2016 Performance and Accountability Report
The FY 2016 Performance and Accountability Report for the Institute of Museum and Library Services comes as IMLS begins a yearlong celebration marking its 20th Anniversary. In the last 20 years, IMLS has worked to benefit libraries of all types: public, research, academic and tribal; and museums of all disciplines: history, botanic gardens, aquariums, science and technology centers, children’s museums and zoos. With the help of a range of partners, IMLS has inspired libraries and museums to advance innovation, learning and civic engagement. That work will continue into the coming years as libraries and museums are urged abd encouraged to “Reimagine the Future” and how they can best serve the communities in which they reside. Those goals are reflected in this year’s report: to continue to focus on creating a nation of learners by preserving and providing broad public access to collections and content; and promoting policies that ensure robust library, museum, and information services for all Americans. IMLS continues to be an outstanding steward of federal funds and will continue to look for ways to achieve even greater impact on library and museum services throughout the United States.
2019 Web Almanac: HTTP Archive's Annual State of the Web Report
The Web Almanac is an annual state of the web report combining the expertise of the web community with the data and trends of the HTTP Archive. The Web Almanac is a project organized by HTTP Archive. HTTP Archive was started in 2010 by Steve Souders with the mission to track how the web is built. It evaluates the composition of millions of web pages on a monthly basis and makes its terabytes of metadata available for analysis on BigQuery48.
Advancing the National Digital Platform: The State of Digitization in US Public and State Libraries
The publication summarizes the results of a needs assessment and gap analysis of digitization activities by public libraries and state library agencies in the United States. The report outlines key findings from surveys of U.S. public libraries and state library agencies, and provides observations and recommendations for future exploration in the area of supporting digitization efforts in public libraries.
Appraising our Digital Investment: Sustainability of Digitized Special Collections in ARL Libraries
Sponsored by the Association of Research Libraries (ARL) and conducted by Ithaka S+R, this study provides insight into how ARL libraries are managing and funding the hundreds of digitized special collections they have created and that they believe to be critical to their futures. This is the first survey of ARL institutions that specifically attempts to understand and benchmark the activities and costs of supporting these collections after they are created. By looking at questions of management, costs, funding sources, impact, and outreach, the survey offers data that will deliver insight to all those engaged in sustaining digitized special collections.
Audit and Certification of Trustworthy Digital Repositories: Recommended Practice, Issue 1
This document is a technical Recommendation to use as the basis for providing audit and certification of the trustworthiness of digital repositories. It provides a detailed specification of criteria by which digital repositories shall be audited. The OAIS Reference Model contained a roadmap which included the need for a certification standard. The initial work was to be carried out outside CCSDS and then brought back into CCSDS to take into the standard. In 2003, Research Libraries Group (RLG) and the National Archives and Records Administration (NARA) created a joint task force to specifically address digital repository certification. That task force published Trustworthy Repositories Audit & Certification: Criteria and Checklist (TRAC—reference [B3]), on which this Recommended Practice is based. Through the process of normal evolution, it is expected that expansion, deletion, or modification of this document may occur. This Recommended Practice is therefore subject to CCSDS document management and change control procedures, which are defined in the Procedures Manual for the Consultative Committee for Space Data Systems. The essay discusses specific concerns of digital humanists in hopes of bridging the gap between how library directors and digital humanities researchers think. It suggests many ways to respond to the needs of digital humanists, and creating a Digital Humanities center is appropriate in relatively few circumstances. The essay recommends that a “Digital Humanities-friendly” environment may be more effective than a Digital Humanities Center but that library culture may need to evolve in order for librarians to be seen as effective Digital Humanities partners. The authors conclude that what we call “The Digital Humanities” today will soon be considered “The Humanities.” Supporting Digital Humanities scholarship is not much different than supporting digital scholarship in any discipline. Increasingly, digital scholarship is simply scholarship.
