Congress annually considers 13 regular appropriations bills providing funding for agency operations. If any of these bills are not enacted by the start of the fiscal year (October 1), the nonessential activities of the agencies funded in the outstanding bills must cease. In those years in which all 13 bills are not enacted by the deadline, Congress adopts measures continuing funding until the regular bills are enacted. Fiscal Year 2005 Homeland Security Grant Program: State Allocations and Issues for Congressional Oversight
The Office for Domestic Preparedness, within the Department of Homeland Security, is responsible for directing and supervising federal terrorism preparedness grants for states and localities. Prior to FY2005, the Office for Domestic Preparedness offered that assistance through six separate grant programs. Some state and local officials, however, criticized the fragmentation of homeland security assistance and recommended streamlining the grant process. Subsequently, the Office for Domestic Preparedness recommended and — pursuant to Section 872 of the Homeland Security Act (P.L. 107-296), which authorizes the Department of Homeland Security Secretary “to allocate, reallocate, and consolidate functions and organization units within the Department” — former Department of Homeland Security Secretary Tom Ridge approved consolidating the separate programs into a single Homeland Security Grant Program. Within the consolidated program, however, the six types of assistance continue to have their separate identities and funding allocations as “sub-grants.” As a whole, the Homeland Security Grant The program provides assistance for a wide range of eligible activities, among which are planning, training, equipment acquisition, and exercises. To fund the program, Congress appropriated approximately $2.5 billion for FY2005, roughly $600,000 less than for the programs in FY2004.

Fiscal Year 2017 Agriculture and Related Agencies Appropriations: In Brief
This report outlines the fiscal year 2017 appropriations for the Department of Agriculture which were enacted on May 5, 2017 as a part of the Consolidated Appropriations Act. The discretionary total of the enacted appropriation is $20.877 billion, which is $623 million less than enacted in FY2016 (-2.9%). The appropriation also carries mandatory spending--largely determined in separate authorizing laws--that totaled about $132.5 billion. The overall total therefore exceeded $153 billion (Table 1). The discretionary caps were set so as not to trigger sequestration under limits established by the Bipartisan Budget Act of 2015 (P.L. 114-74).The White House released its FY2017 budget request on February 9, 2016, along with the detailed justification from the U.S. Department of Agriculture (USDA). The new Administration released an outline for FY2018 appropriations on March 16, 2017.

Congress provided a total of $2.320 billion for DOJ's five grant accounts, an amount that is 6.7% less than the FY2016 appropriation and 1.8% less than the Administration's request. Funding for three of the five grant accounts decreased for FY2017, the exceptions being Violence Against Women Programs (+$2 million) and the Community Oriented Policing Services (+$10 million). However, the increase in funding for the Community Oriented Policing Services account is largely attributable to Congress moving funding for the Regional Information Sharing System from the Research, Evaluation, and Statistics account to the Community Oriented Policing Services account.
