This report presents a table detailing EPA appropriations for FY2006 and FY2007. Among individual activities, both the full House and the Senate Appropriations Committee approved decreases and increases throughout EPA's eight appropriations accounts in their respective versions of H.R. 5386, when compared with the President's FY2007 request and the FY2006 appropriation.

This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. Table 3 shows real growth or decline in national defense funding for FY1940-FY2009. Table 4 gives a more detailed picture of both regular and supplemental defense appropriations from the 103rd Congress to the present (FY1993-FY2005). Table 5 shows the President’s DOD appropriations budget requests for FY1950-FY2005 vs. final amount enacted.
Agriculture and FY2006 Budget Reconciliation
The FY2006 budget resolution (H.Con.Res. 95, H.Rept. 109-62) contains reconciliation instructions that require authorizing committees to report legislation to reduce spending on mandatory programs within each committee’s jurisdiction. The resolution instructed the House and Senate Agriculture Committees to report legislation reducing spending on USDA mandatory programs by $173 million in FY2006 and $3.0 billion over five years (FY2006-FY2010). The House and Senate Agriculture Committees have completed action on their recommendations ($3.65 billion in the House and $3.0 billion in the Senate). The two measures would reduce spending on farm commodity and conservation programs in varying ways. The House measure also eliminates funding for various rural development programs and reduces food stamp spending. The Senate extends authority for a dairy income support program, which would require an offset of its projected cost. Reconciliation floor action is expected in November.
Agriculture and FY2006 Budget Reconciliation
During the week of December 18, 2005, both the House and Senate approved the conference agreement on the Deficit Reduction Act of 2005 (H.Rept. 109-362, S. 1932), which includes net reductions of $2.7 billion over five years for USDA mandatory programs. Included in the agreement is a $1.7 billion reduction in farm commodity support programs, a $934 million reduction in conservation spending, a $620 million reduction in a mandatory research program, and $419 million cut in rural development programs, as scored by CBO over a five-year period (FY2006-2010). The measure also includes a two-year extension of a dairy income support program, at an estimated cost of $998 million. No reductions to food stamp spending were included in the conference agreement.
Emergency Funding for Agriculture: A Brief History of Supplemental Appropriations, FY1989-FY2006
From FY1989 through FY2006, 33 appropriations, authorization, or farm disaster acts added approximately $55.4 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs. The two most recent supplemental appropriations were provided in response to Hurricanes Katrina and Rita in the Gulf of Mexico and in preparation for a possible U.S. outbreak of avian influenza. Some FY1989, the vast majority of the total supplemental funding has been paid directly to farmers, primarily through two mechanisms: "market loss payments" and crop disaster payments. This report includes the total annual funding additions in the 33 acts providing economic and farm disaster assistance through USDA programs since FY1989.

The annual consideration of appropriations bills (regular, continuing, and supplemental) by Congress is part of a complex set of budget processes that also encompasses the consideration of budget resolutions, revenue and debt-limit legislation, other spending measures, and reconciliation bills. In addition, the operation of programs and the spending of appropriated funds are subject to constraints established in authorizing statutes. Congressional action on the budget for a fiscal year usually begins following the submission of the President’s budget at the beginning of each annual session of Congress. On July 21, 2005, the Senate Appropriations Committee approved a $34.8 billion FY2006 budget for HUD. Like the House version, the Senate bill rejects the President’s Strengthening America’s Communities Initiative (SACI). It increases funding above both the President’s request and the House version for HOPE VI, Community Development Block Grant (CDBG)-related programs (including Section 108 loan guarantees), Native American Housing Block Grants, and Rural Housing and Economic Development.

Child Welfare: Program Reauthorizations and Recent and FY2006 Proposed Funding Levels
This report discusses current funding levels for child welfare programs, intended to protect children from abuse and neglect and to ensure their well-being. In FY2005 the federal government appropriated $7.8 billion for these purposes. Much higher than expected receipts reduced the estimated deficits for fiscal year 2006 in both the Administrations Mid-session review and in the Congressional Budget Office's The Budget and Economic Outlook: An Update. These were over $100 billion below the Administration's previous estimate and $70 billion below the Congressional Budget Office's previous baseline estimate. The Budget for Fiscal Year 2006
The Senate and the House each passed spending reduction reconciliation bills. A conference agreement of approximately $40 billion in reductions was reached on December 19, but has yet to clear Congress. The Senate passed a five-year revenue reduction reconciliation bill on December 8. The net effect of the legislation on the budget would be to raise the deficit in fiscal year 2006 and over the five-year period covered in the legislation.

The Congressional Budget Office's (CBO) budget report, The Budget and Economic Outlook: Fiscal Years 2006-2015, included baseline estimates for fiscal years 2005 through 2015. Under baseline assumptions, CBO estimates a FY2006 deficit of $295 billion. This is smaller than CBO's FY2005 baseline deficit estimate.
