Media Agenda-Building Effect: Analysis of American Public Apartheid Activities, Congressional and Presidential Policies on South Africa, 1976-1988
The mass media's role in informing the American public is critical to public support for government policies. The media are said to set the national agenda. This view is based on the assumption of selective coverage they give to news items. Media coverage also influences the salience the public attaches to issues. However, media agenda effect has been challenged by Lang and Lang (1983). These scholars, in their media agenda-building theory, argued that the success of media effect on national agenda is dependent on group support. In order to test this theory, time-related data on South Africa crises, media coverage"of South Africa, American public reactions, congressional, and presidential apartheid-related activities, between 1976 and 1988, were analyzed. Congressional anti-apartheid policies were the dependent and others, the independent variables. The theory made analysis of the data amenable to the additive adopted to test for the significance of the interactive variables, indicated that these variables were negatively related to congressional anti-apartheid policies. The additive model was subsequently analyzed. The time series multiple regression analysis was used in analyzing the relationships. Given autocorrelation and multicollinearity problems associated with time series analysis, the Arima (p, d, q) model was used to model the relationships. This model was used to indicate support, or nonsupport, for the time series regression analysis. The result of the additive model indicated that South African political crises were negatively related to congressional anti-apartheid actions. It also showed that the relationship between the American public reactions and congressional anti-apartheid policies was greater in comparison to all other independent variables. The presidential actions taken against South Africa were negatively related to Congress' anti-apartheid actions. Television had the greatest relationship with congressional anti-apartheid actions compared to newspapers and magazines.
Collaboration among Conflict Management Practitioners and Human Rights Advocacy Groups
In a civil war, conflict management practitioners are concerned with bringing the conflict to an end and providing security for civilians. Similarly, human rights advocacy groups are also concerned with minimizing civilian harm. Given the similar intentions of these actors in civil war states, this dissertation explores under what circumstances conflict management practitioners and human rights advocacy groups collaborate. First, I compare to what extent mediation and peacekeeping cases differ with regards to showing signs of interaction; second, I compare how the level of interaction changes depending on whether peacekeeping missions are deployed by the United Nations or regional intergovernmental organizations. I find that human rights groups are more likely to interact with peacekeeping missions, especially when the missions are deployed by the United Nations. Moreover, I analyze to what extent the interaction between human rights groups and peacekeeping operations impacts how human rights groups carry out their advocacy efforts. The findings reveal that the way human rights groups use their advocacy efforts depend on whether the third parties providing peacekeeping operations respond to their requests.
The Political and Administrative Role of Planning and Budgeting in Saudi Arabia: Adaptation for Rapid Change
This study examines the political and administrative role of planning and budgeting in Saudi Arabia. It demonstrates how they have contributed to lessening the political crises of distribution, participation, and penetration that confront developing countries. The study also investigates how these two bureaucratic processes have helped adapt rapid changes in a manner acceptable to the cultural milieu. In addition, the study explores the politics of planning and budgeting and identifies the roles various actors play. The evolution and institutionalization of planning and budgeting are examined through printed materials and interviews with planners and budgeters in the Ministries of Planning and Finance. In addition, a number of the Ulama, businessmen, former government bureaucrats, officials of key ministries and agencies, and media were interviewed in an attempt to understand how they interact in the politics of planning and budgeting.
Planning, Budgeting, and Development in Jordan: An Examination of How These Policy Processes Function in a Poor and Uncertain Environment
The purpose of this dissertation is to study the planning and budgeting processes in Jordan to determine whether the findings of Caiden and Wildavsky about those processes in other poor countries generally are applicable to Jordan. An attempt is made to answer the research questions by comparing data from national plans, budgets, and expenditures during a fifteen-year period (1970-1984). In Jordan, as in other developing nations, the role of planning and budgeting is highly significant to the success of the country's hopes for development. This research tries to evaluate the role of planning and budgeting as policy instruments in the process of development in Jordan. The second focus of the dissertation concerns the possibilities and problems of assessing the impact of governmental policies on development. Specifically, an assessment is made to determine the impact of governmental expenditures on development as evidenced in Jordan s gross national product during the last fifteen years. The following questions are addressed in order to examine the impact of government action on economic development. First, what are the impact and significance of government expenditures, as a combined measure, on the gross national product in Jordan? Second, which governmental expenditure areas provide the greatest contribution to an increase in the Jordanian GNP? Data for Jordan are compared with Caiden and Wildavsky's assumptions about planning and budgeting in poor countries, and conclusions are drawn about how planning and budgeting have influenced economic and social development in Jordan.
Financial Transfer and Its Impact on the Level of Democracy: A Pooled Cross-Sectional Time Series Model.
This dissertation is a pooled time series, cross-sectional, quantitative study of the impact of international financial transfer on the level of democracy. The study covers 174 developed and developing countries from 1976 through 1994. Through evaluating the democracy and democratization literature and other studies, the dissertation develops a theory and testable hypotheses about the impact of the international variables foreign aid and foreign direct investment on levels of democracy. This study sought to determine whether these two financial variables promote or nurture democracy and if so, how? A pooled time-series cross-sectional model is developed employing these two variables along with other relevant control variables. Control variables included the presence of the Cold War and existence of formal alliance with the United States, which account for the strategic dimension that might affect the financial transfer - level of democracy linkage. The model also includes an economic development variable (per capita Gross National Product) to account for the powerful impact for economic development on the level of democracy, as well as a control for each country's population size. By addressing and the inclusion of financial, economic, strategic, and population size effects, I consider whether change in these variables affect the level of democracy and in which direction. The dissertation tests this model by employing several techniques. The variables are subjected to bivariate and multivariate analysis including bivariate correlations, analysis of variance, and ordinary least square (OLS) multivariate regression with robust matrix and a lagged dependent variable. Panel corrected standard error (PCSE) was also employed to empirically test the pooled timeseries cross-sectional multivariate model. The dissertation analytical section concludes with path analysis testing which showed the impact of each of the independent variables on the dependent variable. The State of Democracy in the Arab World
This comparative study assesses the state of democracy and examines the process of democratization in the Arab World between the years 1980-1993. It addresses shortcomings in the mainstream democracy literature that excluded the Arab World from the global democratic revolution on political cultural grounds. To fulfil the objectives of this study, I employ both the qualitative and quantitative research approaches to test a number of hypothesized relationships. I hypothesize that transition to democracy is negatively associated with economic development, militarism, U.S. foreign policy, the political economy of oil, and dependency. I contend that emerging civil society institutions so far have had no significant effect on democratization in the Arab World. Finally, I hypothesize that the level of democracy in the Arab World is influenced greatly by the issue of civil rights. In order to investigate the hypothesized relationships, the following data sets have been used: Gastil's Freedom House Data set, "Repression and Freedom in the 1980s" data set, and Vanhanen's 1990 data set. The findings of this study support the aforementioned hypothesized relationships. I find that Arab countries, in general have made modest progress toward democracy, making the Arab World part of the global revolution.
