The report was developed to assist the European Commission in the context of the review of options for the EU ETS after 2012, during the third and subsequent phases of the Scheme. The report covers topics related to allocation alternatives as well as several other issues. All of the material contained here was developed initially as a set of briefing notes for the Commission in 2007. Description: The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

Born Digital: Guidance for Donors, Dealers, and Archival Repositories

Description: The report provides recommendations to help ensure the physical and intellectual well-being of materials created and managed in digital form ("born digital") that are transferred from donors to archival repositories. The report is presented in four sections, each of which provides an overview of a key area of concern: initial collection review, privacy and intellectual property, key stages in acquiring digital materials, and post-acquisition review by the repository. Each section concludes with two lists of recommendations: one for donors and dealers, and a second for repository staff. Appendixes provide more specific information about possible staffing activities, as well as a list of resources and ready-to-use checklists that incorporate recommendations from throughout the report. Ten archivists and curators from institutions in the United States and United Kingdom collaborated on the report.

Description: Digital technology is making it possible for publishers and libraries to gather data on the dissemination and use of scholarly publications in unprecedented detail and on an unprecedented scale. While data arising from the digital distribution of content provides new opportunities for understanding the scholarly communication ecosystem, it also creates socio-technical challenges for understanding how scholarly content is shared and used across networked knowledge landscapes. Libraries and institutions will require the context that aggregate data can provide to effectively use the data they collect, but they will be unable to create this context alone. This risks leaving the collection of data in the hands of a small number of well-resourced organizations—likely commercial—that do not answer to the community. The proposed Publishing Analytics Data Alliance will serve as a cooperative in which representatives from all of the relevant academic publishing stakeholder groups (academic publishers, research libraries, research centers, and aggregators) collaborate to address the socio-technical challenges around publishing analytics: developing a data model, workflows, and prototype for aggregation and display of usage data relating to digital monographs, and creating an accompanying code of ethics and terms of use for data gathering, analysis, and dissemination by members.

Climate Change and Insurance: An Agenda for Action in the United States

Description: This report is the first report of its kind that attempts to overlay a detailed distillation of climate change science with U.S. insurance industry activities around climate change. This report aims to go beyond an investigation of only hurricanes to also address the implications for the U.S. insurance industry of other impacts of climate change including forest fires, floods, and storm surge (although storm surge is not commercially insured, this report describes how government insurance backstops interact intimately with commercial insurance products and with consumer perception of risk). The report finds that U.S. insurers are far ahead of many of their overseas counterparts in assessing current catastrophic (cat) risk through sophisticated cat risk modeling that is based on historical weather events; however, U.S. insurers appear to lag behind their European peers who have begun to conduct studies of climate change and are beginning, though slowly, to incorporate future climate change scenarios into cat risk models, particularly for flooding.

Clouds in the Balance

Description: This feature article provides a summary of study about the role of clouds in the balance. Until recently, scientists were uncertain whether clouds had an overall net cooling or heating effect on the Earth's climate. But recent studies show that, in the tropics, a "near cancellation" between shortwave cooling and longwave warming exists, which indicates that the amount of incoming radiant energy is roughly equal to the amount of outgoing radiation. However, small changes in tropical cloudiness can disrupt this precarious balance.
