- The Millennium Development Goals: The September 2010 U.N. High-level Meeting
- This report discusses overarching trends in Millennium Development Goals (MDG) progress and lessons learned from previous and ongoing efforts to achieve them. The MDGs are a group of measurable development targets agreed to by 189 U.N. member states - including the United States - as part of the 2000 Millennium Declaration. The MDGs cover a number of issues, such as eradicating extreme hunger and poverty, combating HIV/AIDS, and promoting gender equality and women's empowerment. This report examines U.S. policy toward the MDGs and how, if at all, the Goals fit into U.S. development and foreign assistance policy. It also examines different schools of thought regarding the effectiveness of the Goals, their role in international development, and their long-term sustainability. - Vulnerable Youth: Background and Policies
- This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of "disconnectedness," as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy and provides a brief overview of current federal programs targeted at vulnerable youth. - The Use of Seclusion and Restraint in Public Schools: The Legal Issues
- Seclusion and restraint have been used in various situations to deal with violent or noncompliant behavior. - Homelessness: Targeted Federal Programs and Recent Legislation
- This report describes the federal programs that are targeted to assist those who are homeless; includes recent funding levels; discusses current issues, including homelessness after the economic downturn and federal efforts to end homelessness; and provides information on recent legislation. - International Parental Child Abductions
- International child custody disputes are likely to increase in frequency as the global society becomes more integrated and mobile. Since 1988, the Hague Convention on the Civil Aspects of International Child Abduction ("Hague Convention" or "Convention") has been the principal mechanism for enforcing the return of abducted children to the United States. This report will discuss the applicability of the Hague Convention and current U.S. laws, both civil and criminal, which seek to address the quandary of children abducted by parents to foreign nations. - Legal Issues Relating to the Disposal of Dispensed Controlled Substances
- Prescription drug abuse is the second-most common form of illicit drug abuse among teenagers in the United States, trailing only marijuana use. Prescription drug abuse has become a particular concern amongst federal policymakers. - Legal Issues Relating to the Disposal of Dispensed Controlled Substances
- This report describes an issue that is the fastest-growing drug problem in the country -- the intentional use of prescription drugs for non-medical purposes. It is the second-most common form of illicit drug abuse among teenagers in the United States behind marijuana use.
