Army Aviation: The RAH-66 Comanche Helicopter Issue

Description: Although it has been a high priority Army program, a number of factors have complicated the RAH-66 Comanche program. Since its inception, the program has been restructured several times–postponing the initial operational capability (IOC) and increasing overall program costs. Presently, there is debate within the Army regarding whether the program should be reduced significantly to make funds available to pursue other modernization priorities.

Asset Distribution of Taxable Estates: An Analysis

Description: This report provides data on the distribution of assets in taxable estates that filed returns in 1998. The report also offers a brief overview of the estate and gift tax and "The Death Tax Elimination Act of 2000," which was passed in the 106th Congress and vetoed. Biennial Budgeting: Background and Legislative History in the 106th Congress

Description: Proposals for a two-year budget cycle have previously been reported in the Senate in 1988, 1990, 1994, and 1997. C-17 Cargo Aircraft Program

Description: The C-17 Globemaster III is a long-range cargo/transport aircraft operated by the U.S. Air Force since 1993. Congress approved development of the aircraft in the late 1970s, when it was recognized that the Air Force did not have enough airlift capability. In 1981, the McDonnell Douglas C-17 emerged as winner of a competition with Boeing and Lockheed to develop a next-generation aircraft to replace C-130s and C-141s.

Campaign Finance: Constitutional and Legal Issues of Soft Money

Description: As in the 105th Congress, many of the 106th Congress bills focus on political party soft money--subjecting contributions, expenditures, or transfers of national political parties to the limitations, prohibitions and reporting requirements of the FECA. Other bills would restrict corporate and labor union soft money. Another major reform proposal would subject certain types of advocacy communications to FECA regulation, either fully or just insofar as disclosure requirements.
