 76 concept relationships stated were appropriate for understanding by high school students, although the two lists of 64 concepts were not identical. The unapproved concept statements were deleted or rewritten according to the established criteria. Only one of the 33 skills listed received a low rating. It was further found from a report of the metallurgy instructor that the 21 high school students in the metallurgy program had attempted a cumulative total of 374 of the 33 behavioral objectives in the curriculum and had accomplished a total of 289, or 78 per cent. Only 85 objectives, or 22 per cent, attempted were not completed, and 26 of these 85 were not finished because of a lack of time at the end of the school year.
The problem of this study was predicting teachers' job satisfaction and performance based upon selected factors in personal background and organizational properties of their school. The purposes of this study were to determine (1) whether seven organizational properties of a teacher's work environment were important in predicting five job satisfactions and job performance, (2) whether the five job satisfactions were important in predicting teacher job performance, and (3) whether there were significant differences in five job satisfaction scores and in performance rating between teachers grouped by fifteen independent variables. This study concluded that the use of data collected on the seven organizational properties increased the prediction of job satisfaction and performance. The addition of the five job satisfactions and seven organizational properties increased the prediction of job performance. The specific independent variables that had the highest relationship on criteria mean scores were Teaching Field, Teaching in Area of Preparation, Expenditure per Student, and Campus Size for elementary teachers. For secondary teachers the highest relationships were on Contract and Salary.
This study develops guidelines and an in-service model for secondary teachers supervising student teachers. The study provides guidelines for developing in-service teacher supervision activities in secondary schools that serve as student teacher centers. The study seeks to determine selection criteria for supervising teachers; to ascertain in-service program activities considered valid by experienced supervising teachers, administrators and college coordinators; to measure professional reaction toward recent co-operative implementation of Senate Bill Eight; and to assess current in-service programs for supervising teachers in the North Texas area and test their conformity with criteria stated by known authorities. The study reviews literature in topical areas considered by known authorities to be those in which secondary-school supervising teachers must function. A questionnaire was developed, validated and mailed to an aggregate of 239 secondary supervising teachers, college co-ordinators, principals and central office administrators in selected public schools, and colleges and universities in the North Texas area. Collection of data resulted in a 73.6 per cent return in a ten-day period. Degrees of differences among the beliefs of participant groups were revealed by the chi-square measure of significance. It was found that the supervising teacher is the most influential feature of the entire student-teaching program and that in-service staff development programs concentrating on supervision of student teachers are both wanted and needed. It was further found that there is no central trend, in the North Texas area, to meet the desired need. Only ten per cent of the supervising teachers have had formal training in the supervision of student teachers. Those who were least familiar with Senate Bill Eight and the Texas Education Agency's guidelines supported one to three two-hour, inservice sessions per year. Central office administrators supported from four to six two-hour, in-service sessions per year.
This biography of Prince Elmer Shotwell particularly emphasizes his contributions to Texas interscholastic athletics, to the University Interscholastic League, and to the Texas High School Coaches' Association. Data for this life study are from both primary and secondary sources, human and documentary as well. Shotwell's personal files and scrapbooks are used extensively, and supplementary data come from biographical data forms and tape-recorded personal interviews. The study includes biographical data of Shotwell's youth, educational background, marriage, and his endeavors in the teaching and coaching fields.The study discloses that Shotwell made contributions in various modes throughout his more than fifty years in the profession. Most of his professional endeavors were superimposed by his consistent personality traits of enthusiasm, industry, intensity, and persistence.
The problem of this study is to refine the "policy-capturing" model used in the selection process of interns for the Administrative Leadership Training Program in a large metropolitan school district. The subjects for this study consisted of 416 candidates over a three-year period. The statistical procedure of multiple linear regression analysis was used to test the hypothesis that it would be possible to model the decision-making process so that the predictive value would be 90 per cent or higher. During the refinement process, the unique contribution of variance accounted for by each predictor variable was examined,and interactions between certain variables were tested. Two refined models were formulatedand the predictive value of each was calculated. The predictive values of all the models were less than 90 per cent; therefore, the hypothesis was rejected.