Born Digital: Guidance for Donors, Dealers, and Archival Repositories
The report provides recommendations to help ensure the physical and intellectual well-being of materials created and managed in digital form ("born digital") that are transferred from donors to archival repositories. The report is presented in four sections, each of which provides an overview of a key area of concern: initial collection review, privacy and intellectual property, key stages in acquiring digital materials, and post-acquisition review by the repository. Each section concludes with two lists of recommendations: one for donors and dealers, and a second for repository staff. Appendixes provide more specific information about possible staffing activities, as well as a list of resources and ready-to-use checklists that incorporate recommendations from throughout the report. Ten archivists and curators from institutions in the United States and United Kingdom collaborated on the report.
Bureaucracy: A Love Story
Bureaucracy usually only becomes visible when it stops working—when a system fails, when an event gets off schedule, when someone points to a problem or glitch in a carefully calibrated workflow. But Bureaucracy: A Love Story draws together research done by scholars and students in the Special Collections at the University of North Texas to illuminate how bureaucracy structures our contemporary lives across a range of domains. People have navigated bureaucracy for centuries, by creating and utilizing various literary and rhetorical forms—from indexes to alphabetization to diagrams to blanks—that made it possible to efficiently process large amounts of information. Contemporary bureaucracy is likewise concerned with how to collect and store information, to circulate it efficiently, and to allow for easy access. We are interested both in the conventional definition of bureaucracy as a form of ordering and control connected to institutions and the state, but we also want to uncover how people interacted—often in creative ways—with the material forms of bureaucracy.

Common Ground: Exploring Compatibilities Between the Linked Data Models of the Library of Congress and OCLC
Since 2011, OCLC researchers have been experimenting with Schema.org as a vehicle for exposing library metadata to Web search engines in a format they seek and understand. Schema.org is sponsored by Bing, Google, Yahoo! and Yandex as a common vocabulary for creating structured data markup on Web pages. OCLC’s experiments led to the 2012 publication of Schema.org metadata elements expressed as linked data on 300 million catalog records accessible from WorldCat.org.1 In 2011, BIBFRAME was launched by the Library of Congress (LC) as an initiative to develop a linked data alternative to MARC, building on the Library’s experience providing linked data access to its authority files. In the past year and a half, OCLC has focused on the tasks related to the use of Schema.org: refining the technical infrastructure and data architecture for at-scale publication of linked data for library resources in the broader Web, and investigating the promise of Schema.org as a common ground between the language of the information-seeking public and professional stewards of bibliographic description. BIBFRAME has focused on publishing additional vocabulary and facilitating implementation and testing. These new developments prompt the need to re-examine the relationship between the LC and OCLC models for library linked data. This document is an executive summary of a more detailed technical analysis that will be released later this year.

The Digital Public Domain: Foundations for an Open Culture
Digital technology has made culture more accessible than ever before. Texts, audio, pictures and video can easily be produced, disseminated, used and remixed using devices that are increasingly user-friendly and affordable. However, along with this technological democratization comes a paradoxical flipside: the norms regulating culture's use — copyright and related rights — have become increasingly restrictive. This book brings together essays by academics, librarians, entrepreneurs, activists and policy makers, who were all part of the EU-funded Communia project. Together the authors argue that the Public Domain — that is, the informational works owned by all of us, be that literature, music, the output of scientific research, educational material or public sector information — is fundamental to a healthy society. The essays range from more theoretical papers on the history of copyright and the Public Domain, to practical examples and case studies of recent projects that have engaged with the principles of Open Access and Creative Commons licensing.

