Congressional Research Service Reports
- Airborne Laser (ABL): Issues for Congress
- This report examines the airborne laser (ABL) program and budget status. It also examines a variety of related issues, including the questionable maturity of ABL technologies, the number of ABL platforms the United States should acquire, and to what degree the United STates should invest in alternative technologies in the event that the ABL may not prove successful. This report does not provide a detailed technical assessment of the ABL program (see CRS Report RL30185, The Airborne Laser Anti-Missile Program). digital.library.unt.edu/ark:/67531/metacrs7493/

- C-17 Cargo Aircraft Program
- The C-17 Globemaster III is a long-range cargo/transport aircraft operated by the U.S. Air Force since 1993. Congress approved development of the aircraft in the late 1970s, when it was recognized that the Air Force did not have enough airlift capability. In 1981, the McDonnell Douglas C-17 emerged as winner of a competition with Boeing and Lockheed to develop a next-generation aircraft to replace C-130s and C-141s. digital.library.unt.edu/ark:/67531/metacrs1340/
- Combat Aircraft Sales to South Asia: Potential Implications
- In March 2005, the Bush Administration announced a willingness to resume sales of F-16 combat aircraft to Pakistan. Potential sales to India are also being considered. These potential sales have political, military, and defense industrial base implications for the United States and the South Asia region. H.R. 1553 and S. 12 would impose nonproliferation conditions on these sales. digital.library.unt.edu/ark:/67531/metacrs6349/
- Combat Aircraft Sales to South Asia: Potential Implications
- On June 28, 2006, the Bush Administration announced its proposal to sell 36 F-16 C/D Block 50/52 Falcon combat aircraft to Pakistan at an estimated case value of $3 billion. Some believe that these sales are partly an effort to reward the Pakistani Government for the role it has played in support of U.S.-led anti-terrorism efforts, and this consideration is noted in the text of the formal notification of the F-16 sales. Combat aircraft are considered "essential for conducting surprise attacks or initiating large-scale offensive operations." Therefore, the transfer of combat aircraft can be a significant policy decision, especially to a region with known tensions and territorial disputes. It is currently unclear what long-term effects a potential sale of combat aircraft to South Asia might have on U.S. political relations with Pakistan and India, or the political relationship between them. digital.library.unt.edu/ark:/67531/metacrs10294/

- F-22 Aircraft Program
- This report discusses the background information, analysis and the recent developments in the F-22 Aircraft Program. The F-22 program raises questions about its cost and the need for this aircraft, the capabilities it would have, and the number of these planes needed to meet military requirements. The F-22 has had strong congressional support, although some have criticized the program on grounds of cost, requirements, and coordination with other tactical aircraft programs. Deletion of procurement funds in the FY2000 defense appropriation bill passed by the House made the future of the program a major issue for House and Senate conferees in 1999. digital.library.unt.edu/ark:/67531/metacrs1352/

- F-35 Joint Strike Fighter (JSF) Program: Background, Status, and Issues
- This report discusses the background, status, and current issues of the Joint Strike Fighter (JSF) program. The F-35 JSF, also called the Lighting II, is a new strike fighter being procured in different versions by the Air Force, Marine Corps, and Navy. The F-35 program is the Department of Defense's (DOD's) largest weapon procurement program in terms of total estimated acquisition cost. This report details the Obama Administration's proposed FY2010 defense budget requests for F-35 program funding and outlines the issues that Congress must consider when deciding whether to approve, reject, or modify the administration's funding requests. digital.library.unt.edu/ark:/67531/metacrs8637/
- F-22A Raptor
- The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. This report examines the Air Force’s F-22A Raptor program, including costs and schedule; considers several key issues, and concludes with a synopsis of recent legislative activity on the program. digital.library.unt.edu/ark:/67531/metacrs9030/

- Military Airlift: C-17 Program Background
- The C-17 Globemaster III is a long-range cargo aircraft operated by the U.S. Air Force since 1993. To date, Congress has funded 190 C-17s for the Air Force. The C-17 program remains a key issue as Congress evaluates the needs of DOD's strategic airlift force. This paper provides program background for the C-17. For more detailed analysis of current issues regarding the C-17 acquisition, see CRS Report RL34264, Strategic Airlift Modernization: Analysis of C-5 Modernization and C-17 Acquisition Issues. digital.library.unt.edu/ark:/67531/metacrs10719/
- Navy F/A-18E/F Super Hornet and EA-18G Growler Aircraft: Background and Issues for Congress
- The F/A-18E/F Super Hornet is the Navy's highest priority aviation modernization program. The decision to undertake F/A-18E/F Super Hornet program was made during a period of great turbulence in Navy aviation modernization. During this time frame the Navy struggled to identify and implement the best way to modernize its aging fleet of F-14 fighters and A-6E attack aircraft. The Department of Defense is currently facing a shortage of radar and communications jamming capability. The Super Hornet has been approved for international export, but no sales have been made as of June 2006. Key issues surrounding the program relate to the total number of Super Hornets to be procured. digital.library.unt.edu/ark:/67531/metacrs10485/
- Navy-Marine Corps Strike-Fighter Shortfall: Background and Options for Congress
- Members of Congress this year have expressed concern about a projected inventory shortfall in Navy and Marine Corps strike-fighters. Some industry sources believe the shortfall is likely to be much larger than the Navy currently projects. Options for addressing the shortfall include extending strike-fighter service lives and increasing planned procurement of strike-fighters. digital.library.unt.edu/ark:/67531/metacrs10736/

- Tactical Aircraft Modernization: Issues for Congress
- This report examines the Department of Defense's (DOD) four largest tactical aircraft modernization programs. The background section provides a brief description of each program, and a discussion of how tactical aircraft fit into military air operations: the missions they typically perform and how they contrast to longer-range combat aircraft. The analysis section examines a number of policy issues, including affordability, capability required, force structure, service roles and missions, industrial base, and transformation. The paper concludes with a synopsis of recent congressional action on these programs. digital.library.unt.edu/ark:/67531/metacrs10306/