This study was concerned with analyzing selected Texas school administrators in an attempt to locate intrapersonal patterns of (1) values, (2) leadership traits, (3) personality traits, (4) critical thinking ability, (5) perception, and authoritarianism. A second aspect was correlating these profiles with each other. The study had a threefold purpose. The first was to perform a detailed analysis of school administrators to determine selected intrapersonal patterns. The second was to determine possible relationships between these selected profiles. The third was to generate plausible hypotheses for testing the intrapersonal patterns found and for determining the magnitude of any existing relationships. The case studies revealed the uniqueness of each participant in this study. With the possible exception of one individual, certain weaknesses were evident in each of the participants. Canonical correlation and the Pearson correlation of D matrices determined that a relationship existed between many of the profiles. Eight hypotheses were presented at the close of the study as guides for additional research. The results of this study indicated that further research was justified in these particular areas. The results of this study indicated that intrapersonal patterns existed within school administrators and that these patterns or profiles are related. However, the determination of the magnitude of these relationships was left to additional research.
This study tests the effectiveness of a program designed to use extrinsic incentives in improving the motivation of disadvantaged students to achieve academic success. This study seeks to determine whether the specific extrinsic rewards provided in the program actually improve the success of students on classroom tests. A secondary purpose of the study is to assess the extent to which that success, if achieved, becomes itself a reinforcement sufficient to maintain continued success in the classroom. Ignoring age and grade, students from the sixth, seventh, and eighth grades were grouped by their skill level in mathematics and assigned to an individual teacher. The study was conducted during four consecutive two-week periods. Base-line data were obtained during the first two-week period of both experimental and control students under regular classroom conditions. Extrinsic incentives were applied to the experimental group during each of the following two-week periods and identical measures were taken during the same period of both the experimental and control groups. The analysis-of-covariance statistical treatment was used to compare changes on test success. The .05 level of confidence was held as the standard for statistical significance. Two extrinsic incentives, a free movie and a monetary reward, were employed to bring about improved performance on mathematical tests. Separate and combined effects of the incentives were examined for the total group and for subgroups based on sex, ethnicity, and initial mathematics ability.
The problem of this study is the effect of two training models on personnel who teach moderately and severely retarded children. The subjects of this study were sixty-two staff members who work with the moderately and severely retarded pupils in two large metropolitan school systems. Eighteen teachers, eighteen aides, and twenty-six volunteers participated in the study. Two observation instruments administered by trained observers were used as pre- and post-tests to measure the trainees' competencies in applying operant conditioning techniques in both group and one-to-one instructional situations. The purposes of this study were (1) to compare the effectiveness of an experiential model and a didactic model in preparing personnel to deliver cues and reinforcers when working with moderately and severely retarded children; (2) to compare the costs of equipment and supervisory personnel; and (3) to examine the relationship between the trainees' effectiveness of delivering cues and reinforcers to a group of moderately and severely retarded youngsters and the on-task behavior of those students. This report concludes that the trainees' self-evaluation of the training models indicated that they prefer simulated techniques and feedback, which denotes that the Experiential Model may foster certain kinds of incidental learning such as physical mannerisms and visual cues. The Experiential Model was superior in teaching trainees to cue in a one-to one teaching situation.
This study was based on the assumption that classroom teachers were in an advantageous position to judge their principal's role behavior and their principal's administrative performance. The problem of this study was to determine whether or not significant differences existed between teachers' perceptions of their principal's role behavior; whether or not significant differences existed between teachers' perceptions of their principal's administrative performance; and whether or not there was any relationship between teachers' perceptions of their principal's role behavior and his administrative performance. The findings in this study led to the following conclusions: Factors such as sex, education level, teaching experience, school level, school size, and school district do not effect principal’s behavior or administrative performance. However, differences were found in teacher perceptions for teachers with 5 years or less of teaching experience, rural/urban school setting, principal’s sex don’t differ in their role behavior; differing instead in educational leadership ability. It is concluded that principals are least effective in the area of educational leadership when comparing the four areas of administrative decision-making, communications, general administrative behavior, and educational leadership. They are most effective in general administrative behavior. Principals, in general, tend to exhibit transactional behavior. The majority of teachers do not indicate that their principal's role behavior has any relationship to their administrative performance as school principals.
