Ocean Commissions: Ocean Policy Review and Outlook

Comprehensive changes in ocean governance and administrative structure are proposed in the Oceans Conservation, Education, and National Strategy for the 21st Century Act (H.R. 21). Bills addressing specific topics such as coral reefs, marine sanctuaries, ocean acidification, ocean exploration and research, and shark conservation also have been introduced.

Polar Bears: Listing Under the Endangered Species Act

Description: On May 14, 2008, Interior Secretary Dirk Kempthorne announced the listing of polar bears as threatened under the Endangered Species Act (ESA). The listing itself was praised by some environmentalists, other parties, who opposed the listing itself, argued that the science supporting listing was weak, but felt that the regulations mitigated some of the economic impacts of the listing.

The Carbon Cycle: Implications for Climate Change and Congress

Description: Congress is considering several legislative strategies that would reduce U.S. emissions of greenhouse gases—primarily carbon dioxide (CO2)—and/or increase uptake and storage of CO2 from the atmosphere. Both approaches are viewed by many observers as critical to forestalling global climate change caused, in part, by the buildup of greenhouse gases in the atmosphere from human activities.

Farm and Food Support Under USDA's Section 32 Program

Description: The 110th Congress in June 2008 passed a new omnibus farm bill (P.L. 110-246). Provisions in this new law now spell out more explicitly how the Secretary is to use the annual Section 32 appropriation. Section 32 of the act of August 24, 1935 (P.L. 74-320 as amended; 7 U.S.C. 612c) authorizes a permanent appropriation equal to 30% of annual U.S. customs receipts.
