The Status of the Basel III Capital Adequacy Accord
The new Basel Capital Adequacy Accord (Basel III) is an agreement among countries' central banks and bank supervisory authorities on the amount of capital banks must hold as a cushion against losses and insolvency. Basel III is of concern to Congress mainly because it could put U.S. financial institutions at a competitive disadvantage in world financial markets. This report follows the basic elements of the Basel III documents on the types of capital requirements and their phase-in schedule, which were approved by the Basel member central bank governors on September 12, 2010. The elements are the new definition of Tier 1 capital, the minimum common equity capital, the capital conservation buffer, countercyclical capital buffer, liquidity coverage ratio, global leverage ratio, and wind-down government capital injections. The report concludes with some implications drawn from its content.
International Climate Change Financing: Needs, Sources, and Delivery Methods

Iraq: Paris Club Debt Relief
Iraq’s public debt was estimated to be US$120.2 billion in nominal value as of the end of 2004. The debt owed to Paris Club creditors as of December 31, 2004, was estimated to be US$38.9 billion. The U.S. share of this amount is around $4 billion. Non-Paris Club countries, mostly Persian Gulf countries, are owed around $60 - $65 billion. The remaining debts are to private commercial creditors. Iraqi debt relief is a high priority for both the President and Congress (H.R. 2482). This report will discuss efforts to implement Iraqi debt relief and highlight some policy concerns.

The second discusses subsequent debt relief negotiations and their resolution. The third presents three possible implications for future debt relief cases that arise from Iraq’s experience. They are: (1) a willingness by the international community to grant a stay on the enforcement of creditor rights, (2) an increased flexibility in Paris Club debt relief decisions, and (3) an unwillingness by successor regimes to claim that their debt is odious and repudiate it.

U.S. Direct Investment Abroad: Trends and Current Issues
The United States is the largest investor abroad and the largest recipient of direct investment in the world. Some observers believe U.S. firms invest abroad to avoid U.S. labor unions or high U.S. wages, however, 70% of U.S. foreign direct investment is concentrated in high income developed countries. In a world in which economic and trade performance are fast gaining acceptance as important components of national power and well being, Congress has become increasingly interested in the comparative success of U.S. business in the vast, rapidly growing Asia-Pacific region. African Development Bank and Fund
The African Development Bank Group, including the Bank itself (AfDB) and its "soft-loan" affiliate, the African Development Fund (AfDF), is a development finance institution based in Abidjan, Côte d'Ivoire. The Exon-Florio provision grants the President the authority to block proposed or pending foreign acquisitions of "persons engaged in interstate commerce in the United States" that threaten to impair the national security.
International Financial Institutions and Environment: Multilateral Development Banks and the Global Environment Facility
The World Bank and other multilateral development banks (MDB) have come under increasing pressure to assess the environmental impacts of bank-sponsored projects. The U.S. Congress has required that U.S. participation be based on policies that encourage the banks to raise the priority of environmental protection in their operations and to address environmental impacts; however, major issues continue to revolve around the effectiveness of all the MDBs in promoting environmentally sustainable development. Additionally, increasing concern over global environmental problems led to the creation in 1990 of a new multilateral fund -- the Global Environment Facility (GEF) -- to fund environmental projects of global concern that were generally not being funded by the MDBs. The pilot phase of the GEF ended in December 1993, and participants are currently in the process of determining how, or if, it should function as a permanent entity.