This study is a description and analysis of the effect of criterion referenced test data on the acquisition of math skills and the mastery of selected objectives in fifth-grade students.The first chapter includes the introduction, statement of the problem, purposes of the study, statement of the hypotheses, background and significance., definition of terms, limitations, basic assumptions, and procedures for collecting data. The second chapter is a review of the literature pertaining to criterion-referenced testing and also includes a review of studies utilizing criterion-referenced test material. The third chapter describes the population being studied, the instruments used to measure achievement, and procedures for treatment of the data. The fourth chapter presents an analysis of the data collected for the study and a discussion of the findings. The fifth and final chapter presents a summary of the study, findings, conclusions, and recommendations pertaining to future research in the utilization of criterion- referenced testing. The subjects in this study were sixty, fifth-grade students attending Lakeland Elementary in the Lewisville Public School System who comprised the experimental group and sixty, fifth-grade students attending Central Elementary in the same district, who comprised the control group. The Comprehensive Test of Basic Skills (Form G Level 2), and the Prescriptive Mathematics Inventory (Aqua Level), were administered to both groups, with the pretest occurring in September, 1973 and the posttest being administered in April, 1974. Analysis of covariance and chi square goodness of fit were the techniques used to analyze the data statistically. Significant change was found to take place in the experimental group in mastering a greater proportion of the objectives selected for this study. The socio-economic level and educational background of the parents of the subjects in this study proved to be a significant factor in mastering the objectives selected for this study. This study sought to review the due process appeal cases that came before the Texas State Commissioner of Education from 1970 to 1975 in order to determine the impact of the decision upon school districts' management and operation. Five purposes directed this study and are as follows: (a) to review the cases appealed to the State Commissioner from 1970 to 1975, (b) to develop a cross reference for cataloging these decisions, (c) to develop a handbook on reference materials for local administrative use, (d) to outline a special procedure for orderly due process, and (e) to determine the impact of these decisions rendered to concerning local school district policy. These five purposes were attained through a research design combining historical research methodology with survey research methodology. In conclusion, negligible impact was observed on school districts as a result of due process appeal cases. No school board changed policy as a result of the commissioner's decision. In summary, the five purposes were met. Attaining these five purposes produced the following, which are contained in the report: (a) a Cross-reference Matrix for cataloging decisions, (b) an Administrative Due Process Handbook containing case briefs, (c) a procedure for orderly due process, and (d) data results with interpretation.
This study compares present policies and procedures for selection of school board members in districts of The Council of Great City Schools with those advocated by board members, professional educators, and representatives of lay organizations. To determine present selection policies for school board members, a questionnaire was sent to the business manager of each participating district. Replies were received from twenty-one of the districts and presented in tables including number and percentage of respondents for each item. To determine opinions of board members, professional educators, and members of lay organizations, a thirty-five-item questionnaire was mailed to 190 board members, 22 school superintendents, 19 college professors, 19 PTA representatives, 22 NAACP representatives, and 11 chamber of commerce representatives. After a return of 200 usable questionnaires, data were presented in separate tables including number of respondents and percentage of respondents. Using the contingency coefficient technique for statistical analysis, null hypotheses were formulated to test relationships between the opinion of respondent groups and selection policies and procedures actually in use. The chi square test was applied to test the relationships, with the .05 level of significance as the criterion. Results were tabulated collectively. Tabulated results indicate that board members should be elected at general elections on a non-partisan basis representing at-large districts, should serve four-year, overlapping, unrestricted terms, should meet local legal requirements, should receive some type of compensation, and should not represent occupational and other special interest groups. Based on this survey, it is recommended that a similar study be made in districts with less population than those districts studied to determine if policies and'procedures for selection of school board members in the districts are comparable.