Economics: From the Dismal Science to the Moral Science: The Moral Economics of Kendall P. Cochran
Adam Smith published The Theory of Moral Sentiments in 1759 and established the ethical foundation for The Wealth of Nations (1776) as well as the important role played by custom and fashion in shaping behaviors and outcomes. Kendall P. Cochran believed in Smith’s emphasis on value-driven analysis and seeking solutions to major problems of the day. Cochran believed that economists moved too far in the direction of analysis free of words like ought and should and devoted his career to establishing that economics is a moral science. A recent study by two Harvard professors, Carmen Reinhart and Kenneth Rogoff, Growth in a Time of Debt (2010), asserted that healthy economic growth and high levels of government debt are incompatible. These conclusions are associated with the austerity movement, which calls for policymakers to reduce government spending in order to reduce the government’s debt and improve long-term growth prospects. The austerity movement has been used to justify the sharp decline in public sector employment that has restrained job growth since the recession of 2007. In 2013, a graduate student named Thomas Herndon discovered an error in the calculations of Reinhart and Rogoff, publishing his findings in a paper co-authored by his professors, called "Does High Public Debt Consistently Stifle Economic Growth? A Critique of Reinhart and Rogoff." These findings call the entire austerity movement into question, causing many to reconsider the current obsession with reducing the government debt during a time of economic stagnation. Cochran would have held a celebration to toast Herndon and his professors for their work, not only for the sake of technical accuracy, but also because the policy prescriptions associated with the austerity movement are misguided and harmful to the unemployed and underemployed during times of economic hardship. Emulation & Virtualization as Preservation Strategies
Between the two fundamental digital preservation strategies, migration has been strongly favored. Recent developments in emulation frameworks make it possible to deliver emulations to readers via the Web in ways that make them appear as normal components of Web pages. This removes what was the major barrier to deployment of emulation as a preservation strategy. Barriers remain, the two most important are that the tools for creating preserved system images are inadequate, and that the legal basis for delivering emulations is unclear, and where it is clear it is highly restrictive. Both of these raise the cost of building and providing access to a substantial, well curated collection of emulated digital artefacts beyond reach. This book advocates that if the above mentioned barriers can be addressed, emulation will play a much greater role in digital preservation in the coming years. It will provide access to artefacts that migration cannot, and even assist in migration where necessary by allowing the original software to perform it. The evolution of digital artefacts means that current artefacts are more difficult and expensive to collect and preserve than those from the past, and less suitable for migration. This trend is expected to continue. Emulation is not a panacea. Technical, scale and intellectual property difficulties make many current digital artefacts infeasible to emulate. Where feasible, even with better tools and a viable legal framework, emulation is more expensive than migration-based strategies. The most important reason for the failure of current strategies to collect and preserve the majority of their target material is economic; the resources available are inadequate. The bulk of the resources expended on both migration and emulation strategies are for ingest, especially metadata generation and quality assurance. The Evolving Scholarly Record
The scholarly record is evolving into a corpus of material vastly different from its previous print-based version. While in the past the scholarly record was largely defined by the formally published monographic and journal literatures, its boundaries are now both expanding and blurring, driven by changes in research practices, as well as changing perceptions of the long-term value of certain forms of scholarly materials. Understanding the nature, scope, and evolutionary trends of the scholarly record is an important concern in many quarters—for libraries, for publishers, for funders, and of course for scholars themselves. This report presents a framework to help organize and drive discussions about the evolving scholarly record. The framework provides a high-level view of the categories of material the scholarly record potentially encompasses, as well as the key stakeholder roles associated with the creation, management, and use of the scholarly record.
Fast Lane to Python: A Quick, Sensible Route to the Joys of Python Coding
This book aims to enable the reader to quickly acquire a Python foundation. The material particularly feel quite comfortable to anyone with background in an object-oriented programming (OOP) language such as C++ or Java. Even if ones lack this background, they will still be able to read these sections, but will probably need to go through them more slowly than those who do know OOP. Some Linux knowledge would also be helpful, but it certainly is not required. Python is used on Windows and Macintosh platforms too, not just Linux. So, most statements here made for the Linux context will also apply to Macs as well. The author acknowledged that programming is a personal, creative activity, so everyone has his/her own view.
