Acquisition Reform in the House and Senate Versions of the FY2017 National Defense Authorization Act
This report focuses on the sections of the House and Senate versions of the Fiscal Year 2017 National Defense Authorization Act (H.R. 4909 and S. 2943, respectively) that appear closely linked to the respective armed services committees' stated efforts to reform the acquisition system. For purposes of this analysis, CRS selected 31 sections of the House bill and 67 sections of the Senate bill.
Defense Authorization and Appropriations Bills: FY1970-FY2017
This report is a research aid that lists the Department of Defense (DOD) authorization bills (Table 1) and appropriations bills (Table 2) for FY1970-FY2017. This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers.
Defense Spending and the Budget Control Act Limits
This report discusses the Budget Control Act, which sets limits on defense spending between fiscal years 2012 and 2021 and possible measures to avoid a sequester. The current debate in Congress has centered on whether to adjust the BCA defense caps upward; move base budget spending to accounts designated for Overseas Contingency Operations (OCO) that are not subject to spending limits; reduce the defense spending in the Administration's request to comply with BCA revised caps; or use some combination of these approaches.