The problem of this study is to determine the extent to which the Texas Education Agency and selected school districts have implemented the legislative provisions of House Bill 467, enacted by the Sixty-First Texas Legislature. No hypothesis is advanced. The purpose of the study is twofold: first, it describes the sequential development of the crime prevention and drug education program by the Texas Education Agency as mandated through House Bill 467; and second, it determines the current status of the crime prevention and drug education program in selected school districts through the use of a semi-structured personal interview with the individual assigned primary responsibility for coordination of the program in each of the nineteen school districts included in the study. It is the further purpose of this study to determine principal and teacher perceptions toward twenty-two factors related to drug abuse among students. This was accomplished through the use of a perception survey mailed to a random sample of 1,184 teachers and all 149 principals within the nineteen school districts participating in the study. This procedure resulted in the return of usable surveys by 804 teachers and 119 principals.
This study investigates the effect of the student teaching experience on attitudes toward the use of punishment in the classroom. Student teachers in large innercity and suburban secondary schools furnished data, which were analyzed with a semantic differential technique and the Purdue Attitude Scale Toward Any Practice. The study seeks to determine the effect of student teaching on attitudes of prospective teachers toward punishment in the classroom for discipline purposes, as measured by a semantic differential; to determine differences in attitude changes when student teachers were grouped according to sex in pretests and posttests; to determine differences in attitude changes between those in inner-city schools and suburban schools; to determine the effect of student teaching on the attitudes of prospective teachers toward corporal punishment in the classroom as measured by the Purdue Attitude Scale Toward Any Practice. This study concludes that a beginning student teacher's attitudes toward punishment in the classroom changes significantly with experience. Attitudes of student teachers in inner-city schools do not change significantly more than those in suburban schools. Attitudes of female student teachers toward corporal punishment change more than those of males. The rules of the particular school in which the student teacher does his teaching influence the student teacher appreciably.
The problem of this study was to determine teachers' perceptions of their school organizational climate, to determine teachers' perceptions of their principal's leadership behavior, and to ascertain the relationships between teachers' perceptions of school organizational climate and principal's leadership behavior. The study had three major purposes. The first was to determine teachers' perceptions of their school organizational climate as measured by the Organizational Climate Description Questionnaire (OCDQ) across selected variables. The second was to determine teachers' perceptions of their principal's leadership behavior as measured by the Leader Behavior Description Questionnaire (LBDQ) across selected variables. The third was to ascertain whether significant relationships existed between teachers' perceptions of school organizational climate and their principal's leadership behavior. Based on the analyses of data, the conclusions could be drawn that: 1. The school organizational climates as perceived by secondary school teachers tended to fall into the closed end of the open-closed climate continuum. It is interesting to note that teachers with more years of teaching experience perceived their school organizational climates as being open. 2. All of the teachers in this study perceived their principal as an effective leader. 3. There was a significant relationship between organizational climate and principal's leadership behavior; however, no matter how teachers perceived their school organizational climate, they still perceived their principal as an effective leader.
The problem of this study was to identify a minimum competency-testing framework for the state of Texas, based upon perceptions of superintendents of schools. Additionally, this study attempted to determine whether relationships existed between school district characteristics and the superintendents' perceptions of minimum competency testing. In summary, eight conclusions were reached with regard to minimum competency testing. Two implications have been presented which would direct the application of a minimum competency framework within the state of Texas. Finally, six recommendations have been made. Five recommendations dealt with additional studies, while one recommendation dealt with the Texas Education Agency's use of results from the five recommended studies.
This study considered the problem of the relationship between the self-concept of selected teachers and the achievement of the pupils taught by these teachers. This study sought to determine if pupils of teachers with high selfconcept showed statistically significant higher achievement than pupils of teachers with low self-concept. A secondary purpose was to determine if there were any significant differences in self-concept between teachers from the various subject areas selected for this study. Ignoring age, I.Q., and level of achievement, pupils were assigned to their classes. Only pupils in the sixth and eighth grades were used in the study. They became a part of a research group by being in the Monday, first period class of one of the selected teachers. The study was conducted during a twenty-six week interval spanning part of the fall, all of the winter, and part of the spring quarters. The Tennessee Self Concept Scale was administered to the selected group of teachers in October to establish a measure of the teachers' self-concept. Data generated by this test were treated by simple analysis of variance. The Iowa Test of 3. In mathematics, the indication of this study was that pupils of teachers with low self-concept performed better than did pupils of teachers with high self-concept. However, the data in this area was not statistically significant.