The Rise and Fall of Military Regimes in the Sudan, 1956-1989
This study attempts to explore the factors that contributed to the rise and fall of military regimes in the Sudan from independence in 1956 to 1989. Further, the study tries to identify the factors that led to the collapse of either or both civilian and military regimes. Most of the studies on military politics have focused their research on either military coups or, more recently, on military withdrawal from politics. This work tries to synthesize the study of military coups and military withdrawal from politics into a single theoretical framework.
The Threats to Compliance with International Human Rights Law
In this project I investigate the factors shaping compliance with international human rights agreements and I provide a definition of compliance, which goes beyond “ratification.” I argue that compliance is a multistage process, built upon three different steps: ratification/accession, implementation, and what I call “compliant behavior.” As an alternative to the dominant structural and normative explanation of compliance, I suggest that the factors affecting compliance are not only endogenous to state characteristics, such as the democratic/non-democratic nature of governments, but also exogenous, such as the perceived level of threat to national security. I offer a twofold theory that looks at leaders’ behavior under conditions of stability and instability and I suggest that under certain circumstances that threaten and pressure government leaders, state compliance with international human rights law becomes more costly. I suggest that regardless of regime type, threats shape leaders’ behavior toward international law; states are faced with the choice to abide by international obligations, protecting specific human rights, and the choice to protect their national interests. I argue that when the costs associated with compliance increase, because leaders face threats to their power and government stability, threats become the predictor of non-compliant behavior regardless of the democratic or non-democratic nature of the regime.
Examining the Effect of Security Environment on U.S. Unilateral Military Intervention in Civil Conflicts
This study focuses on how perceived security environment affect U.S. unilateral, military intervention in civil conflicts, using the concept of Bayesian learning to illustrate how threat perceptions are formed, how they change, and how they affect the U.S. decision to intervene militarily in civil conflicts. I assess the validity of two primary hypotheses: (1) the U.S. is more likely to intervene in civil conflicts with connections to a threatening actor or ideology; and (2) the U.S. is more likely to intervene in civil conflicts for humanitarian motives in a less threatening security context. To test these hypotheses, I compare U.S. military intervention in three temporal contexts reflecting more threatening security contexts (Cold War and post-9/11) and less threatening security contexts (1992-2001). Results of logit regression analysis reveal that a conflict’s connection to a threatening actor or ideology is the most statistically and substantively significant determinant of U.S. military intervention in civil conflicts, both in more and less threatening security contexts. They also indicate that humanitarian motives are not a statistically significant determinant of U.S. military intervention in civil conflicts, even in a more benign security environment. These findings imply that U.S. unilateral military intervention is reserved for more direct national security threats, even those that are less grave, and that the perception of the U.S. as “global cop” may be misleading, at least in terms of unilateral military intervention.
Presidential Support and the Political Use of Presidential Capital
This research incorporates a decision-making theory which defines the linkage between the public, the media, the president and the Congress. Specifically, I argue that the public holds widely shared domestic and international goals and responds to a number of external cues provided by the president and the media in its evaluation of presidential policies. Although most studies examine overall presidential popularity, there are important differences in the public's evaluations of the president's handling of foreign and domestic policies. Additionally, I am concerned with how the Congress responds to these specific policy evaluations, the president's public activities, and the electoral policy goals of its members when determining whether or not to support the president. Finally, I link together the theoretical assumptions, to examine the influence of varying levels of support among the Congress and the public, and the president's own personal power goals on the type, quantity, and the quality of activities the president will choose. Ultimately, the primary focus of this dissertation is on the sources and consequences of presidential support and the influence of such support on presidential decision-making.
Clenching the Fists of Dissent: Political Unrest, Repression, and the Evolution to Civil War
Previous scholarship has long concentrated on the behaviors of belligerents during regime-dissident interactions. While much of the progress in the literature concentrated on the micro-level processes of this relationship, little research has focused on providing a theoretical reasoning on why belligerents choose to act in a particular manner. This project attempts to open the black box of decision making for regimes and dissidents during regime-dissident interactions in order to provide a theoretical justification for the behaviors of the belligerents involved. Moreover, this project argues that there is a relationship between the lower level events of political violence and civil war as the events at earlier stages of the conflict influence the possible outcome of civil conflict. Regimes and dissidents alike are strategic actors who conduct themselves in a manner to ensure their survival while concurrently attempting to succeed at achieving their respective goals. Although all authoritarian regimes are similar in their differences to democracies, there are significant differences between the regimes, which influence the decision making of the regime leader to ensure the survival of the political institution. In addition to influencing the decision calculus of the regimes, the behavior of the regimes impacts the probability of civil war at later stages of the interaction. Conversely, dissidents also perform as strategic actors in an attempt to gain their preferred concessions and outcomes. Although their comprehension of the coercive capacity of a regime is limited, their knowledge of the repressive capacity of the regime provides them with the understanding of their future fate if they escalate to violence against the regime. Selling Humans: the Political Economy of Contemporary Global Slavery
Human trafficking is a growing illegal crime, both in terms of numbers and profits. Thus, important to consider, as it is a human rights, political, criminal justice, national security, and economic issue. Previous studies have these examined these human trafficking factors independently, yet none have really taken into account how they work simultaneously. This study examines why human trafficker continues to occur, particularly at the domestic and transnational level, and also why some countries are better able to effectively deal with this problem in terms of criminalizing human traffickers. It is argued that at the domestic level, traffickers first must take into account the operating costs, illegal risks, bribery, and profits of the business. After considering these basic elements, they then need to consider the world, including economic, political, geographic, and cultural factors that may help facilitate human trafficking. However, human trafficking can occur across large geographic distances, though rare. This is more likely to happen based on the type of human trafficking group, available expatriate or immigrant networks, the origin-transit-destination country connection, or strength of the bilateral economic relationship between origin and destination countries. Finally, looking at why some countries are better able to criminalize traffickers helps us to better understand how human trafficking can be discouraged. In short, conformity of a country’s domestic anti-human trafficking law, as well as the degree of enforcement, should increase the probability of criminalizing a human trafficker. These three theoretical arguments help to better understand the nature of the business, and more importantly, why human trafficking continues.