From Wright Field, Ohio, to Hokkaido, Japan: General Curtis E. LeMay's Letters to His Wife Helen, 1941–1945
In 1942, Colonel Curtis E. LeMay and his 305th Bomb Group left Syracuse, New York, bound for England, where they joined the Eighth Air Force and Royal Air Force in war against Germany and her allies. Over the next three years LeMay led American air forces in Europe, India, China, and the Pacific against the Axis powers. His efforts yielded advancement through the chain of command to the rank of Major General in command of the XXIst Bomber Command, the most effective strategic bombing force of the war. LeMay’s activities in World War II are well-documented, but his personal history is less thoroughly recorded. Throughout the war he wrote hundreds of letters to his wife, Helen, and daughter, Jane. They are published for the first time in this volume, weaved together with meticulously researched narrative essays buttressed by both official and unofficial sources and supplemented with extensive footnotes. History remembers “LeMay, the Commander” well. From Wright Field, Ohio, to Hokkaido, Japan, will yield a better understanding of “LeMay, the Man.”
Guidance Documents for Lifecycle Management of ETDs
In 2011, a research team led by the University of North Texas, the Educopia Institute/MetaArchive Cooperative, and the worldwide Networked Digital Library of Theses and Dissertations (NDLTD), began studying the production, dissemination, and preservation of Electronic Theses and Dissertations (ETDs). The original intent was to develop and disseminate documentation for academic libraries that would help curators better understand and address the preservation challenges presented by these new digital collections. As researchers from the libraries of University of North Texas, Virginia Tech, Rice University, Boston College, Indiana State University, Penn State, and the University of Arizona began to grapple with ETD lifecycle management issues, they quickly realized that librarians were but one of many academic stakeholder groups that work collaboratively to produce and maintain ETD collections. Studying the library role in isolation was neither feasible nor helpful. The scope of our work increased to encompass the roles and responsibilities of core stakeholders in the ETD lifecycle: students, faculty, administrators, technologists, commercial vendors, and librarians. The resulting Guidance Documents address areas of interest to ETD program planners, managers, and curators. They will help this extended set of stakeholders understand, document, and address the administrative, legal, and technical challenges presented by ETDs—from submission to long-term preservation. The authors have aimed to be comprehensive in their treatment of ETD programs, and encourage readers to review all of the Guidance Document to gain a holistic view. However, they have also highlighted the sections of each document relevant to 4 roles in ETD programs: institutional administrators, submission staff, access and repository staff, and IT staff.
A Guide to Distributed Digital Preservation
This text is a collection of essays that gives an overview of the reasons for considering distributed digital preservation (a system which maintains copies of digital objects in multiple geographic locations) as well as considerations for implementing this kind of digital preservation. According to the back cover, "Readers may use this guide to gain both a philosophical and practical understanding of the emerging field of distributed digital preservation, including how to establish or join a network."
Guidelines for Digital Newspaper Preservation Readiness
The Guidelines for Digital Newspaper Preservation Readiness address a specific set of preservation challenges faced by libraries, archives, historical societies, and other organizations that curate substantial collections of digital newspaper content. The Guidelines are intended to inform curators and collection managers at libraries, archives, historical societies, and other such memory organizations about various practical readiness activities that they can take. They provide links to technical resources that curators can either implement themselves or work with their technical staff to implement. The Guidelines (Version 1.0) only deal with digital newspapers at this point, not broadcast or other forms of digital news.
Hacking Secret Ciphers with Python
The book teaches complete beginners how to program in the Python programming language and it features the source code to several ciphers and hacking programs for these ciphers. Intellectual Property: Law & the Information Society—Cases and Materials
This book is an introduction to intellectual property law, the set of private legal rights that allows individuals and corporations to control intangible creations and marks—from logos to novels to drug formulae—and the exceptions and limitations that define those rights. It focuses on the three graphmain forms of US federal intellectual property—trademark, copyright and patent—but many of the ideas discussed here apply far beyond those legal areas and far beyond the law of the United States. The book is intended to be a textbook for the basic Intellectual Property class, but because it is an open coursebook, which can be freely edited and customized, it is also suitable for an undergraduate class, or for a business, library studies, communications or other graduate school class. Each chapter contains cases and secondary readings and a set of problems or role-playing exercises involving the material. The problems range from a video of the Napster oral argument to counseling clients about search engines and trademarks, applying the First Amendment to digital rights management and copyright or commenting on the Supreme Court’s new rulings on gene patents.