The study is concerned with the change in mathematical conceptual understanding and computational skills of elementary school pupils during an academic period of twelve months in selected schools using mathematics resource personnel. Researching instructional techniques for mathematics concepts being taught in the elementary school and assisting in the implementation of the research into classroom procedure were the functions of the resource personnel. A total evaluation of the data was used to form the following conclusions confined to the population used in the study and the experimental procedure which was followed: 1. The use of mathematics resource personnel did not prove effective in improving the computational skills of the first or third grade elementary school pupil. 2. The use of mathematics resource personnel did not prove effective in improving the conceptual understanding of the first grade elementary school pupil. 3. The use of mathematics resource personnel did prove effective in improving the conceptual understanding of the third grade elementary school pupil following a six month period of treatment. 4. The use of mathematics resource personnel did not prove effective in improving the conceptual understanding of the third (now fourth) grade elementary school pupil following a twelve month period of treatment.
The problem of this study was to assess and compare selected student and environmental variables in seven open-area elementary schools carefully matched with seven traditionally-constructed elementary schools on eight different criteria. The hypotheses were formulated to carry out the following four purposes of the study: 1. To determine the differences between the achievement test scores in reading, language, and mathematics of students attending open-area elementary schools and scores of similar students attending traditionally-constructed elementary schools, as measured by the California Achievement Test and the Comprehensive Tests of Basic Skills administered in grades one, two, and three. 2. To determine if there was greater individualization of instruction in open-area elementary schools as measured by the Individualization of Instruction Inventory. 3. To determine if students attending open-area elementary schools evidenced a greater number of positive actions toward school, as indicated by attendance, number of acts of vandalism, and number of suspensions from school shown in official records of the school district.
The purposes of the study were: (1) to determine whether the experience of attending a human relations workshop produces a change in anxiety levels as measured by two instruments, the Janet Taylor Manifest Anxiety Scale and the Anxiety Scale (Omnibus Personality Inventory); (2) to compare the mean anxiety scores of the experimental treatment group and the control group using the variables of sex, teaching level, and years of experience in public school teaching; and (3) to determine the retention effect on anxiety over an intervening time span of four months for the experimental treatment group. The following are conclusions derived from this study: 1. Whatever effect the experience of attending a human relations workshop had, it cannot be measured by the Anxiety Scale (OPI) or the TMAS. 2. No segment of a school population will experience increased anxiety as a result of attending a Thiokol human relations workshop (1). 3. No significant changes in levels of teacher anxiety can be expected from attending a one-week human relations workshop with the possible exception of individuals with six or more years’ experience who did report lowered anxiety. 4. There is no longitudinal effect on levels of anxiety for teachers as a result of a human relations workshop experience.
This study reports on an investigation of the effects of busing on the academic performance and selected school-related attitudes of white fourth- and fifth-grade students in urban elementary schools. The 900 subjects of this study included 169 fourth-grade bused white students, 298 fourth-grade non-bused white students, 189 fifth-grade bused white students, and 264 fifth-grade non-bused white students, all assigned to desegregated schools. Based on the findings of this study, the following conclusions were drawn. 1) When middle-class, white fourth-grade students are bused to desegregated schools similar to their neighborhood schools, they can be expected to sustain positive attitudes about school and self. 2) The achievement made by fourth-grade bused white students in desegregated schools can be anticipated to be equivalent to the achievement of non-bused white students in desegregated neighborhood schools. 3) When middle-class, white fifth-grade students are bused to desegregated schools similar to their neighborhood schools, they can be expected to sustain positive attitudes about school and self. 4) The achievement made by fifth-grade bused white students in desegregated schools can be anticipated to be equivalent to the achievement of non-bused white students in desegregated neighborhood schools. 5) The effects of busing on middle-class, white fourth- and fifth-grade students transported to environments similar to their former schools appear unrelated to school achievement and attitudinal factors toward school.