Ethnic Parties: Their Emergence, Survival, and Impact
This dissertation examines the emergence of ethnic parties, their survival in the political system, and their impact on the governance practices. While scholars have long debated the impact of ethnic parties on state-building and democratization process, few works have empirically examined their behavior in the political system. Empirical research on ethnic parties is limited to single countries or regions -- Latin America, Eastern Europe, or a few countries including India. Firstly, this dissertation extends the research on ethnic parties to include another South Asian Country – Nepal. Secondly, research on ethnic parties has been hampered by the lack of cross-sectional data on ethnic parties. This dissertation employs new datasets on the electoral performance of ethnic parties, making use of the newly available resource. Employing both qualitative and quantitative techniques, this dissertation is built around three empirical chapters. Firstly, it argues that strategic interactions between major parties and ethnic groups, among others, determine why some ethnic groups successfully form their own parties and others do not. Secondly, it argues that the factors that are responsible for the emergence of ethnic parties are hardly sufficient for the survival of these parties in the long run and shows that ethnic parties' access to state resources is a major factor that can explain the variation in their survival. And thirdly, it argues and empirically shows that support from ethnic groups to political parties does not necessarily lead to higher levels of corruption as scholars have often argued. The parties that are overwhelmingly supported by ethnic groups increase the level of regime corruption, while the parties that have large coalitions of voters including ethnic groups do not.
Ethnic Politics in New States: Russian and Serbian Minorities After Secession
New states are often born in a volatile environment, in which the survival of the new country is uncertain. While analysis of the nationalizing new governments exists, research focuses mainly on domestic politics. I argue that the treatment of minority that remains in the new states is a function of the interaction of the dual threat posed by the minority itself domestically on one hand and the international threat coming from the mother state to protect its kin abroad on the other hand. Specifically, I argue that there is a curvilinear relationship between domestic and international threat and the extent of discrimination against the politically relevant minority. Most discrimination takes place when domestic and international threats are moderate because in this case there is a balance of power between the government, the minority, and the rump state. With time-series-cross-sectional (TSCS) data analysis this dissertation systematically tests the treatment of Russian and Serbian minorities in all post-Soviet and post-Yugoslav states between 1991 and 2006 and finds statistically significant results for the curvilinear hypothesis. Territorial concentration of the minority and the ratio of national capabilities between the mother and the seceded states prove to be especially important predictors of minority treatment. In addition, with most similar systems (MSS), most different systems (MDS) design methods, and directed case studies I apply the curvilinear hypothesis to the Russian minority in the Baltic States and the Central Asian Republics, and also to the Serb minority in the countries of the former Yugoslavia to present a detailed analysis.
Democratic Pantheism in the Political Theory of Alexis de Tocqueville
According to Alexis de Tocqueville, humanity is entering a new age of political and social equality, a new epoch in which the human race has no historical example or experience. As a result, he holds humanity's future will be largely determined by the political and moral choices made in this transitional time. For Tocqueville, the new egalitarian era is a forgone conclusion, but for him, the pressing question is whether humanity will choose a future in which it enchains itself to new forms of tyranny, or, whether the human race can establish the political and moral institutions designed to assure human freedom and dignity. In Tocqueville's view, liberty or slavery are the two choices modern men and women have in front of them, and it is the intent of this dissertation to explore Tocqueville's warning in regard to the latter choice. Tocqueville warns us that modern democratic peoples must beware of the moral and political effects of a new type of political philosophy, a political theory he terms democratic pantheism. Democratic pantheism is a philosophic doctrine that treats egalitarianism as a "religion" in which all social and political striving is directed toward realizing a providentially ordained strict equality of conditions. To attain this end, modern humanity gives up its right to self-government to an all-powerful "representative" state that will unconsciously (and as a result, unjustly) force equality on unequal human beings. Because this philosophy informs the core "soul" of a pantheistic social state, the vast majority of individuals are blissfully unaware that their humanity is diminished and their freedom is lost. The effect is a political and intellectual torpor wherein democratic citizens fall prey to a deterministic and insipid existence; and any thoughts of true independence and freedom of action are eventually extinguished--all due to the unknowing acceptance of a …
Risky Business: A Sub-National Analysis of Violent Organized Crime and Foreign Direct Investment in Mexico
This dissertation examines the relationship between violent organized crime and foreign direct investment (FDI) through sub-national analysis focused on the case of Mexico. The results indicate that FDI decisions vary based on the type of violent organized crime.
The Political Leadership Crisis and Violation of Human Rights in the Arab World: A Study of the Rulership of the Arab Countries, 1970-1990
This dissertation analyzes the political leadership crisis and the violations of human rights in the Arab countries during the period 1970 to 1990. The main purposes of this study could be briefly summarized as follows: (1) to explore scientifically whether there is a political leadership crisis in the Arab World; (2) to explore the concept of political leadership, i.e., what constitutes political leadership, what are its necessary requirements, and what differentiates it from dictatorship; and (3) to examine the effects of political leadership in the Arab countries upon the violation of human rights.
The Road to Development is Paved With Good Institutions: The Political and Economic Implications of Financial Markets
This research seeks to identify the factors that account for the variation in development levels across nations by focusing on the institutional components of development, especially the effects of financial market development on economic and political development. I argue that financial market institutions are critical to economic and political development, and provide a partial explanation for the variation in development observed across nations. Financial market development affects political development indirectly through greater economic efficiency and growth and directly by reducing poverty, increasing economic equality, strengthening the middle class and increasing political participation. Increased financial market development also produces more efficient institutions and eliminates certain perverse incentives in government that result in corruption. The action mechanisms rest largely on the idea that increasing access to financial services allows the lower and middle- income segments of society to smooth their income and invest in high return activities that can lift people out of poverty. These improvements distribute both economic and intellectual resources throughout society and provide greater opportunities for political entrepreneurship from all societal groups. This, along with greater ability to participate either through monetary means or greater time, increases political participation and democratic development. Using a variety of econometric techniques to analyze data on 190 countries over 28 years (1975-2003), I show that financial market development has a significant effect in several areas of development. Specifically, I find that financial market development reduces poverty and income inequality and reduces the level of corruption. Increasing financial market development also increases political competition and civil rights protection in addition to increasing the effectiveness of government and regulatory levels. Politics and the American clergy: Sincere shepherds or strategic saints?
