Northern Ireland: The Peace Process
For years, the British and Irish governments sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two governments and the Northern Ireland political parties participating in the peace talks announced an agreement on April 10, 1998. Despite a much improved security situation in the years since then, full implementation of the resulting Good Friday Agreement has been difficult. On May 8, 2007, however, Northern Ireland's devolved political institutions were restored after an almost five-year suspension following a powersharing deal between the largest unionist and nationalist parties.
Iraq's New Security Forces: The Challenge of Sectarian and Ethnic Influences
This report analyzes the prospects for rebuilding an inclusive Iraqi security force that transcends Iraq’s various ethnic and sectarian communities. U.S. policy makers and Iraqi officials aim to create a unified Iraqi security force; however, the predominately Sunni Arab insurgency has hampered this effort, and many believe that the new Iraqi security agencies will ultimately be composed of mostly Shiite and Kurdish recruits with both communities separately maintaining their own militias.
Iraq: Post-Saddam National Elections
Elections for a transitional National Assembly, provincial councils, and a Kurdish regional assembly were held on January 30, 2005. High voter turnout in mostly Shiite and Kurdish areas led to a first and second-place finish for slates backed by these two communities. Sunni Arabs, dominant under Saddam Hussein, appear to have been further marginalized by their relative lack of participation in the vote. This report will be updated regularly. See CRS Report RL31339, Iraq: U.S. Regime Change Efforts and Post-Saddam Governance.

Bosnian Muslim-Croat Federation: Key to Peace in Bosnia?
The Federation of Bosnia and Hercegovina was established in March 1994, with U.S. mediation. It aims to unite areas held by the largely Bosniak (Muslim) pre-war republic government with areas held by Croats. The Bosnian peace agreement, signed in Dayton in November 1995, recognized the Federation and the Bosnian Serb Republika Srpska as two largely autonomous entities within a weak, but sovereign Bosnia and Hercegovina union. Real political, economic and military integration of Bosniak and Croat-held areas has been slow to materialize. The United States has played a key role in setting up the Federation and in efforts to make it viable. The long term viability of the Federation is open to question, however, due to continued mistrust between the two sides and significant differences in their perceived interests.

Veterans’ Benefits: Dependency and Indemnity Compensation (DIC) for Survivors
With enactment of P.L. 105-178 (H.R. 2400), the Transportation Equity Act for the 21 Century (TEA-21), Congress limited authority of the Department of Veterans st Affairs (VA) to grant service-connected compensation to veterans who, after the enactment date, claim that their smoking-related illnesses are traceable to tobacco use that began during their military service. P.L. 105-178's prohibition on most smokingrelated VA claims is the resolution of an issue with potentially explosive federal costs. Subsequent technical amendments included in P.L. 105-205, the Internal Revenue Service reform legislation, removed the implication that smoking may have been misconduct, and made other minor clarifications.

U.S. Administrations and many Members of Congress have long backed EU enlargement, believing that it serves U.S. interests by advancing democracy and economic prosperity throughout the European continent. The status of EU enlargement and its implications for both the EU itself and U.S.-EU relations may be of interest to the second session of the 112th Congress.