The problem of this study was to determine legal, moral, and social responsibilities and practices of the Texas public school system in dealing with religion. The purposes of the study were (1) to determine the impact of state and federal judicial decisions on religious practices in schools, (2) to review the historical background for trends of religious practices in the public schools of Texas, (3) to determine the social and professional influence on religious practices in public schools, and (4) to survey current religious practices from a select sample of public schools in Texas to determine if schools were basically sectarian. The following conclusions are inferred: I. It is not the intention of the Supreme Court of the United States to deny the existence of a Supreme Being, but rather its intention is to assure each individual freedom from any form of an established religion. 2. School policies do not delineate the role of religion in public school, 3. Through careful planning, progress could be made in developing policies for a study of religion which will complement, not supplement, the religious teachings of the home and of the church. 4. There are many opportunities for public schools to provide religious materials and courses in religion which are within the legal scope of Amendment I of the Constitution of the United States.
The findings of this investigation support the following conclusions. 1. The review of published research reports yielded conflicting conclusions as to the value of using minicalculators in teaching mathematics to students. 2. The use of minicalculators does not improve a student's mathematical achievement as measured by the Comprehensive Tests of Basic Skills. 3. The use of minicalculators does not improve a student's attitude as measured by the Likert-Tye Attitude Scale. 4. The use of minicalculators does not improve a student's self-esteem as measured by the Self-Esteem Inventory. 5. There is no significant difference in attitude, selfesteem or mathematical achievement between boys and girls in the area of mathematics.
This study addressed superintendents' value perceptions of nineteen component parts of P.L. 94-142, The Education For All Handicapped Children Act of 1975. In addition, the study sought to determine whether relationships existed between superintendents' value perceptions of P.L. 94-142 and (1) school district size and (2) total years experience as a superintendent. As a result of this research, twenty-one conclusions were drawn, consisting of Texas superintendents' perceptions of several aspects of P.L. 94-142 such as: its effectiveness, appropriateness, process hearing costs, funding, time/cost efficiency, feasibility, and ultimate goal. Additionally, there was no significant relationship between the total number years served as a superintendent, or the size of school districts served, and the superintendents' value perceptions concerning P.L. 94-142. In summary, twenty-one conclusions were reached regarding superintendents' value perceptions of P.L. 94-142. A total of seven implications were drawn from the conclusions. Finally, seven recommendations for future study were made.
The problem of this study was to determine the effectiveness of community education in Texas as perceived by the superintendents, community education directors, and selected laymen in the participating school districts. The sources of data included a review of the literature and supplemental materials. The survey technique, employing a jury—validated questionnaire, was used to collect the perceptions of superintendents, principals, teachers, and college professors in the State of Texas. A total of 121 educators and lay participants responded to the questionnaire. As a result of the study, it appears that according to the perception of those surveyed, that the community education programs in Texas are accomplishing at least 83 percent of all the goals purported in the nationally-circulated literature. Based on the study, it appears that the ongoing community education programs in Texas are perceived to be effective by those most closely associated with them and therefore deserve to continue to receive special considerations and funding.
The problem of this study was to identify a means for improving the administration of curriculum and instruction by exploring the utilization of leadership personnel in addition to the principal. This study focused on the determination of the responsibilities that should be delegated chairpersons and the degree of autonomy that should be associated with each responsibility. Major implications were as follows. 1) Job descriptions should be developed for department chairpersons listing responsibilities and specifying guidelines within which department chairpersons should function. 2) Effective communication channels must exist between principals and department chairpersons and between department chairpersons and teachers to insure that department chairpersons perform their duties in accordance with the will of the principal. Teachers must understand the position of department chairperson for optimum use of the departmental organization. 3) Another implication is that department chairpersons should be provided in-service training to assist them with understanding and fulfilling their responsibilities . Additionally, evaluation procedures should be developed based on assigned responsibilities to provide a means of improving effectiveness. 4) A major implication is that by effectively utilizing department chairpersons, principals will experience some relief and assistance . This would allow principals to function more effectively in supervising the instructional program and accomplishing other administrative duties.
The problem of this study was to determine the perceived needs of selected Texas public school administrators in the areas of competence addressed in the PEEL (Performance Evaluation of the Educational Leader) definition of administrative competence. The conclusions included the following: 1. Between levels of administrative activity, differences were indicated in the high indexes of perceived need on the competency statements between the superintendency-level staff members (superintendent and his advisory staff who hold "line" positions) and the building-level administrators (elementary principals, junior high principals, and senior high principals). 2. Superintendency-level staff members tend to exhibit higher perceived needs on the competency statements relating to instruction and student-oriented responsibilities than do building-level administrators. 3. The size of a school district in which an administrator is employed, the number of years that an administrator has in educational administration, and the highest degree earned by an administrator cause no significant differences to appear in the manner in which an administrator assesses his perceived need on a particular competency statement.