Scholars have evaluated the causes of clergy political preferences and behavior for decades. As with party ID in the study of mass behavior, personal ideological preferences have been the relevant clergy literature's dominant behavioral predictor. Yet to the extent that clergy operate in bounded and specialized institutions, it is possible that much of the clergy political puzzle can be more effectively solved by recognizing these elites as institutionally-situated actors, with their preferences and behaviors influenced by the institutional groups with which they interact. I argue that institutional reference groups help to determine clergy political preferences and behavior. Drawing on three theories derived from neo-institutionalism, I assess reference group influence on clergy in two mainline Protestant denominations-the Presbyterian Church (USA) and the Episcopal Church, USA. In addition to their wider and more traditional socializing influence, reference groups in close proximity to clergy induce them to behave strategically-in ways that are contrary to their sincerely held political preferences. These proximate reference groups comprise mainly parishioners, suggesting that clergy political behavior, which is often believed to affect laity political engagement, may be predicated on clergy anticipation of potentially unfavorable reactions from their followers. The results show a set of political elites (the clergy) to be highly responsive to strategic pressure from below. This turns the traditional relationship between elites and masses on its head, and suggests that further examination of institutional reference group influence on clergy, and other political elites, is warranted.
Is the Road to Hell Paved with Good Intentions? The Effect of U.S. Foreign Assistance and Economic Policy on Human Rights
Theories in the international political economy literature, economic liberalism and dependency, are explored in order to test the effect of U.S. aid, trade, and investment on human rights conditions in recipient states. Two measures of human rights conditions serve as dependent variables: security rights and subsistence rights. The data cover approximately 140 countries from 1976-1996. Pooled cross-sectional time series analysis, utilizing ordinary least squares (OLS) with panel corrected standard errors, is employed due to the temporal and spatial characteristics of the data. The results indicate that foreign assistance and economic policy may not be the best approaches to altering poor human rights practices in the area of security rights. Economic and military aid is negatively associated with levels of security rights, supporting the traditional dependency perspective. While the results from trade and investment are generally in the positive direction, the lack of consistent statistical evidence suggests that increased trade and investment relationships do not dramatically improve security rights. We can conclude, however, that trade and investment fail to have the negative effect on security rights in less developed countries which critics of globalization suggest. Economic aid has a statistically significant negative effect on subsistence rights, while military aid seems to benefit the human condition in recipient states. However, extreme negative effects on security rights accompany any benefit realized in the area of subsistence rights from military aid. Trade and investment have a positive and statistically significant effect on basic human needs providing support for the liberal perspective. It appears that American businesses and politicians can forge ahead with seemingly self-interested motivations and economic policies as American economic gain ironically serves to benefit the well being of citizens in other states. The Senate Apprenticeship Norm: A Longitudinal and Multivariate Investigation
This study has as its central focus an investigation into the existence and nature of the apprenticeship norm in the United States Senate. Over its history, the Senate has been frequently portrayed as a body guided by rather restrictive, informal rules of behavior for its members. The apprenticeship norm has been identified by some as the most important of these rules; contributing to the Senate's centralized and conservative policy orientation. More recently, however, it has been argued that the Senate has become a more decentralized and fragmented body within which the apprenticeship norm is no longer important. The present study offers for the first time an empirical test of the existence and nature of the apprenticeship norm for selected sessions of the Senate for the time period 1940-1976. The frequency of performance of various types of floor activity by members of the Senate were correlated and regressed with years of service in the Senate as well as with other background characteristics of Senators to test both for the existence of the apprenticeship norm as well as to identify its relevance relative to other potential explanations of Senate floor behavior. Several definitions of apprenticeship were advanced and tested.
Factors Affecting the Efficient Performance of the Thai State Railway Authority: a Time-Series Data Analysis
The Thai State Railway Authority (RSR) is a public enterprise in Thailand. As an organization its performance is subject to the argument of contingency theorists that operating efficiency is dependent upon various factors both in the internal and external environments of the enterprise. Most of the internal factors are those that organization theorists in the developed world have identified such as goals and objectives, resources, and organization structures. Meanwhile, external factors such as political, economic and social conditions of the society are regarded as indirect factors that have less importance than do the internal factors. Scholars of the developing world have argued that political, social and economic conditions in the society are as important as internal factors. These factors may have a very significant influence on the enterprises and on the society as a whole. Consequently, public enterprises in developing countries always encounter the same problem of operating inefficiency. The RSR is selected as a case study because of its advantages over the other public enterprises in Thailand in terms of size of operation, length of service, and data availability. For the purpose of this project, data are collected from 1960 to 1984 for longitudinal analysis. The methods of analysis are divided into two major sections: simple regression testing and multiple regression testing. The principal component technique is used in both testings to reduce variables to a smaller number for further analysis. The simple regression tests yielded mixed results, but the multiple regression tests resulted in significant relationships. The three new factors derived from the factor analysis technique were labeled as "the organizational pressures," "the socio-political downturn," and "the public criticisms." They explained 84% of all the variance of operating efficiency. The other 16% was the effect of other factors including the management skills, which were excluded from this analysis.
Cost of Issuing Debt: An Analysis of the Factors Affecting the Net Interest Cost of State Bonds
The major purpose of this dissertation is to explore the determinants of interest cost for state bonds. Various kinds of variables pertaining to issue characteristics, market characteristics, economic conditions, and political variables were statistically tested to assess their impact on the interest cost of state bonds. This research examines the variables found to be significant for local bonds, as well as some factors unique to state bonds, e.g., the types state agencies issuing debt and the effect of different state income tax policies.
Protests in China: Why and Which Chinese People Go to the Street?
This research seeks to answer why and which Chinese people go to the street to protest. I argue that different sectors of Chinese society differ from each other regarding their tendencies to participate in protest. In addition to their grievances, the incentives to participate in protest and their capacities to overcome the collective action problem all needed to be taken into account. Using individual level data along with ordinary binary logistic regression and multilevel logistic regression models, I first compare the protest participation of workers and peasants and find that workers are more likely than peasants to participate in protests in the context of contemporary China. I further disaggregate the working class into four subtypes according to the ownership of the enterprises they work for. I find that workers of township and village enterprises are more likely than workers of state-owned enterprises to engage in protest activities, while there is no significant difference between the workers of domestic privately owned enterprises and the workers of foreign-owned enterprises regarding their protest participation. Finally, I find that migrant workers, which refers to peasants who move to urban areas in search of jobs, are less likely than urban registered workers to participate in protests.
