Clearcutting in the National Forests

Clearcutting in the National Forests

Date: July 29, 1992
Creator: Backiel, Adela & Gorte, Ross W
Description: Congressional interest in clearcutting has increased in the past few years. Several bills have been introduced in the current and preceding Congresses to ban the use of clearcutting and/or all even-aged management systems in the national forests. The issue, however, transcends the use of clearcutting and focuses on how to assure the choice of a silvicultural system and the implementation of the management practices that will achieve the stated goals for public land and resource management.

The Abandoned Mine Land Fund: Grants Distribution and Issues

The Abandoned Mine Land Fund: Grants Distribution and Issues

Date: March 26, 1997
Creator: Bamberger, Robert L.
Description: The Surface Mining Control and Reclamation Act (SMCRA, P.L. 95-87), enacted in 1977, established reclamation standards for all coal surface mining operations, and for the surface effects of underground mining. It also established the Abandoned Mine Land (AML) program to promote the reclamation of sites mined and abandoned prior to the enactment of SMCRA. To finance reclamation of abandoned mine sites, the legislation established fees on coal production. These collections are divided into federal and state shares; subject to annual appropriation, AML funds are distributed annually to states with approved reclamation programs. This report describes the distribution of these funds and the various issues that arise from said distribution.

Disaster Mitigation Bills in the 106th Congress: H.R. 707, S. 1691 Compared

Date: October 25, 1999
Creator: Bea, Keith
Description: The Robert T. Stafford Disaster Relief and Emergency Assistance Act authorizes the President to declare that an emergency or major disaster exists that overwhelms state and local resources. Legislation before the 106th Congress (H.R. 707 and S. 1691) would, among other matters, amend the Act to: (1) fund hazard mitigation projects designed to reduce future disaster losses; (2) add conditions to assistance; and (3) consolidate provisions governing the distribution of aid to disaster victims. This report compares provisions of the two bills, and will be updated as legislative action occurs.

Air Quality and Motor Vehicles: An Analysis of Current and Proposed Emission Standards

Air Quality and Motor Vehicles: An Analysis of Current and Proposed Emission Standards

Date: September 2, 1999
Creator: Bearden, David M
Description: The extent to which emissions from motor vehicles and the amount of sulfur in commercial gasoline should be regulated has become a controversial issue. The EPA is proposing national limits on gasoline sulfur levels which would become effective in 2004. This report provides background information on the regulation of vehicle emissions in the United States, analyzes key elements of the National Low Emission Vehicle (LEV) program and the Environmental Protection Agency's (EPA) Tier 2 proposal, summarizes major views on the proposal that have been expressed by the automobile industry, the oil refining industry, and some environmental organizations, and discusses relevant legislative activity in the 106th Congress.

Air Quality and Transportation Enhancement Provisions in the Intermodal Surface Transportation Efficiency Act of 1991

Air Quality and Transportation Enhancement Provisions in the Intermodal Surface Transportation Efficiency Act of 1991

Date: June 10, 1998
Creator: Bearden, David M
Description: Federal funding to assist states in addressing the environmental impacts of surface transportation is a major issue for the second session of the 105th Congress. The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 (P.L. 102-240) authorized a total of $155 billion for transportation projects from FY1992 to FY1997. This report describes how the Congrestion Mitigation and Air Quality Program (CMAQ) and enhancement programs function, examines the policy issues surrounding them, and summarizes relevant provisions in major legislation to reauthorize ISTEA in the 105th Congress.

Air Quality and Vehicle Emission Standards: An Overview of the National Low Emission Vehicle Program and Related Issues

Date: January 4, 1999
Creator: Bearden, David M
Description: This report provides background information on federal emission standards for motor vehicles under the Clean Air Act and stricter standards originally developed to address the severity of air quality problems in California, explains the low emission standards and flexible compliance mechanisms to which states and manufacturers have voluntarily agreed under the National Low Emission Vehicle (LEV) Program, discusses the Environmental Protection Agency's (EPA) estimates of the program's air quality benefits and costs, and examines regulatory issues related to its implementation including sulfur levels in gasoline and the relative stringency of emission standards for light trucks.

A Clean Air Option: Cash for Clunkers

A Clean Air Option: Cash for Clunkers

Date: September 16, 1996
Creator: Bearden, David M
Description: The Clean Air Act Amendments of 1990 encourage states to pursue market-based approaches to improve air quality. An Accelerated Vehicle Retirement (AVR) program, commonly referred to as "Cash for Clunkers," is designed to provide an economic incentive for the owners of highly polluting vehicles to retire their automobiles permanently from use and to provide greater flexibility for private industry to reduce emissions by sponsoring such a program. The implementation of AVR programs can be controversial. This report discusses the AVR program debate and includes information on completed AVR pilot projects in selected states.

Defense Cleanup and Environmental Programs: Authorization and Appropriations for FY2000

Date: December 13, 1999
Creator: Bearden, David M
Description: Although Congress authorizes most federal programs for multiple years, it annually authorizes programs for national defense as well as appropriating funding for them each fiscal year. Of the activities traditionally authorized and funded, the Department of Defense (DOD) administers the following six environmental programs: environmental restoration, compliance, cleanup at base closure sites, pollution prevention, environmental technology, and natural resource conservation.

Environmental Protection: Defense-Related Programs

Environmental Protection: Defense-Related Programs

Date: July 28, 1998
Creator: Bearden, David M
Description: The Department of Defense (DOD) operates six environmental programs that address cleanup of past contamination at military facilities, compliance with environmental laws and regulations that apply to current activities, cleanup at military bases being closed, pollution prevention, natural resource conservation, and environmental technology. In addition, the Department of Energy (DOE) is responsible for managing defense nuclear waste generated from the past production of atomic materials used to construct nuclear weapons and for remediating contaminated sites. For FY1999, the Administration has requested a total of $10. 14 billion for DOD and DOE's defense-related environmental activities, which represents about 3.7% of the total request of $271.6 billion for national defense and is roughly 1.6% below the FY1998 funding level of $l0.30 billion.

EPA's Tier 2 Proposal for Stricter Vehicle Emission Standards: A Fact Sheet

EPA's Tier 2 Proposal for Stricter Vehicle Emission Standards: A Fact Sheet

Date: June 24, 1999
Creator: Bearden, David M
Description: The Clean Air Act Amendments of 1990 established "Tier 1" standards to limit tailpipe emissions from new motor vehicles, and the Environmental Protection Agency (EPA) is required to determine if more stringent requirements are needed to attain or maintain National Ambient Air Quality Standards. EPA also must assess the availability and cost-effectiveness of technologies necessary to control emissions. In a report submitted to Congress in August 1998, EPA concluded that tougher standards are necessary and that essential technologies are available and cost-effective