The Ithaka S+R US Faculty Survey 2012
The Ithaka S+R US Faculty Survey has focused since its inception on capturing an accurate picture of faculty members' practices, attitudes, and needs. In the fifth triennial cycle, fielded in fall 2012, the survey focused on research and teaching practices broadly, as well as the dissemination, collecting, discovery, and access of research and teaching materials. Findings from this cycle of the Ithaka S+R US Faculty Survey will provide colleges and universities, libraries, learned societies, and academic publishers with insight into the evolving attitudes and practices of faculty members in the context of substantial environmental change for higher education. The development of the 2012 questionnaire was guided by an advisory committee of librarians, publishers, policy makers, and a scholarly society executive. The overall project was supported by some 20 colleges and universities, learned societies, and publishers / vendors.

Library of Congress: Strong Leadership Needed to Address Serious Information Technology Management Weaknesses
The Library of Congress has established policies and procedures for managing its information technology (IT) resources, but significant weaknesses across several areas have hindered their effectiveness: -Strategic planning: The Library does not have an IT strategic plan that is aligned with the overall agency strategic plan and establishes goals, measures, and strategies. This leaves the Library without a clear direction for its use of IT. -Investment management: Although the Library obligated at least $119 million on IT for fiscal year 2014, it is not effectively managing its investments. To its credit, the Library has established structures for managing IT investments—including a review board and a process for selecting investments. However, the board does not review all key investments, and its roles and responsibilities are not always clearly defined. Additionally, the Library does not have a complete process for tracking its IT spending or an accurate inventory of its assets. For example, while the inventory identifies over 18,000 computers currently in use, officials stated that the Library has fewer than 6,500. Until the Library addresses these weaknesses, its ability to make informed decisions will be impaired. -Information security and privacy: The Library assigned roles and responsibilities and developed policies and procedures for securing its information and systems. However, its implementation of key security and privacy management controls was uneven. For example, the Library's system inventory did not include all key systems. Additionally, the Library did not always fully define and test security controls for its systems, remediate weaknesses in a timely manner, and assess the risks to the privacy of personal information in its systems. Such deficiencies also contributed to weaknesses in technical security controls, putting the Library's systems and information at risk of compromise. -Service management: The Library's Information Technology Services (ITS) division is primarily responsible for providing IT services …
Library Publishing Directory 2014
The first edition of the Library Publishing Directory provides a snapshot of the publishing activities of 115 academic and research libraries, including information about the number and types of publications they produce, the services they offer authors, how they are staffed and funded, and the future plans of institutions that are engaged in this emerging field. In documenting the breadth and depth of activities in this field, this resource aims to articulate the unique value of library publishing; establish it as a significant and growing community of practice; and to raise its visibility within a number of stakeholder communities, including administrators, funding agencies, other scholarly publishers, librarians, and content creators. Specifically it is hoped that this Directory will: • Introduce all readers to the emerging field of library publishing and help articulate its unique characteristics as a distinctive "publishing field." • Facilitate collaboration among library publishers and other publishing entities, especially the university presses and learned societies that share their values. • Alert authors of scholarly content to a range of potential publishing partners dedicated to supporting their experimentation with new forms of scholarly communication and open access business models. The Directory is also available Open Access in several electronic formats through www.librarypublishing.org.