Innovation in Municipal Personnel Offices: An Exploratory Study of Two Federal Regions
The purpose of this research is to investigate the innovation process in municipal personnel offices by answering three questions. What factors are related to the innovativeness of personnel offices? What factors are involved in the diffusion of personnel innovations from one city to another? What intraorganizational processes are involved in the decision to adopt personnel innovations? This research focuses on ten innovations selected by a panel of both personnel academicians and practitioners. Data collection involved a mail survey sent to all cities over 25,000 in the Chicago and Dallas federal regions and in-depth interviews with personnel directors in twenty-two cities. The implications of this research are both practical and theoretical. Officials interested in more complete innovation diffusion would do well to stress the nonradicalness of the change and any applicable governmental mandates. Federal, state, and regional governments can obviously improve both the availability and applicability of personnel information. In terms of theory, the research offers support to both the rational and power-based models of decision making and change, although the latter seems most appropriate in explaining radical change.
The Politicization of Public Education in Nicaragua: 1967-1994, Regime Type and Regime Strategy
Understanding how change occurs in lesser developed countries, particularly in Latin America has been the subject of a prolonged theoretical academic debate. That debate has emphasized economics more that politics in general and predictability over unpredictability in the Latin American region. This paper challenges these approaches. Explaining change requires an examination of the politics of public policy as much as its economic dimensions. Second, change in the Latin American region may be less predictable than it appears. Scholars maintain that change in Latin America occurs when contending elites negotiate it. Their power comes from the various resources they possess. Change, therefore, is not expected to occur as a function of regime change per se. This paper considers the treatment of education policy in Nicaragua during the regimes of the dynastic authoritarianism of Anastasio Somoza Debayle (1967-1979), the revolutionary governments of the Sandinistas (1979-1990), and the democratic-centrist government of Violeta Barrios de Chamorro (1990-1996). The central research question is: When regimes change, do policies change? The methodology defines the independent variable as the regime and education policy as the dependent variable. It posits three hypotheses. The right-wing regime of Somoza was expected to restrict both the qualitative aspects and the financing of education; (2) the left-wing regimes of the Sandinistas were hypothesized to have expanded both; and (3) the democratic-centrist regime of Chamorro was expected to have both expanded and restricted certain aspects of education policy. Several chapters describe these regimes' expansive or restrictive education strategies. A comparative analysis of these 26 years demonstrates several variables' effect over time. An OLS regression and a times series analysis specifies the relationship between regime change and percent of GDP each regime devoted to education. International Peacekeeping Operations: Sinai, Congo, Cyprus, Lebanon, and Chad Lessons for the UN and OAU
Peacekeeping is a means by which international or regional organizations control conflict situations that are likely to endanger international peace and security. Most scholars have viewed the contributions of peacekeeping forces only in terms of failures, and they have not investigated fully the political-military circumstances" under which conflict control measures succeed. This dissertation is an attempt to bridge this gap and to show how the OAU compares with the UN in carrying out peacekeeping missions. The method of research was the case study method in which primary and secondary data was used to describe the situations in which six peacekeeping forces operated. The content of resolutions, official reports and secondary data were examined for non-trivial evidences of impediments to implementation of mandates. Findings from the research indicate that peacekeeping missions not properly backed by political efforts at settlement of disputes, cooperation of the superpowers, and financial and logistic support were ineffective and usually unsuccessful. Lack of consensus and pursuit of national interests have resulted in ambiguous or unrealistic mandates and have reduced the effectiveness of peacekeeping operations. Moreover, parties to a conflict were interested only in solutions that favored their interests and were often skeptical about the role and credibility of peacekeeping forces. But the continued violations of ceasefire agreements in defiance of the presence of peacekeeping forces were due partly to the force's inability to use force except in self-defense , Most of the forces operated under serious operational and logistical difficulties and they were inadequately funded. But none of the three factors has been responsible alone for the failure of peacekeeping missions. The coordination of UN operations has been better than that of the OAU. The Strategic Use of Religion in a Secular State: The Impact of Religious Organizations on Japanese Politics
How do religions and nationalism interact in secular democracies? With its history of nationalism based on religious ideologies, and the subsequent forced separation of state and religion, Japan provides a valuable case to examine how religion and nationalism interact and affect the politics of a secular state. The purpose of this dissertation is to understand and synthesize the divide within the literature regarding the idea that Shinto is fundamentally nationalist in nature. Due to Shinto's historical ties to Japanese nationalism, it is clear that religion and nationalism played a role in Japanese politics in the past. However, with Japan's transition to democracy and the constitutional provision of the separation between religion and state, religion's effect on nationalism in Japan has become blurred contemporarily. In order to explore these relationships between Shinto, nationalism, and Japanese politics, I investigate how political groups and religious organizations influence nationalist sentiment in political institutions and public opinion in Japan using the Japanese Value Orientations survey and an original dataset. I find that even though the evidence is mounting against the accuracy around the idea of State Shinto and the fundamentally nationalist nature of Shinto, the narrative persists. The existence of nationalist circles perpetuates these narratives, regardless of the truthfulness of the association between Shinto and nationalism because this narrative serves as a benefit to some groups. Shinto may not be automatically nationalist, but there are still nationalistic Shinto practitioners. The description of Shinto as inherently nationalist is not likely to go away while that description still serves a purpose.
A Role Modification Model: the Foreign Policy of the Palestine Liberation Organization, 1964-1981
This study is a Comparative Foreign Policy (CFP) analysis of the Palestine Liberation Organization's (PLO) foreign policy behavior from 1964 through 1981. This study develops and tests a role modification model that accounts for evolutionary changes in foreign policy behavior. One of the major premises of this research is that what often appears as dramatic restructuring in foreign policy is actually the culmination of a series of modifications that transpired over an extended period of time. The model relies on a total of six independent variables as determinants of PLO foreign policy output representing multiple levels of analysis. There are a total of 12 dependent variables expressed as either foreign policy tactical roles or strategic goals. Relying on content analysis of relevant PLO documents, the role modification model demonstrates that the foreign policy output of the PLO experienced a gradual, over time change in both the means and ends of its foreign policy. The model also identifies the conditions under which any one of the independent variables is able to exclusively determine foreign policy output and which roles one can reasonably expect the PLO to exercise under a given circumstance.
