Generalized System of Preferences: Agricultural Imports
The Generalized System of Preferences (GSP) provides duty-free tariff treatment for certain products from designated developing countries. Agricultural imports under the GSP totaled $2.1 billion in 2007, about 7% of all U.S. GSP imports. Some in Congress have called for changes to the program that could limit GSP benefits to certain countries, among other changes. Opinion within the U.S. agriculture industry is mixed, reflecting both support for and opposition to the current program. Congress made changes to the program in 2006, tightening its requirements on imports under certain circumstances. The 110th Congress extended GSP through 2009, likely making the GSP a legislative issue in the 111th Congress.

The Generalized System of Preferences (GSP) provides duty-free tariff treatment for certain products from designated developing countries. Agricultural imports under GSP totaled $2.5 billion in 2012, nearly 13% of the value of all U.S. GSP imports. Leading agricultural imports include processed foods and food processing inputs, sugar and sugar confectionery, cocoa, processed and fresh fruits and vegetables, beverages and drinking waters, olive oil, processed meats, and miscellaneous food preparations and inputs for further processing. The majority of these imports are from Thailand, Brazil, India, Indonesia, and Turkey, which combined account for nearly two-thirds of total agricultural GSP imports.

Japan's 2011 Earthquake and Tsunami: Food and Agriculture Implications
The March 11, 2011, earthquake and tsunami in Japan caused widespread devastation that affected many of the country's agricultural and fishery areas. The nuclear crisis that followed at the Fukushima Daiichi Nuclear Plant, and the subsequent detection of radioactive contamination of food produced near the disabled facility, further raised fears about the safety of Japan's food production systems and its future food exports. Most reports acknowledge that Japan's current production and supply shortages, along with rising food safety concerns and possible longer-term radiation threats to its food production, could limit Japan's food exports while possibly increasing its need for food imports in the future. It is still not clear what effect, if any, Japan's current food supply and demand situation will have on world farm commodity markets and food prices.
Potential Effects of a U.S. NAFTA Withdrawal: Agricultural Markets
This report examines some of the potential consequences to U.S. agricultural markets of a U.S. withdrawal from NAFTA, focusing on the possibility that higher tariffs could be imposed on U.S. imports and exports. In particular, under a NAFTA withdrawal, it is likely that most-favored nation (MFN) tariffs would be imposed on agricultural products traded among the NAFTA countries instead of the current zero tariff (i.e., duty-free trade) for most agricultural products. In general, MFN tariffs on U.S. agricultural imports would likely raise prices both to U.S. consumers and other end users, such as manufacturers of value-added food products.

Agriculture and the 106th Congress: A Summary of Major Issues
Most congressional interest in agriculture in the 106th Congress was focused on persistent low prices for major commodities and proposals to redress declining farm income. Six emergency farm aid bills were approved, increasing agricultural spending by nearly $27 billion for fiscal years 1999-2001. These bills provided disaster relief along with short term “market loss payments”to farmers to shore up farm income. Some longer term changes also were enacted as part of emergency farm legislation, which this report discusses in brief.
Agriculture: Prospective Issues for the 107th Congress
Persistent low farm prices and 3 years of multi-billion dollar ad hoc additions to federal spending for farmers are expected to put pressure on the 107th Congress for an early review of federal farm policy. Farm policy is governed by a variety of laws, many of which are incorporated into an omnibus, multi-year farm bill. Most of the provisions of the current farm bill, the Federal Agricultural Improvement and Reform (FAIR) Act of 1996, expire after the 2002 crop year. Key issues are the responsiveness of current policy to low commodity prices and farm income, factors influencing low prices, and options for improving prices and/or providing automatic relief to farmers when prices fall. Increased concentration in the agriculture industry, trade, and environmental regulations affecting agriculture are likely to be part of the debate.
Food and Agriculture: Prospective Issues in the 105th Congress
Implementation of major farm and food program changes enacted last year under omnibus farm (P.L.104-127) and welfare (P.L.104-193) measures is likely to draw the attention of the 105th Congress. The size and cost of these programs also could make them a target for reductions in congressional efforts to balance the budget.