The lost generation: World War I poetry selected from the Donald Thomas War Poetry Collection
Donald Lee Thomas was born in Dallas, Texas in 1943. Before graduating high school he enlisted, at age 17, in the U.S. Navy, serving several tours of duty before being ordered to Vietnam in 1968. There he served as part of Medical Unit Self-Contained Transportable ONE, a joint Navy and Marine Corps crew which operated an experimental infl atable hospital with jet turbine engines. He was awarded the Navy Achievement Medal with Combat “V” for his service in Vietnam. In 1972 Mr. Thomas graduated with a Master’s degree in Library and Information Sciences from the University of North Texas and briefly joined the library faculty of the University of Arizona before being accepted for commissioning in the Navy Medical Service Corp in 1973. In his first commissioned position as Assistant Chairman of the Educational Resources Department at the Naval Medical Center of Bethesda, Maryland his duties included management of the professional library. Mr. Thomas retired from the Navy in 1986 to pursue his interest in librarianship. He served in faculty librarian positions at Baylor Health Science Library and Texas A&M University before taking an administrative position with the Harris County Public Library System where he has responsibility for Financial Services to 26 libraries. The University of North Texas Libraries acquired the Donald Thomas War Poetry Collection in 2015. The collection contains over 900 volumes focusing on war poetry, specifically English and American poetry related to World War I. Although the collection includes many well-known poets, the strength of the collection is in work produced by lesser-known poets which were less frequently collected by libraries and difficult if not impossible to find today. Making+ Learning in Museums and Libraries A Practitionaer's Guide and Framework
Many libraries and museums have recently invesetd resources to implement maker programs or makerspaces. This project defines “making” as building or adapting objects using real tools and real materials and engaging learners in the process of using these tools and materials. While these programs and spaces serve a variety of goals, they overwhelmingly serve as sites of ambitious learning. As the maker movement grows by leaps and bounds, the field itself knows relatively little about how to support learning within these spaces. This report introduces a framework to support learning in library and museum makerspaces. There are three elements to the framework: purpose; people; and pieces and parts. Through a description of the framework, as well as case studies on how making and makerspaces are being implemented around the country, this document aims to share ways that we can nurture and grow conditions for learning within making experiences.
Mapping the Future of Scholarly Publishing
The National Science Communication Institute (nSCI) hosted a conference in late 2013 to explore the broad issue related to scholarly publishing. The Open Science Initiative (OSI) is a working group convened by the National Science Communication Institute (nSCI) in October 2014 to discuss the issues regarding improving open access for the betterment of science and to recommend possible solutions. The following document summarizes the wide range of issues, perspectives and recommendations from this group’s online conversation during November and December 2014 and January 2015. The 112 participants who signed up to participate in this conversation were drawn mostly from the academic, research, and library communities. Most of these 112 were not active in this conversation, but a healthy diversity of key perspectives was still represented. Individual participants may not agree with all of the viewpoints described herein, but participants agree that this document reflects the spirit and content of the conversation.
Museum Assessment Program Evaluation Report June 2017
The Museum Assessment Program (MAP) is a cooperative agreement between IMLS and the American Alliance of Museums (AAM). Since its inception in 1981, MAP has helped more than 5,000 small and mid-sized museums of all types strengthen operations, plan for the future, and meet standards. In the spring of 2017, AAM commissioned an evaluation of the program. The final report includes an executive summary, background and methodology, data analysis, and case studies.
National Digital Infrastructures and Initiatives: A Report on the 2017 National Digital Platform at Three Forum
The report provides details on IMLS digital library funding since 2015 and explains three focal areas identified within the digital library infrastructures and initiatives portfolio of the National Leadership Grants for Libraries Program and the Laura Bush 21st Century Librarian Program.

Near-Death Experiences While Drowning: Dying Is Not the End of Consciousness!
Due to advances in resuscitation and defibrillation practices over the past decades, people are returning from the brink of death in numbers unprecedented in human history. Of the millions of people who survive drowning each year, about 20% report a near-death experience (NDE): a reported memory of profound psychological events that contain certain paranormal, transcendental, and mystical features. NDEs are usually hyperreal and lucid experiences dominated by pleasurable feelings and more rarely dominated by distressed feelings. This book presents a summary of 40 years of research on NDEs. It contains 22 drowning NDE accounts and recommendations for how water safety professionals can use NDE-related information in their work with people they successfully resuscitate.