Montesquieu, Diversity, and the American Constitutional Debate
It has become something of a cliché for contemporary scholars to assert that Madison turned Montesquieu on his head and thereafter give little thought to the Frenchman’s theory that republics must remain limited in territorial size. Madison did indeed present a formidable challenge to Montesquieu’s theory, but I will demonstrate in this dissertation that the authors of the Federalist Papers arrived at the extended sphere by following a theoretical pathway already cemented by the French philosopher. I will also show that Madison’s “practical sphere” ultimately concedes to Montesquieu that excessive territorial size and high levels of heterogeneity will overwhelm the citizens of a republic and enable the few to oppress the many. The importance of this dissertation is its finding that the principal mechanism devised by the Federalists for dealing with factions—the enlargement of the sphere—was crafted specifically for the purpose of moderating interests, classes, and sects within an otherwise relatively homogeneous nation. Consequently, the diverse republic that is America today may be exposed to the existential threat anticipated by Montesquieu’s theory of size—the plutocratic oppression of society by an elite class that employs the strategy of divide et impera.
Letters, Liberty, and the Democratic Age in the Thought of Alexis de Tocqueville
When Alexis de Tocqueville observed the spread of modern democracy across France, England, and the United States, he saw that democracy would give rise to a new state of letters, and that this new state of letters would influence how democratic citizens and statesmen would understand the new political world. As he reflected on this new intellectual sphere, Tocqueville became concerned that democracy would foster changes in language and thought that would stifle concepts and ideas essential to the preservation of intellectual and political liberty. In an effort to direct, refine, and reshape political thought in democracy, Tocqueville undertook a critique of the democratic state of letters, assessing intellectual life and contributing his own ideas and concepts to help citizens and statesmen think more coherently about democratic politics. Here, I analyze Tocqueville's critique and offer an account of his effort to reshape democratic political thought. I show that through his analyses of the role of intellectuals in democratic regimes, the influence of modern science on democratic public life, the intellectual habits that democracy fosters, and the power of literary works for shaping democratic self-understanding, Tocqueville succeeds in reshaping democratic language and thought in a manner that contributes to the preservation of intellectual and political liberty within the modern democratic world.
The Development and Implementation of Federal Policy Concerning Health Maintenance Organizations
There is some controversy which centers around the question of whether a particular government policy or program may be Judged successful. This dissertation takes the position, with due respect to the difficulties of such a task, that policy success can be evaluated and that it is important that such evaluations be made. Traditionally, health care in the United States has been delivered by the solo medical practitioner on a fee-for-service basis. A relatively new concept in the health care delivery system combines group practice with prepayment for services. These types of practices were designated as Health Maintenance Organizations in 1970 by the Nixon Administration.The major question of this dissertation is whether or not the HMO policy of the federal government has been a success. Along with this question the primary focus of this dissertation is upon the development and evolution of the federal HMO program.

The Organic-Progressive Principle in the Political Thought and Internationalism of Woodrow Wilson
This is an investigation of the intellectual roots of the political thought and internationalism of Woodrow Wilson, the twenty-eightieth president of the United States. Exposed to the influence of Darwin, Wilson believed that politics had to be redefined as an evolutionary process. the older mechanical understanding of politics was to be replaced with an organic understanding of political development. This allowed Wilson to synthesize a concept of politics that included elements from the Christian tradition; the English Historical School, particularly Edmund Burke; and German idealism, including G.W.F. Hegel. However, because he placed a heavy emphasis on Burke and Hegel, Wilson moved away from a natural rights based theory of politics and more towards a politics based on relativism and a transhistorical notion of rights. Wilson had important theoretical reserves about Hegel, as a result, Wilson modified Hegel’s philosophy. This modification took the form of Wilson’s organic-progressive principle. This would greatly affect Wilson’s ideas about how nations formed, developed, and related to one another. This study focuses on Wilson’s concept of spirit, his theory of history, and his idea of political leadership. the organic-progressive principle is key to understanding Wilson’s attempts to reform on both the domestic and international levels.
Does Gender Representation Matter? Gender, Descriptive and Substantive Representation, and Women-Friendly Districts
This dissertation considers how district-level demographic factors favorable to women congressional candidates facilitate substantive representation of women's interests. I contribute to the existing research by linking the literature on women candidate emergence and electoral success with that on descriptive and substantive representation. Beyond simply asking whether and how women in Congress represent women's interests, I argue that the demographic characteristics of districts in which women are more likely to run and win public office also put women representing those districts in Congress in better position to cultivate feminist homestyles and substantively represent women's interests through legislative behavior. I examine whether women representatives in women-friendly districts are more likely than men representing similar districts, or women in less women-friendly districts, to sponsor legislation in women's issue areas, sponsors women's issue earmarks, and defect from party in women's issue roll-call votes. Overall, I find general support for my theory that district-level factors contribute to observed gender differences in legislative behavior in women's issue areas.
An Analysis of Media, Social, and Political Influences on Time of Voting Decision in Presidential Elections, 1952-1976
Early voting studies before television predominance determined that mass media had a "limited effect" on American voting behavior. This work reassesses the limited-effects notion. The thesis is that the mass media do have significant impact on voting decisions. A trend study, the work utilizes the Center for Political Studies national presidential election surveys 1952-1976, and multiple regression analysis to examine the impact of media, social, and political variables on the dependent variable, time of voting decision.
A History of Overcoming: Nietzsche on the Moral Antecedents and Successors of Modern Liberalism
This work aims to understand human moral psychology under modern liberalism by analyzing the mature work of philosopher Friedrich Nietzsche. I seek to understand and evaluate Nietzsche's claim that liberalism, rather than being an overturning of slave morality, is an extension of the slave morality present in both Judaism and Christianity. To ground Nietzsche's critique of liberalism theoretically, I begin by analyzing his "master" and "slave" concepts. With these concepts clarified, I then apply them to Nietzsche's history by following his path from Judaism to liberalism and beyond--to his "last man" and Übermensch. I find that Nietzsche views history as a series of overcomings wherein a given mode of power maintenance runs counter to the means by which power was initially attained. Liberalism, as the precursor and herald of the "last man," threatens the end of overcoming and therefore compromises the future of human valuation and meaning.
Protesting the "Right" Way: Exploring Respectability Politics and Support for Black Lives Matter
Black Lives Matter gained elevated levels of support following the death of George Floyd at the hands of the Minneapolis Police Department. Despite temporary elevated levels of support, large segments of the populous are still reluctant and critical of the movement. This work aims to assess what role notions of respectability politics play in Black American support of Black Lives Matter. Respectability politics is consistently weaponized against members of oppressed groups including racial minorities, women, the LGBTQ community, and their related social movements. Analyzing the role of respectability politics in this context is a needed addition to the scholarly literature regarding social movement mobilization, as well as the interdisciplinary literature that has previously examined respectability in myriad forms. I hypothesize that unwillingness to support Black Lives Matter will be dependent on respectability politics as it relates to the perceived comportment and behavior police violence victims. This work included experimental analysis of the perceived respectability of a police brutality victim's "respectable" behavior being varied in the experimental treatment. I found support for my primary hypotheses that adherence to respectability politics correlated with diminished support for Black Lives Matter.
