Davis-Bacon: The Act and the Literature

Description: The Davis-Bacon Act of 1931, as amended, requires that contractors, engaging in certain federal contract construction, pay workers on such projects not less than the locally prevailing wage for comparable work. In addition, such contractors are required to file payroll reports and to meet other administrative and labor standards requirements. Included in this report is a bibliography of published materials dealing with the Davis-Bacon Act and related issues.

Brownfield Issues in the 110th Congress

Description: The Brownfields Act authorizes the Environmental Protection Agency to award grants for the assessment and cleanup of sites that pose a less serious threat to human health and the environment than sites addressed by the Superfund program. Analysis of the Proposed Tax Exclusion for Canceled Mortgage Debt Income

Description: Mortgage debt cancellation can occur when lenders restructure loans, reducing principal balances, or sell properties, either in advance, or as a result, of foreclosure proceedings. If a lender forgiver or cancels such debt, current tax law treats it as cancellation of debt (COD) income subject to tax. There are exceptions for taxpayers may exclude canceled mortgage debt income under existing law.

Housing Issues in the 110th Congress
