Environmental Protection Legislation in the 105th Congress

Description: The 105th Congress enacted tax provisions relating to Superfund brownfields sites, transportation- and defense-related environmental provisions, a border smog bill, EPA funding as well as reinstating the tax that supports the Leaking Underground Storage Trust Fund. There were various actions on regulatory reform, the budget resolution, appropriations, highway- and defense-related environmental provisions, Superfund reform bills and underground storage tanks. It is too early to tell if these will be issues for the 106th Congress.

Education Issues in the 105th Congress, 2nd Session

Electricity Restructuring: Comparison of S.1401, H.R. 655, H.R. 1230, S. 722, H.R. 1960, and S. 2287

Description: Once considered the nation's most regulated industry, the electric utility industry is evolving into a more competitive environment. At the current time, the focus of this development is the generating sector, where the advent of new generating technologies, such as gas-fired combined cycle, has lowered both entry barriers to competitors of traditional utilities and lowered the marginal costs of those competitors below those of some traditional utilities. This technological advance has been combined with legislative initiatives, such as the Energy Policy Act of 1992 (EPACT), to encourage the introduction of competitive forces into the electric generating sector. The questions now are whether further legislative action is desirable to encourage competition in the electric utility sector and how the transition between a comprehensive regulatory regime to a more competitive electric utility sector can be made with the least amount of economic and service disruption.

Cuba: Issues for Congress

Description: This report examines the economic and political situation in Cuba, including the human rights situation, and U.S. policy toward Cuba. The report also analyzes a number of issues facing Congress in U.S. policy toward Cuba, including: the overall direction of U.S. policy; challenges to U.S. policy in the World Trade Organization; restrictions on commercial food and medical exports; restrictions on travel; bilateral drug trafficking cooperation; Cuba and terrorism; funding for U.S.-government sponsored radio and television broadcasting to Cuba; the Russian signals intelligence facility in Cuba; migration issues; and compensation to the families of those Americans killed in 1996 when Cuba shot down two U.S. civilian planes. The report cites legislation that was passed in the 106th Congress, and also tracks legislative action on these various issues in U.S. policy toward Cuba in the 107th Congress.

China's Changing Conditions

Description: Congressional interest in the leadership change and economic transformation underway in China has grown substantially over the past few years. Leading congressional concerns focus on how economic conditions in China pose opportunities for U.S. enterprise and how the evolution of conditions in China fosters U.S. security, economic, and political interests. Congressional concern with China grew in 1995 and 1996 as a result of reports of the serious decline in the health of senior Chinese leader Deng Xiaoping. Present conditions in China include; A vibrant but sometimes overheated economy, A less divided central political leadership.