To Constrain or Tame: Aristotle and Machiavelli on Demagogy
What defines demagogues and what sort of threat do they pose to democracy? Contemporary politics has recently witnessed a rise in demagogic leaders around the globe. Following this trend, many notable scholars have sought to better define the ancient term and to provide politics with advice on how to handle them. However, demagogy is hard to define, and research is divided over what truly makes for a demagogue. Scholars tend to either focus on the intention, the tools, or the effects of leaders to categorize demagogy. While they might disagree over which aspect of demagogy is most salient, they are more unanimous in their claims regarding the threat that demagogy poses to democracy. Before we outright condemn demagogy, I argue that we should better understand the phenomenon and its relationship to democracy. This dissertation turns to Machiavelli and Aristotle in order to better grasp and better define the phenomenon of demagogy. I first build a concept of demagogy through Aristotle's Politics and then use that concept to detect a similar phenomenon within the work of Machiavelli. In many ways Aristotle and Machiavelli affirm the claims of contemporary scholars, especially regarding the threat that demagogy poses to democracy. According to both thinkers, demagogy involves the use of factions, class enmities, and the corruption of law. Possibly more troubling, both show how the methods of demagogy remain an ever-present possibility to democratic rule. Nevertheless, Aristotle and Machiavelli disagree with contemporary scholarship on how to address the problem of demagogy. Rather than seek out ways to constrain the demagogue, the two philosophers dedicate themselves to providing an education to demagogues. Knowing What is Useful: Rousseau's Education Concerning Being, Science, and Happiness
Is there a relationship between science and happiness and, if so, what is it? Clearly, since the Enlightenment, science has increased life expectancy and bodily comfort. Is this happiness, or do humans long for something more? To examine these questions, I investigate the works of Jean-Jacques Rousseau. Specifically, I focus on the Discourses and the Emile, as he states in the Confessions that these works form a whole statement concerning the natural goodness of man. I agree with the literature that finds happiness, for Rousseau, is a sentiment one experiences when their faculties correspond to their desires, as this produces wholeness. In this dissertation, I find a form of modern science is necessary for humans to experience higher forms of happiness. This form of science is rooted in utility of the individual. To fully explain this finding, I begin with Rousseau's concept of being. By nature, our being experiences a low form of wholeness. I show Rousseau's investigation of being exposes a catch-22 situation for developing it to experience higher forms of wholeness. While freedom allows us to develop reason and judgment, we need reason and judgment to properly direct our freedom to perfect our individual being. I then show how three different types of tutors and educators, which include a scientific education, are directed by the single goal of maintaining wholeness in Emile's being so he can achieve the happiness of romantic love. Finally, I find that Emile's scientific education is an elaboration of the First Discourse and that his relationship with science, even from birth, plays a critical role for achieving romantic love in the future.
Wealth and Regime Formation: Social and Economic Origins of the Change Toward Democracy
This study explores the relationship between economic development, social mobility, elites, and regime formation. I argue that the genesis of regime formation, in general, and of democratic regimes, in particular, is determined by the type of economic structure a society possesses, on the one hand, and on the degree the to which demands from disfranchised groups do or do not pose a substantial threat to the interests of elites who occupy the upper strata of the social and economic status hierarchy. Second I demonstrate that the dynamics of transition to wider political participation, as the core element of a democratic system of governance, and the survival of such change are different. In what follows I illustrate that some factors that have been found to dampen the chances for wider participation or have been found to be unrelated to onset of a democratic system of governance have considerable impacts on the durability of the democratic regimes. In a nutshell, the analysis points to the positive effects of mineral wealth and income inequality on the prospects of a democratic survival. Using a cross-national time series data set for all countries for the period between 1960 and 1999 I put the hypotheses to the test. I use binary logit, ordered logit, and ordinary least squares (OLS) to delineate the link between socioeconomic changes and the transition to wider participation. Survival analyses are employed to test for what factors account for the durability of a democratic regime.
Thucydides’ Sparta: Law, Piety, and the Regime
My dissertation investigates Thucydides’ presentation of Sparta. By viewing the war through Sparta, one is confronted with debates on the moral dimensions of war. Sparta decries the imperialism of Athens as unjust and while the Athenians imply that such claims are merely Spartan ‘hypocrisy’ and therefore that Sparta does not truly take justice seriously, my study contends that the Spartan concern with justice and piety is genuine. While the Athenians present a sophisticated and enlightened view of what they believe guides all political actions (a view most scholars treat as Thucydides’ own) my study argues that Sparta raises problems for key arguments of the ‘Athenian thesis.’ Through a closer study of Thucydides’ Sparta, including his neglected Book 5, I locate details of both Sparta’s prosecution of the war and their regime that must be considered before agreeing with the apparent sobriety and clear-sightedness of the Athenians, thus leading the reader into the heart of Thucydides’ view of morality in both foreign affairs and domestic politics. A portion of this research is currently being prepared as an article-length study on the broad and important issue of hypocrisy in foreign affairs among states.
The Political Philosophy of Rabelais’s Pantagruel: Reconciling Thought and Action
Political thinkers of the Renaissance, foremost among them Niccolò Machiavelli and Desiderius Erasmus, authored works commonly referred to as “mirrors of princes.” These writings described how princes should rule, and also often recommended a certain arrangement or relationship between the intellectual class and the political powers. François Rabelais’s five books of Pantagruel also depict and recommend a new relationship between these elements of society. For Rabelais, the tenets of a philosophy that he calls Pantagruelism set the terms between philosophers and rulers. Pantagruelism, defined in Rabelais’s Quart Livre as “gaiety of spirit confected in contempt for fortuitous things,” suggest a measured attitude toward politics. Rabelais’s prince, Pantagruel, accordingly rejects the tendencies of ancient thinkers such as Diogenes the Cynic who viewed politics as futile. Yet Pantagruel also rejects the anti-theoretical disposition of modern thinkers such as Machiavelli who placed too much confidence in politics. I demonstrate how Rabelais warns against the philosophers’ entrance into public service, and how he simultaneously promotes a less selfish philosophy than that of Diogenes. I argue that Pantagruel’s correction of his friend Panurge through the consultations of experts regarding the latter’s marriage problem shows that fortune will always trouble human life and politics. I also argue that Pantagruel’s rule over the kingdom of Utopia exemplifies a Socratic form of rule—reluctant rule—which relies on a trust that necessity (embodied in the Tiers Livre in the Pantagruelion plant) and not fortune (embodied in the Tiers Livre in Panurge’s future wife) governs the world, including the political world.