The findings of this investigation support the following conclusions concerning junior high schools. 1. A positive approach to discipline can be expected to have a significant positive impact on students' opinions of school. 2. A positive approach to discipline can be expected to have a significant positive impact on teachers' opinions of school. 3. A positive approach to discipline can be expected to have a significant positive effect on school atmosphere as evidenced by fewer discipline cases and increased student involvement. 4. A positive approach to discipline will result in increased teacher participation in areas such as sponsorship of student clubs, mini-courses and other extracurricular activities. 5. A school-wide positive approach to discipline will result in increased direct teacher involvement with students. 6. A school-wide positive approach to discipline will result in increased parent-school communication. 7. A school-wide positive approach to discipline will result in fewer truancy problems. 8. A school-wide positive approach to discipline will result in fewer serious behavior problems resulting in Reassignment School or suspension.
Interest in this study was evoked by concern over the small percentage of women employed as school administrators. Despite recent legislation, this situation has not changed markedly. This study was needed to determine the current status, attitudes, and concerns of women certified as administrators in Texas with those of the superintendents of Texas public school districts? and to compare the differences of the two concerning this situation. It was concluded that not only did a larger percentage of the women prefer to be employed as elementary school administrators, but also the superintendents felt they would be more likely to be employed at that level. It was further concluded that a majority of the superintendents were likely to give women substantial consideration for employment as elementary school administrators, but were unlikely to hire them as chief administrators of their secondary schools. Many of the women also perceived that Texas school districts are still "in effect" participating in sexually discriminatory hiring practices whether or not the superintendents are aware of the situation. The attitudes of the women and the superintendents very clearly differed concerning opportunities available for female administrators in Texas.
It has been just over twenty years since the Brown v. Board of Education of Topeka, Kansas decision was handed down by the Supreme Court. During this period, educators, and in particular, school administrators have found themselves in a unique position between two masters—the public that supports public education through taxes, and the orders of the courts they are legally required to follow. Therefore, school administrators, functioning as social engineers, have devised various practices to provide a smooth transition from segregated to desegregated school systems. This study was designed to determine the practices used by selected school districts to cope with this change and to determine the effectiveness of these practices as perceived by central-staff administrators. Selected large city school districts with enrollments of 30,000 students and above, located in the six southern states under the jurisdiction of the Fifth Circuit Court of Appeals, were selected for this study. These districts, of which there were thirty-four, also had to be under a federal court desegregation order to be included. The survey data reveal that the most effective desegregation practice for students is the provision of alternative schools and programs to assist students unable to cope with the regular school environment. Training administrators in conflict management was perceived to be the most effective practice for administrators, followed closely by training in the shared decision-making process. For teachers, the recruitment of minorities and using teacher aides were perceived to be the most effective practices.
The problem with which this study is concerned is that of the gross under representation of females in educational administrative positions. Answers to the following questions were sought. (1) What are the reasons there are not more female administrators in education? (2) What are the reasons that more female educators do not aspire to become administrators? (3) What are effective means by which capable female educators can be encouraged to qualify themselves for positions in educational administration? Findings showed that the participants perceived that administrators are drawn from a predominantly male candidate pool and that women are not encouraged to compete for administrative jobs by their school district administrators. Most effective means for encouraging women to become administrators were encouragement by various people who have personal contact with the teacher, provision of role models, awareness of opportunities through on-the-job work, appointment of women to legitimate rather than token administrative positions, provision of financial encouragement, and administrative internship programs. Conclusions included (1) Women teachers do not perceive that women have chosen administration as a career field to the extent that men have. (2) Women teachers do not perceive women as lacking in ability to become administrators. (3) People who have personal contact with a woman teacher can greatly influence her. (4) Most of the reasons given why women are not and do not aspire to be administrators were not determined to be of great impact when considered individually in this study.
