Allocation and Related Issues for Post-2012 Phases of the EU ETS
This report provides information on major design options related to the allocation of emissions allowances under the European Union Emissions Trading Scheme (the EU ETS, or "the Scheme"). The report was developed to assist the European Commission in the context of the review of options for the EU ETS after 2012, during the third and subsequent phases of the Scheme. The report covers topics related to allocation alternatives as well as several other issues. All of the material contained here was developed initially as a set of briefing notes for the Commission in 2007. The topics covered in the report are divided into two major categories: (1) assessment criteria and other general features, including cap-setting; and (2) allocation alternatives and issues specifically related to allocation.

On April 3, 2007, Governor Mike Beebe of Arkansas established a Governor's Commission on Global Warming with the signing of HB2460. The commission will study the potential impacts of climate change on the state’s environment and economy, and then recommend a global warming pollutant reduction goal and strategies for achieving it. Commission members will include representatives from the state government as well as many groups including scientific, energy, forestry, agricultural, and environmental organizations, among others. The Commission must report its findings by November 1, 2008.

Blue Ribbon Advisory Council on Climate Change, Report to Governor Jon M. Huntsman, Jr.
The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

Draft Report of the 26th Session of the IPCC
The IPCC Panel at its 26th session called on partnerships and collaboration to address climate change, as well as a better understanding of social and economic dimensions of mitigation and adaptation. The Panel recalls its support for decoupling the climate modeling work from the emission scenario development work, in order to allow climate modelers a quick start with their work after the completion of the AR4. Also, the Panel now requests the Steering Committee on New Scenarios to prepare a few benchmark concentration scenarios through the IPCC Expert Meeting 19-22 September 2007 in Noordwijkerhout, The Netherlands. These benchmark concentration scenarios should be compatible with the full range of stabilization, mitigation and baseline emission scenarios available in the current scientific literature.

The First Ministerial Regional Forum
The First Ministerial Regional Forum on Environment and Health in Southeast and East Asian countries was held in Bangkok, Thailand on 9 August 2007. The forum was jointly organized by the United Nations Environment Programme (UNEP) Regional Office for Asia and the Pacific and the World Health Organization (WHO) Regional Offices for the Western Pacific and South-East Asia, and hosted by the Ministry of Natural Resources and Environment and Ministry of Public Health, Government of Thailand and the Chulabhorn Research Institute (CRI). The forum was attended by Environment and Health Ministers from fourteen Southeast and East Asian countries including Brunei Darussalam, Cambodia, People’s Republic of China, Indonesia, Japan, Republic of Korea, Lao People's Democratic Republic (PDR), Malaysia, Mongolia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. The agenda and annotated agenda of the forum are given in Annexes 1 and 2, respectively, and a list of participants is enclosed in Annex 3.

Low Carbon Shipping, Transport & Market Incentive Programs

It aims to evaluate the suitability of the US EPA (Environmental Protection Agency) Smart Way Transport Partnership as a model for the EU to promote more efficiency and low carbon shipping of goods to market. Making Energy-Efficiency Happen: From Potential to Reality: An Assessment of Policies and Measures in G8 Plus 5 Countries, with Recommendations for Decision Makers at National and International Level
The WWF report shows that G8 plus 5 countries have even greater energy efficiency potentials in these sectors and that endorsing these targets is technically and economically feasible for all countries. It estimates the efficiency potential for the transport sector at 25-50 per cent, for the building sector at 30-45 per cent, and for the power sector at 4-45 per cent by the year 2030, depending on the country.
Montana Climate Change Action Plan: Final Report of the Governor’s Climate Change Advisory Committee
Report of the Governor’s Climate Change Advisory Committee, managed by the Montana Department of Environmental Quality and facilitated by the Center for Climate Strategies. Regional Initiative on Environment and Health: The Third High-Level Officials’ Meeting Report
The Third High-Level Officials Meeting on Environment and Health in Southeast and East Asian countries was held in Bangkok, Thailand on 8 August 2007. The First High-Level Officials Meeting was held in Manila, Philippines in November 2004, where a regional initiative on environment and health was launched, and the Second High-Level Officials Meeting was convened in Bangkok, Thailand in December 2005, where a draft Charter of the Regional Forum on Environment and Health was discussed. This Third Meeting was conducted prior to the First Ministerial Meeting, to review the progress made in national and regional actions since the Second High-Level Meeting, and discuss and endorse the draft Charter and the composition and work plans of the regional Thematic Working Groups (TWGs) on six priorities for submission to the Ministerial Meeting. The agenda and annotated agenda of the meeting are given in Annexes 1 and 2, respectively, and a list of participants is attached as Annex 3.
Report of Planning Workshop on MAIRS Mountain Zone Implementation
Monsoon Asia Integrated Regional Study (MAIRS) is an IRS research program over monsoon Asia under START and the Earth System Science Partnership (ESSP). It was established to address questions about the coupled human and environment system in the monsoon Asia region. The vision of MAIRS is to significantly advance understanding of the interactions between the human and natural components of the overall environment in the monsoon Asian region and implications for the global earth system, in order to support strategies for sustainable development. Regional-scale studies of global change provide the knowledge base for undertaking vulnerability analyses, identification of hotspots of risk and studies of environmental degradation which are crucial for the sustainable development. Regions may manifest significantly different environmental dynamics, and changes in regional biophysical, biogeochemical and anthropogenic components may produce considerably different consequences for the earth system at the global scale. Regions are not closed systems and thus the linkages between regional changes and the global earth system are crucial. This specific report focuses on Planning Workshop on MAIRS Mountain Zone Implementation that held in China. Integrated Regional Studies (IRSs) should have relevance for people living in the regions and should provide a sound scientific basis for the sustainable development of the countries in the regions, and IRSs are also important from an earth system science perspective.

AN ACT to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §22-5-19, relating to the establishment of a program to inventory emissions, reductions and carbon sequestrations of greenhouse gases; creating a voluntary registry for the reporting of voluntary reductions of greenhouse gas emissions if the reductions are made before they are required by law; clarifying that certain industries are exempt from reporting; providing public recognition of voluntary reduction or avoidance of greenhouse gases; providing definitions; and providing consideration of the reductions under future federal greenhouse gas emission reduction programs.
A Strategy for Climate Change Stabilization Experiments with AOGCMs and ESMs