The value of human rights on the open market: Liberal economic policies and the achievement of personal integrity rights.
At the end of World War II, the United States emerged as a world leader, putting into place international institutions based on its own liberal economic philosophy. Since then, the world has witnessed an increasing interconnectedness among states, with economic relationships continually blurring the distinction between domestic and international, as well as between state and societal forces. Much of the world associates this increased interconnectedness with human suffering around the globe. This dissertation seeks to test the effects of economic globalization on personal integrity violations within a state, on the whole. Specifically, I examine three aspects associated with globalization, trade openness, investment and IMF funding within a state. Liberal economic theory suggests that economic relationships should foster positive gains. Particularly, economic relationships engender economic prosperity, diffusion of norms and idea, as well as the growth of a middle class which increasingly demands respect for its political and civil rights. Consistent with the liberal paradigm, I find that open trade and investment lead to improved personal integrity rights. In addition, investment which originates from the hegemon is especially likely to increase a state's respect for personal integrity rights. Conversely, IMF funding is likely to provoke protests from people in recipient countries, which often leads to increased repression by the state. To the extent that the IMF chooses to place importance on human rights, future attention should be paid to the practices of recipient countries. Overall, this dissertation suggests overall support for the liberal paradigm, that open economic policies are most likely to lead to improved levels of personal integrity rights.
A Time Series Analysis of the Functional Performance of the United States Supreme Court
The focus of this investigation is the relationship of the United States Supreme Court's functional performance to its environment. Three functions of courts are noted in the literature: conflict resolution, social control and administration. These functions are operationalized for the United States Supreme Court. Hypotheses are developed relative to the general performance of these three functions by all courts. Box-Jenkins time series analysis is then used to test these hypotheses in relation to the performance of the United States Supreme Court. The primary analysis rests upon a data set that includes all non-unanimous decisions of the Supreme Court from 1916 to 1986. A supplemental analysis is conducted using all formal decisions for the 1953 to 1986 period. The results suggest that intellectual resources, legal resources, modernization, and court discretion are significant influences on the functional performance of the United States Supreme Court. Future research must consider these influences in the development of a general theory of courts.
New Wine in Old Wineskins: Hobbes’s Use and Abuse of Religious Rhetoric
Thomas Hobbes’s knowledge of religious doctrine, typology, and use religious rhetoric in his writings is often glossed over in an over-eager attempt to establish his preeminence as a founder of modern political theory and the social contract tradition. Such action, however is an injustice to Hobbes himself, who recognized that in order to establish a new, and arguably radical, political position founded upon reason and nominalist materialism he had to reform people’s understanding of religious revelation, and Christianity specifically. Rather than merely move to a new epistemological foundation, Hobbes was aware that the only way to ensure religion does become a phoenix was to examine and undermine the foundations of religious thought in its own terms. This reformation of religious language, critique of Christianity, and attempt to eliminate man’s belief in their obligation to God was done in order to promote a civil society in which religion was servant of the state. Through reforming religious language, Hobbes was able to demote religion as a worldview; removing man’s fear of the afterlife or obligation to obey God over a civil sovereign. Religious doctrine no longer was in competition with the civil state, but is transformed into a tool of the state, one which philosophically founds the modern arguments for religious toleration.
Dealignment Decades on: Partisanship and Party Support in Great Britain, 1979-1996
This dissertation surveys electoral change in Great Britain during the period between 1979 and 1996. It analyzes the long-term factors and the short-term dynamics underlying the evolution of three aspects of the electorate: party identification, voting intentions and party support in inter-election periods. Drawing on cross-sectional and panel data from the British Election Studies and public opinion polls, I investigate the impacts of long-term socialization and short-term perceptions on voters' political decisions. I hypothesize that, over the last four elections, perceptual factors such as evaluations of party leaders and issues, particularly economic concerns, emerged as the major forces that account for the volatility in electoral behavior in Britain. Accordingly, this study is divided into three sections: Part I probes into the evolution in party identification across age cohorts and social classes as illustrated in trends in partisanship. Part II focuses on changes in voting intentions as affected by perceptual factors and party identification. Part III investigates the public's support for governing parties by analyzing the dynamics of aggregate party support during inter-election periods.
Party-Military Relations in the PRC After Mao, 1976-1990
The importance of party-military relations in the People's Republic of China was succinctly stated by Mao in his dictum that "political power comes from the gun" and "the Party should command the gun." Party-military relations in the PRC have never fully conformed to Mao's warning. This study seeks to analyze the nature and types of party-military relations in the PRC during the post-Mao period and the factors affecting change in these relations.
International Political Economy of External Economic Dependence and Foreign Investment Policy Outputs as a Component of National Development Strategy: Nigeria 1954-1980
This study examined the effects and expectations of external economic dependence on foreign investment policy outputs with particular reference to the Nigerian experience between 1954 and 1980. Three basic kinds of external economic dependence were studied: foreign investment, the penetration of the Nigerian economy by foreign capital through the agency of the multinational corporations (MNCs); foreign trade, a measure of the Nigerian economy's participation in the world market; and foreign aid (loans and grants), a measure of Nigeria's reliance on financial assistance from governments and international financial inst itutions. For the most part, the level of Nigeria's economic dependence was very high. However, economic dependency is not translated into changes in foreign investment policy in favor of the foreign investors in Nigeria as is predicted by the dependency paradigm. The Nigerian case casts doubt on the dependency paradigm as a framework for fully explaining factors that may determine foreign direct investment policy changes that occur in a less developed Third World country. In other words, the dependency paradigm has a limited explanatory power; there is a factor independent of the economic factor operating out of the control of global capitalism (the center of the center in alliance with the center of the periphery); and that factor is the political process in Nigeria. The web of the Nigerian political process involves the various aspects of its internal functioning such as the manner in which needs, interests and demands are conveyed from the individuals and groups in the country to those performing state duties. Thus, Nigerian policy makers were more influenced by those elements than pure economic considerations treated in isolation.