The problem with which this study was concerned was that of determining which of the "Goals for Public School Education in Texas" were perceived as appropriate by local educators and students in smaller school districts and to determine the degree to which each of these goals was being implemented. This study had a two-fold purpose. The first was to compare the differences between appropriateness and implementation as perceived by senior students, teachers, administrators, and the composite group. A comparison between the three groups regarding both appropriateness and implementation was also made. The second purpose of the study was to determine if sex, ethnic background, and geographic location were factors when comparing perceptions concerning the appropriateness and implementation of the "Goals for Public School Education in Texas." The comparison between students, teachers, and administrators revealed a significant difference between the groups on each, of the eighteen goals regarding appropriateness. With regard to implementation, there was a significant difference between groups on eight of the goals. Differences were generally between students and teachers and students and administrators. The comparison between male and female students revealed that the female students perceived the goals to be more appropriate than did the male students. There were no significant differences between their perceptions regarding implementation. There were significant differences between Anglos, Blacks, and Mexican Americans on ten of the eighteen goals with regard to appropriateness and on three of the eighteen goals regarding implementation. Generally the Anglos perceived the goals to be more appropriate than the other two groups. Geographically there were significant differences between the regions regarding both appropriateness and implementation. Differences varied regarding perceived appropriateness. Central Texas generally perceived implementation higher than the other regions and West Texas generally perceived implementation lower.
The problem with which this investigation is concerned is that of determining the extent to which the elementary schools in the province of Sukhothai, Thailand, reflect an open or closed organizational climate. This study has two purposes. The first is to identify the organizational climate of elementary schools in the province of Sukhothai, Thailand, as measured by the Organizational Climate Description Questionnaire (OCDQ). The second is to determine the differences between the organizational climate of elementary schools with enrollments of 300 students or less and elementary schools with enrollments of more than 300 students. The conclusions of the study indicated that the climate of the elementary schools in the province of Sukhothai, Thailand tended to be more closed than open. Principals tend to perceive the climate of the school to be more open than do the teachers. Teachers in elementary schools with enrollments of 300 or less perceived the climate of the schools to be more open than do teachers in elementary schools with enrollments of more than 300 students. And when the school size increases the climate is more likely to be closed.
The problem of this study was to compare schools that utilize individualized instruction with schools that utilize a traditional or group-oriented approach to instruction. Comparisons were made relative to student perceptions of the schools' environmental climates, expectancy for school success, and promotion and non-promotion practices. The sources of data included a review of the literature related to traditional elementary education, the history and development of individualized instruction, humanistic aspects of individualized instruction, and the role of school personnel expectancy in individualized instruction. The Elementary School Environment Survey was used to collect the perceptions of 1,600 fifth-grade students about their school environments. A teacher self-report questionnaire, as well as a principal self-report questionnaire, provided data pertaining to expectancy for school success and non-promotion practices. Sixty-two fifth-grade teachers and twenty elementary principals responded to the questionnaire. The data gathered in this study indicated that fifth-grade students have similar perceptions of their school climate related to involvement, independence, morale, equity, and resources. Students in the traditional or group-oriented schools perceived their schools as being more humanistic. Elementary principals and teachers in individualized instruction schools and in traditional group-oriented schools do not differ in their expectations for school success. Schools utilizing individualized instruction non-promote a much lower percentage of their students.
The problem of this study was to measure, to compare, and to analyze the amount of stress, as indicated by heartbeat rate, experienced by students during teaching-learning activities in sixth-grade mathematics in a regular classroom. The bases for comparison were the heartbeat rates of selected students as recorded by a cardiotachometer and achievement scores on pretests and posttests dealing with verbal problems. All data were analyzed using the t-tests for the significance of the difference between the means. Findings of the study showed that students did experience increased heartbeat rates while solving verbal problems in sixth-grade mathematics. Also, during the teaching-learning activities, students who solved verbal problems using the realistic approach did not experience more stress than students who solved problems using the standard approach. The standard group did not perform significantly better than the realistic group on the standard pretest-posttest. However, students who were involved in the realistic method achieved better on all types of problems than did students who were taught by the standard method.
