Rehabilitation Act of 1973: 109th Congress Legislation and FY2006 Budget Request

Description: The Rehabilitation Act of 1973 is the nation’s major program to provide comprehensive vocational rehabilitation (VR) services to help persons with physical and mental disabilities achieve employment goals and full integration into society. Authorization of appropriations for the Rehabilitation Act expired in FY2003. Although the 108th Congress considered legislation to reauthorize the Act, no final action was taken.

The Budget for Fiscal Year 2006

Description: The Congressional Budget Office's (CBO) budget report, The Budget and Economic Outlook: Fiscal Years 2006-2015, included baseline estimates for fiscal years 2005 through 2015. Under baseline assumptions, CBO estimates a FY2006 deficit of $295 billion. This is smaller than CBO's FY2005 baseline deficit estimate. The Department of Housing and Urban Development (HUD): FY2006 Budget

Description: On July 21, 2005, the Senate Appropriations Committee approved a $34.8 billion FY2006 budget for HUD. Like the House version, the Senate bill rejects the President’s Strengthening America’s Communities Initiative (SACI). It increases funding above both the President’s request and the House version for HOPE VI, Community Development Block Grant (CDBG)-related programs (including Section 108 loan guarantees), Native American Housing Block Grants, and Rural Housing and Economic Development.

The Budget for Fiscal Year 2006

Description: The Senate and the House each passed spending reduction reconciliation bills. A conference agreement of approximately $40 billion in reductions was reached on December 19, but has yet to clear Congress. The Senate passed a five-year revenue reduction reconciliation bill on December 8. The net effect of the legislation on the budget would be to raise the deficit in fiscal year 2006 and over the five-year period covered in the legislation.
