Workforce Investment Act of 1998 (WIA): Reauthorization of Title I Job Training Programs
Title I of the Workforce Investment Act of 1998 (WIA) (P.L. 105-220), the country’s chief job training legislation, authorizes several job training programs, including Youth, Adult, and Dislocated Worker Activities; Job Corps; Youth Opportunity Grants; and programs for Native Americans, migrant and seasonal farmworkers, and veterans. The funding authorization for WIA programs expires on September 30,2003. On May 8, 2003, the House passed H.R. 1261, the Workforce Reinvestment and Adult Education Act of 2003. In addition to reauthorizing the Title I job training programs, the bill would also reauthorize the adult education and literacy programs and the Rehabilitation Act of 1973. The "E-Rate" Program and Controversies
Passage of the Telecommunications Act of 1996 (P.L. 104-104) codified the long standing policy commitment to ensure universal service in the provision of telecommunications services. The 1996 Act also expanded the concept to include, among other principles, that elementary schools and classrooms, and libraries should have access to telecommunications services for educational purposes at discounted rates. Energy Efficiency: A New National Outlook?
In 1992, the Nation spent $522 billion for energy ($1996 constant), while energy efficiency and conservation measures were saving the economy about $275 billion per year. Energy is conserved when technical means are employed to improve efficiency or to reduce energy waste. The 107th Congress is considering proposals to amend the Elementary and Secondary Education Act (ESEA). Much of the debate over these proposals has been focused on issues related to state and local accountability for, and flexibility in the use of, federal aid funds.