News on the Margins: Surfacing Marginalized Voices in the News Collections of Libraries, Archives, and Museums
This report documents the design, methods, results, and recommendations of News on the Margins, a Fall 2017 pilot project funded by the John S. and James L. Knight Foundation, and undertaken by the Educopia Institute in partnership with the Digital Public Library of America. The News on the Margins project takes as its primary concern the accessibility and survival of historically significant news records created by and for marginalized communities.
Open Digital Preservation Training and Professional Development Opportunities
Interest in digital preservation training and professional development opportunities is extensive, however, a common understanding of the open materials – ones that are freely available for use online – and how they might be used most effectively is still limited. The digital preservation community, those who shepherd digital collections through the lifecycle for a variety of organizations, would benefit from a common understanding of freely available open training materials. Digital preservation continuing education is valuable to a number of organization types, from small to large, as well as a wide range of practitioners at various points in their careers. Museums, libraries, and archives of all sizes benefit greatly from freely available continuing educational materials on digital preservation topics, as do many other organizations with an interest in preserving digital content for future use. Frequently, learners new to the profession are uncertain as to where to acquire specific digital preservation knowledge, issues, and skills. Similarly, working professionals may need to expand their roles or desire to broaden their knowledge and skill-set. Training to meet these needs necessarily occurs outside of formal educational settings, relying on the learner’s ability to locate resources that are relevant to their goals. It is the purpose of this report to begin establishing a common understanding of the types of open digital preservation training materials available, to identify topics around which additional materials should be developed, and recommend ways to increase the effectiveness, use, and reuse of open training materials.

Participatory Design in Academic Libraries: New Reports and Findings
This report looks at how staff at eight academic institutions gained new insight about how students and faculty use their libraries, and how the staff are using these findings to improve library technologies, space, and services. Participatory design is a relatively recent approach to understanding library user behavior. It is based on techniques used in anthropological and ethnographic observation. The report is based on a series of presentations at the second CLIR Seminar on Participatory Design of Academic Libraries, held at the University of Rochester’s River Campus June 5-7, 2013. Chapters focus on projects at the University of Colorado, Boulder; Colby College; University of Connecticut; Columbia University; Rush University Medical Center; Purdue University; Northwestern University; and the University of Rochester. David Lindahl, of the University of Missouri-Kansas City, provided the keynote.

Performance and Accountability Report Fiscal Year 2017
The Institute of Museum and Library Services (IMLS) is an independent grant making agency and the primary source of federal support for the nation’s approximately 120,000 libraries and 35,000 museums and related organizations. IMLS helps ensure that all Americans have access to museum, library, and information services. The agency supports innovation, lifelong learning, and cultural and civic engagement, enabling museums and libraries from geographically and economically diverse areas to deliver essential services that make it possible for individuals and communities to thrive. The agency’s mission is to inspire libraries and museums to advance innovation, learning, and civic engagement and to provide leadership through research, policy development, and grant making.Those goals are reflected in this year’s report as IMLS continues to be an outstanding steward of federal funds. Policy Guidelines for the Development and Promotion of Open Access
UNESCO issued this publication to demystify the concept of Open Access (OA) and to provide concrete steps on putting relevant policies in place. Building capacities in Member States for Open Access is a necessary but not sufficient condition for promotion of the concept. Creating an enabling policy environment for OA is therefore a priority. This publication will serve the needs of OA policy development at the government, institutional and funding agency level. The overall objective of the Policy Guidelines is to promote Open Access in Member States by facilitating understanding of all relevant issues related to Open Access. The guidelines are not prescriptive in nature, but are suggestive to facilitate knowledge-based decision-making to adopt OA policies and strengthen national research systems.
